A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA GRANTING A
CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION
FOR REVISIONS TO PREVIOUSLY APPROVED PLANS FOR
DEMOLITION OF PORTIONS OF THE FORMER ST.
MORITZ HOTEL, A HISTORIC STRUCTURE LOCATED AT
1565 COLLINS AVENUE, AS REQUESTED BY THE ST.
MORITZ HOTEL CORPORATION AND MIAMI BEACH
REDEVELOPMENT AGENCY, IN ORDER TO ALLOW FOR
THE CONSTRUCTION OF A TWO (2) STORY KITCHEN
AND AMENITIES WING IN LIEU OF THE PREVIOUSLY
APPROVED SIX (6) STORY LANAI GUEST ROOM WING
ON THE SITE OF THE PROPOSED LOEWS/ST. MORITZ
HOTEL.
WHEREAS, the applicants, St. Moritz Hotel Corporation and
Miami Beach Redevelopment Agency, have requested a Certificate of
Appropriateness for Demolition for revisions to previously approved
plans for demolition of portions of the former St. Moritz Hotel
("Hotel"), a historic structure located at 1565 Collins Avenue,
which provides for the construction of a two (2) story kitchen and
amenities wing in lieu of the previously approved six (6) story
lanai guest room wing on the site of the proposed Loews/St. Moritz
Convention Center Hotel; and
WHEREAS, the former St. Moritz Hotel 1S located on the
proposed Loews/St. Moritz Convention Center Hotel site between 15th
and 16th Streets on the east side of Collins Avenue as such site is
identified in the City Center/Historic Convention Village
Redevelopment and Revitalization Area Plan ("Plan"); and
WHEREAS, pursuant to Subsection 19-11 of Zoning Ordinance No.
89-2665, Certificates of Appropriateness for the proposed Loews/St.
Moritz Convention Center Hotel site located on the east side of
Collins Avenue between 15th and 16th Streets, as such site is
identified in the Plan, are granted or denied in accordance with
the procedures set forth in Section 19 of the City's former Zoning
Ordinance; and
WHEREAS, the former St. Moritz Hotel 1S classified as a
historic structure in the City's Historic Properties Data Base; and
WHEREAS, pursuant to Subsection 19-6 of Section 19 of the
City's former Zoning Ordinance, the procedures for granting or
denying a request for a Certificate of Appropriateness for
Demolition of a historic structure require that the Historic
Preservation Board hold a public hearing and transmit a
recommendation to the City Commission, and that the City Commission
then hold a public hearing and vote on the request; and
WHEREAS, on May 9, 1996, the City's Historic Preservation
Board held a public hearing to consider the request, after which
the Board voted 8 to 0 to recommend that the request be granted,
subject to the recommendations set forth 1n the Miami Beach
Planning, Design and Historic Preservation Division Staff Report

dated May 9, 1996; and
WHEREAS, pursuant to Subsection 19-6 of the City's former
Zoning Ordinance, the City Commission has now considered the
request at a public hearing; and
WHEREAS, the City Commission agrees with the recommendation of
the City's Historic Preservation Board that a Certificate of
Appropriateness for Demolition for revisions to previously approved
plans for demolition of portions of the former St. Moritz Hotel be
granted subject to the recommendations set forth in the Miami Beach
Planning, Design and Historic Preservation Division Staff Report
dated May 9, 1996.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the request
for a Certificate of Appropriateness for Demolition for revisions
to previously approved plans for the demolition of portions of the
former St. Moritz Hotel, a historic structure located at 1565
Collins Avenue, which provides for the construction of a two (2)
story kitchen and amenities wing in lieu of the previously approved
six (6) story lanai guest room wing on the site of the proposed
Loews/St. Moritz Convention Center Hotel is hereby granted, subject
to the recommendations set forth in the Miami Beach Planning,

