RESOLUTION NO. 96-22011
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING THE GOALS
OF THE GOLD COAST CLEAN CITIES COALITION.
WHEREAS, the U. S. Department of Energy has instituted a program to promote
the use of alternative fuels in vehicles; and
WHEREAS, Governor Lawton Chiles has, by Executive Order #93-278,
established a Gold Coast Clean Cities Coalition, and adopted the U.S. Department of
Energy goal to put as many alternative fuel vehicles on the road in the shortest time
possible; and
WHEREAS, the regional policy plans for both the South Florida and Treasure
Coast Regional Planning COUflcils include the goal of improving air quality in their
respective geographic areas, which encompass the Gold Coast; and
WHEREAS, it is prudent to reduce our dependence on imported energy sources.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. That the City of Miami Beach endorse the goals of the Gold Coast
Clean Cities Coalition.
Section 2. That all reasonable efforts will be made to identify municipal fleet
vehicles that could be operated on alternatives to gasoline or diesel.
Section 3. That the City will request a fleet analysis from the Gold Coast Clean
Cities Coalition to assist in determining the feasibility of operating alternatively fueled
vehicles.

A RESOLUTION OF HE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ENDORSING THE GOALS OF THE
GOLD COAST CLEAN CITIES COALITION, WHICH ENDORSEMENT
WILL ENABLE THE CITY TO SUBMIT A GRANT APPLICATION FOR
THE IMPLEMENTATION OF THE ELECTRIC SHUTTLE PROJECT.

Approve the Resolution.
BACKGROUND
The U.S. Department of Energy, through the Florida Energy Office, has instituted a
program to promote the use of alternative fuels in vehicles for State and Municipal
Governments. Since the City and the Miami Beach Transportation Management
Association (MBTMA) have been actively seeking funding to implement the South
Beach Electric Shuttle Service, the City will be eligible to apply for a grant in the
amount of $150,000 from the Gold Coast Clean Cities Coalition (GCCCC), if the City
Commission agrees, by Resolution, to endorse the goals of the GCCCC which
encourage the following initiatives:
1 . That the City make all reasonable efforts to identify municipal fleet vehicles that
could be operated on alternatives to gasoline and diesel; and
2. That the City request a fleet analysis from GCCCC to assist in determining the
feasibility of operating alternatively fueled vehicles.
These initiatives would be free of cost to the City.

ANAL YSIS
The City and the Miami Beach TMA have been successful in raising grant funds to
augment the City's cash outlay for the implementation of the Electric Shuttle. To
date, $250,000 in grant funds have been awarded for the electric shuttle project:
Department of Environmental Protection grant in the amount of $50,000, and the
Florida Clean Cities Coalition grant in the amount of $200,000. However, additional
funding is needed to complete the Electric Shuttle's Two-Year Project Budget. The
approval of this Resolution will enable the City to apply for an additional $150,000 in
grant funding.
The grant application deadline is June 28, 1996. The grant does not require matching
funds by the City.
CONCLUSION
The Gold Coast Clean Cities Coalition goals reflect the goals of the City of Miami
Beach and the Miami Beach TMA in their effort to implement the Electric Shuttle
Program as a viable, alternative fuel vehicle system, and to improve the overall air
quality in the community. This program is another opportunity for the City of Miami
Beach and the Miami Beach TMA to capture the needed funds for the implementation
of the Electric Shuttle. The Administration recommends City Commission approval
of the Resolution.
