A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF EIGHTY (80) BANNERS
FOR MODA IN MIAMI, IN MIAMI BEACH; TO BE HELD APRIL
3,2001, TO APRIL 7, 2001, AS REQUESTED BY THE APPLICANT
AT THE FOLLOWING LOCATIONS: MCARTHUR CAUSEWAY,
BETWEEN THE MIAMI BEACH CITY LIMIT AND ALTON
ROAD; 5TH STREET, BETWEEN ALTON ROAD AND OCEAN
DRIVE; COLLINS AVENUE, BETWEEN 5TH AND 16TH
STREET; WASHINGTON A VENUE, BETWEEN 5TH AND 15TH
STREET; ALTON ROAD, BETWEEN 15TH AND 17TH STREET;
SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN THE
PUBLIC RIGHT-OF-WAY, MEASURING 30"X 60" AND HAVING
COPY AND DESIGN AS SHOWN ON THE ATTACHED
DRAWINGS, TO BE INSTALLED AND REMOVED IN
ACCORDANCE WITH ALL OTHER APPLICABLE CITY
REQUIREMENTS; THE ADMINISTRATION FURTHER
RECOMMENDS THAT THESE BANNERS BE INSTALLED NO
EARLIER THAN MARCH 28, 2001, AND REMOVED BY APRIL
10,2001.
WHEREAS, Moda in Miami (Applicant) will be held April 3, 2001, through
April 7, 2001, in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and
the public at large, the Applicant has requested light pole banners, measuring 30 inches
by 60 inches; and
WHEREAS, the Applicant has been through the required design review permit
process in order to obtain approval for said banners; and
WHEREAS, said banners are to be installed no earlier than March 28,2001, and
removed by April 10, 2001; and
WHEREAS, the Applicant has requested approval and authorization for the
placement of a total of eighty (80) banners; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal
of the banners by April 10, 2001, and will ensure that any damage to light poles will be
repaired at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City
Commission approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission herein approve and authorize the placement of eighty (80) banners for
Moda in Miami, to be held in the City of Miami Beach, April 3-7, 2001, as requested by
the applicant at the following locations: McArthur Causeway, between the Miami Beach
City Limit and Alton Road; 5th Street, between Alton Road and Ocean Drive; Collins
Avenue, between 5th and 16th Street; Washington Avenue, between 5th and 15th Street;
Alton Road, between 15th Street and 17th Street; said banners to be affixed to light poles
in the public right-of-way; measuring 30" by 60" and having a copy and design as shown
on the attached drawing; and to be installed and removed in accordance with all other
applicable City requirements; the Administration further recommends that these banners
be installed no earlier than March 28, 2001, and removed by April 10, 2001.

Pursuant to Section 9-3-C.4 - Light Pole Banners: The following information
is provided for the Light Pole Banners for the Moda in Miami Fashion Week
of the Americas April 3-7, 2001.
The light pole banners for the Moda in Miami Fashion Week of the Americas are 30
inches in width and 60 inches in length double faced and are made of vinyl. It will be a
four-color process screen-printed. The text of the light pole banner is the name and
description of the event, which constitutes the overall image of the pole banner. The logo
of Mod a in Miami is one square foot of the total area of the pole banner. There are no
other logos on the banner.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the installation of
temporary banners which reads, in part:
(1) The right to install, as well as the number, location and method of installation of banners
shall be subject to the design review process and approved by the City Commission and the
Public Works Department.

(2) Barmers shall not exceed thirty inches in width by sixty inches in length. Barmers may be
double-sided. The color, design and material of all barmers shall be approved under the
design review process.
(3) Barmers armouncing special events either to be held in city or to be associated in some
marmer with the city, as determined by the City Commission, may be erected up to 30 days
prior to the event being armounced and must be removed within seven days after such event.
Special event barmers shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the removal of the barmers in case of
advanced deterioration of the barmers, or if a dangerous condition presents itself, the city
may at its sole discretion direct barmers to be removed at any time.
The purpose of the barmers is to promote and welcome participants of Moda in Miami. Moda in
Miami, sponsored by the Council of Latin American Fashion Designers, will create a forum offering
international exposure and promotion specifically for the designers of Latin America and the
Caribbean with a special interest in establishing bridges and opportunities between the designers of
this region and the world's fashion industry.
If approval is granted, the proposed temporary barmers are recommended to be installed no earlier
than March 28, 2001 and removed no later than April 10, 2001 by the barmer company.
The City Commission should approve the installation of the subject light pole barmers for Moda in
Miami, t be held in the City of Miami Beach, from April 3, 2001, to April 7, 2001.

In Fiscal Years 01-02 and 02-03, staff anticipates receiving additional $1,000,000 in funds from the
Florida Department of State, which will be matched by the above National Park Service award and
by available City Center Redevelopment funds. The following is the actual and anticipated funding
