A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC HEARING TO
CONSIDER A WAIVER OF THE DEVELOPMENT REGULATIONS
APPLICABLE TO THE CCC-ZONING DISTRICT, FOR THE
INSTALLATION OF NINE (9) PROPOSED SIGNS AROUND THE MIAMI
BEACH CONVENTION CENTER, AS FOLLOWS: ONE MAIN IDENTITY
PYLON AT THE CORNER OF 17TH STREET AND CONVENTION
CENTER DRIVE, SIX (6) ELECTRONIC MESSAGE BOARDS UNDER THE
CANOPIES AND TWO (2) SMALL PYLON SIGNS NEAR THE ENTRANCE
TO HALLS "C" AND "D," AS FOLLOWS: FOR THE PYLON SIGN, TO
INCREASE THE MAXIMUM PERMISSIBLE GRAPHIC AREA AND
REDUCE THE FRONT AND SIDE SETBACKS; FOR THE ELECTRONIC
MESSAGE BOARDS, TO INCREASE THE MAXIMUM PERMISSIBLE
GRAPHIC AREA; FOR THE ELECTRONIC MESSAGE BOARD SIGNS, TO
WAIVE THE PROHIBITION ON THE USE OF INTERMITTENT OR
FLASHING LIGHTS; AND TO WAIVE THE LIMIT A TION OF ONE SIGN
PER STREET FRONTAGE ON CONVENTION CENTER DRIVE,
WASHINGTON A VENUE, AND ON THE CORNER OF 17TH STREET AND
CONVENTION CENTER DRIVE.
WHEREAS, the Master Plan for the City Center area prepared by the consulting firm of
Wallace, Roberts and Todd, recommended the installation of improved signs in the vicinity of the
Miami Beach Convention Center; and
WHEREAS, the Master Plan was reviewed and approved conceptually by the Tourism and
Convention Center Expansion Authority (TCCEA); and
WHEREAS, pursuant to this study, the Administration recommended, and the Mayor and
City Commission approved, the execution of an agreement with the graphic design firm, Tom
Graboski Associates, Inc., (Consultant) to design interior and exterior signs to improve the
information provided to the public about the activities at the Miami Beach Convention Center
WHEREAS, in order to install the signs designed by the Consultant, it is necessary to waive
certain of the development regulations of the Code of the City of Miami Beach (Code), in
accordance with the procedure set forth in Section 142-425 (d) and (e) of the Code; and
WHEREAS, the requested waiver of the development regulations for the applicable signs
is; a waiver of the development regulations applicable to the CCC-zoning district, which is required
to conform to RM-2 and CD-3 Districts, for the installation of nine (9) proposed signs around the
Miami Beach Convention Center, specifically, one main identity pylon at the comer of 17th Street
and Convention Center Drive, six (6) electronic message boards under the canopies and two (2)
small pylon signs near the entrance to halls "C" and "D," as follows:
1. For the main identity pylon, to increase the maximum permissible graphic area for
a sign by 38.6 square feet, from the current maximum of 15 square feet, to 53.6
square feet per side, and to reduce the minimum required front and side setback by
7'_0", from 10'_0", to 3'_0" from the property line; and
2. For the six (6) electronic message boards, to increase the maximum permissible
graphic area for a sign by 16 square feet, from the current maximum of 15 square
feet, to 31 square feet per sign; and
3. For all nine (9) signs which include electronic message boards containing Light
Emitting Diodes, waive the prohibition on the use of intermittent or flashing lights;
and
4. Waive the limitation of one sign per street frontage to permit six (6) signs along
Convention Center Drive, two (2) signs on Washington Avenue, and the main
identity pylon on the comer of 17th Street and Convention Center Drive.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a Public Hearing shall
be held on April 18, 2001, to consider the above request for waiver of development regulations, as
follows:

in the City Commission Chambers at 1700 Convention Center Drive, Miami Beach, Florida and the
City Clerk is hereby authorized and directed to publish and distribute the appropriate public notice
of said public hearing at which time all interested parties will be heard.

OF THE DEVELOPMENT REGULATIONS APPLICABLE TO THE CCC-
ZONED DISTRICT, WHICH IS REQUIRED TO CONFORM TO RM-2 AND
CD-3 DISTRICTS, FOR THE INSTALLATION OF NINE (9) PROPOSED
SIGNS AROUND THE MIAMI BEACH CONVENTION CENTER, AS
FOLLOWS: ONE MAIN IDENTITY PYLON AT THE CORNER OF 17TH
STREET AND CONVENTION CENTER DRIVE, SIX (6) ELECTRONIC

