RESOLUTION NO. 2001-24303
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE,
TO EXECUTE GRANT AGREEMENT 12-01-ML-1I3 WITH
THE NATIONAL PARK SERVICE, ACCEPTING A GRANT,
IN THE AMOUNT OF $835,000, FOR THE HISTORIC
RENOVATION OF THE COLONY THEATER, INCLUDING
EXTERIOR LINCOLN ROAD IMPROVEMENTS; AND TO
APPROPRIATE THESE FUNDS.
WHEREAS, the mission ofthe National Park Service is to conserve historic objects and
to provide for the enjoyment of the same in such manner and by such means as will leave them
unimpaired for the enjoyment of future generations; and
WHEREAS, the National Park Service achieves it's mission by awarding grants from the
Historic Preservation Fund for restoration projects of national significance; and
WHEREAS, the National Park Service has deemed the Colony Theater a nationally
significant American Treasure; and
WHEREAS, the National Park Service has awarded $835,000 for the Colony Theater
Renovation Project; and
WHEREAS, the Colony Theater Renovation Project involves historically sensitive and
artistically superior interior and exterior building enhancements and Lincoln Road improvements.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, authorize the City Manager, or his designee, to
execute grant agreement l2-01-ML-113, with the National Park Service, accepting a grant, in the
amount of$835,000, for the historic renovation of the Colony Theater, including exterior Lincoln
Road improvements; and to appropriate these funds.

In Fiscal Year 2001, the National Park Service made available grant awards from the Historic
Preservation Fund for the Save America's Treasures Program via Public Law 106-291. In order to
qualify for these funds, applicant projects had to demonstrate national significance, specifically
denoted by a listing on the National Register of Historic Places and/or designation by the State
Historic Preservation Officer (SHPO). Projects also had to have significant matching funds as well
as project consultants versed in historic preservation.
The Colony Theater renovation project met the above requirements and was awarded $835,000. The
majority of this funding, $700,000, will be used on interior renovation and exterior fayade restoration
of the theater, and a portion, $135,000, was reserved for historically sensitive Lincoln Road
improvements,
The total project budget, soft and hard costs, to achieve both a historic restoration and to obtain a
fully functional performing arts facility is $4,614,711. To date, the City has secured $2,200,000 in
funds and has expended $96,930 for management services related to the selection of Richard
Heisenbottle as the architect.

In Fiscal Years 01-02 and 02-03, staff anticipates receiving additional $1,000,000 in funds from the
Florida Department of State, which will be matched by the above National Park Service award and
by available City Center Redevelopment funds. The following is the actual and anticipated funding
sources for the Colony Theater renovation project and does not include funds for Lincoln Road.