BACKGROUND:
On May 20, 1998, the Mayor and City Commission authorized the execution of a Professional
Services Agreement with Tom Graboski Associates, Inc. (Graboski), to provide environmental
graphics, design, and engineering services for the Miami Beach Convention Center signage program,
which includes: citywide way-finding signs, exterior pylons and Light Emitting Diode (LED)
message boards, and the interior/ADA signage program for the Miami Beach Convention Center.
Graboski worked with the schematic Master Plan for the area prepared by Wallace Roberts & Todd.
That plan was approved conceptually by the Tourism and Convention Center Expansion Authority
(TCCEA).
The approved plan included the installation of a pylon sign at 17th Street and Convention Center
Drive, which is intended to provide information on current and future events planned for the
Convention Center, and to serve as a directional sign with a map of the area at the base to assist
visitors with way-finding.
On April 11, 2000, the Design Review Board reviewed the project and recommended approval,
subject to the following limitations: Commercial advertising should not be allowed on the signs, a
proposed decorative spire on top of the pylon should be deleted, with the maximum height to be 19'-
9", and decorative landscaping should be added in the area around the base of the sign. The plans
were revised to incorporate these recommendations, and re-submitted and received final staff
approval on August 3, 2000.
In order to proceed with the construction of the proposed signs, it is necessary to waive certain
Development Regulations in accordance with the procedure set forth in Section 142-425 (d) & (e)
of the Code of the City of Miami Beach, as follows: a public hearing is to be held for the purpose
of receiving input on the matter described, following the public hearing, the Development
Regulations may be waived by 5/7ths vote of the Mayor and City Commissioners for developments
relating to government owned buildings which are used by, and are open and accessible to the
general public.
In order to provide improved communication with the citizens of Miami Beach, as well as patrons
and exhibitors seeking access to the Convention Center, the Administration is requesting that the
certain Development Regulations be waived to permit following signs to be installed:
Main Identity Pylon sign:
I. The maximum permissible graphic area for a sign be increased by 38,6 square feet, from the
current maximum of 15 square feet to permit a double-faced sign with 53.6 square feet per
side. (Section 138-172)
2. The minimum required front setback be decreased by 7'-0", from 10'-0", to 3'-0" from the
property line. (Section 138-9 (c)(I))
3. The prohibition on the construction, use and operation of signs displaying intermittent lights
shall be waived to permit the use of electronic message boards containing Light Emitting
Diodes (LEDs). (Section 138-71(a))
The maximum height of this sign is 19'-9", this height has been reviewed and approved by the
Design Review Board. (Section 138-172) An artists' rendering of the proposed signs is attached
for ready reference.
Electronic Message Boards:
A total of six (6) Electronic Message Boards are to be installed under the canopies of the convention
Center. Two (2) on the East Side, on Washington Avenue, and four (4) on the West Side, near
Convention Center Drive.
1. The maximum permissible graphic area for a sign should be increased by 16 square feet,
from the current maximum of 15 square feet to 31 square feet for each of the six Electronic
Message Boards.(Section 138-172)
2. The prohibition on the construction, use and operation of signs displaying intermittent lights
shall be waived to permit the use of the Electronic Message Boards containing Light
Emitting Diodes (LEDs). (Section 138-71(a))
Small Informational Pylons:
A total of two (2) Small Pylon Signs containing electronic message boards are to be installed under
the canopies of C and D Hall of the Convention Center. These are to be installed on the West Side,
facing Convention Center Drive. The signage area of these signs is only 11.27 square feet, so no
waiver is required for this element.
I. The prohibition on the construction, use and operation of signs displaying intermittent lights
shall be waived to permit the use of the Electronic Message Boards containing Light
Emitting Diodes (LEDs). (Section 138-71(a))
The exterior signage package for the Convention Center results in nine (9) total signs being erected.
The enormous size of the Convention Center, and the large numbers of people using this building
on a regular basis makes extensive signage a requirement to assist the general public in making
effective use of the Convention Center.
It is therefore also necessary to waive the provisions of Section 138-172, permitting only one sign
per street frontage, to permit the six (6) signs fronting on Convention Center Drive, two (2) signs
on Washington A venue, and the Main Identity Pylon on the comer of 17th Street and Convention
Center Drive.
CONCLUSION:
The Administration recommends that the Mayor and City Commission adopt, by a 5/7ths vote, the
Resolution setting a Public Hearing on April 18, 2001, to consider a waiver of certain provisions of
the Development Regulations applicable to the CCC-zoned district, which is required to conform
to RM-2 and CD-3 districts, for the installation of nine (9) proposed signs around the Miami Beach
Convention Center, as follows: one main identity pylon at the corner of 17th Street and Convention
Center Drive, six (6) electronic message boards under the canopies and two (2) small pylon signs
near the entrance to Halls "c" and "D", as follows: for the main identity pylon, to increase the
maximum permissible graphic area for a sign by 38.6 square feet, from the current maximum of IS
square feet, to 53.6 square feet per side; to reduce the minimum required front and side setback by
7'-0", from 1 0'-0", to 3'-0" from the property line; for the six (6) electronic message boards, to
increase the maximum permissible graphic area for a sign by 16 square feet, from the current
maximum of IS square feet, to 31 square feet per sign; for all nine (9) signs which include electronic
message boards containing light emitting diodes, waive the prohibition on the use of intermittent or
flashing lights; further, waive the limitation of one sign per street frontage to permit six (6) signs
along Convention Center Drive, two (2) signs on Washington A venue, and the main identity pylon
on the corner of 17th Street and Convention Center Drive.