A Resolution 0 the Mayor and City Commission of the City of Miami Beach,
Florida, Granting a Certificate of Appropriateness for Demolition for Revisions
to Previously Approved Plans for Demolition of Portions of the Former St.
Moritz Hotel, a Historic Structure Located at 1565 Collins Avenue, Requested
by the St. Moritz Hotel Corporation and Miami Beach Redevelopment Agency,
in Order to Allow for Construction of a Convention Center Hotel.
RECOMMENDATION
The Administration recommends that the City Commission approve the attached Resolution granting
a Certificate of Appropriateness for Demolition for revisions to previously approved plans for
demolition of portions of the former St. Moritz Hotel, a historic structure located at 1565 Collins
Avenue, in order to allow for construction of a convention center hotel.
BACKGROUND
The St. Moritz Hotel structure is located on one of the Convention Hotel sites between 15th and 16th
Streets as shown on the City CenterIHistoric Convention Village Redevelopment and Revitalization
Area Plan. The subject structure was classified as a historic structure in the City's Historic Properties
Data Base. Pursuant to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certificates of
Appropriateness for the proposed hotel sites located between 15th and 16th Streets, as shown on this
Plan, are granted or denied in accordance with procedures set forth in the former Zoning Ordinance
Section 19 (as amended prior to May 5, 1994).
Pursuant to Subsection 19-6 of former Zoning Ordinance Section 19, the procedures for granting or
denying a request for a Certificate of Appropriateness for Demolition of a historic structure require
that the Historic Preservation Board hold a public hearing and transmit a recommendation to the City
Commission, and that the City Commission then hold a public hearing and vote on the request.
On October 24, 1995, the City's Historic Preservation Board held a public hearing, after which the
Board voted to recommend that the request be granted subject to staffs recommendation that the
former St. Moritz Hotel's original dining room, lounge, and east porch area be retained and
substantially restored to original condition. At its December 6, 1995 meeting, the City Commission

voted in favor of the request for a Certificate of Appropriateness for Demolition for demolition of
portions of the St. Moritz Hotel, in accordance with the Historic Preservation Board's
recommendation.
Subsequent to that approval, the S1. Moritz Hotel Corporation and the Miami Beach Redevelopment
Agency re-examined the project and concluded not to incorporate the six (6) story Lanai wing, which
was to be attached to the south side of the existing 81. Moritz Hotel building, but rather to replace
it with a much smaller two (2) story hotel kitchen and guest amenities wing. This revision would
result in a significant reduction in the amount of demolition previously approved for lower portions
of the south wall of the existing hotel structure.
On May 9, 1996, the City's Historic Preservation Board held a public hearing, after which the Board
voted to recommend that the City Commission vote in favor of a request by the S1. Moritz Hotel
Corporation and Miami Beach Redevelopment Agency for a Certificate of Appropriateness for
Demolition for this revision to the previously approved plans for demolition of portions of the
former S1. Moritz Hotel.
ANALYSIS
At its May 9, 1996 public hearing, the City's Historic Preservation Board found that the proposed
revision to previously approved plans would significantly reduce the amount of demolition necessary
for lower portions of the south wall of the existing S1. Moritz Hotel. This reduction would be a
direct consequence of the elimination of plans to construct a six (6) story south Lanai wing addition
to the existing hotel, and to replace that previously approved addition with a smaller, two (2) story
hotel kitchen and guest amenities wing, generally in the same location.
The Historic Preservation Board found that said revisions would not only preserve and reveal more
of the historic hotel structure's original architectural features, but would as well, significantly
enhance the preservation of its historic character as a "free standing Art Deco tower". Accordingly,
the Board recommended unanimously to the Mayor and City Commission, by a vote of 8-0, that the
applicants' request be granted subject to the recommendations of staff, as more particularly described
in the attached Miami Beach Planning, Design and Historic Preservation Division Staff Report,
dated May 9, 1996. The applicants agreed with and accepted the recommendation of the Board.
CONCLUSION
Based on the foregoing, and the recommendation of the Historic Preservation Board, the
Administration recommends that the City Commission approve by resolution a request by the S1.
Moritz Hotel Corporation and the Miami Beach Redevelopment Agency for a Certificate of
Appropriateness for Demolition for revisions to the previously approved plans for demolition of
portions of the former S1. Moritz Hotel, a historic structure located at 1565 Collins Avenue, in order
to allow for construction of the Loews/S1. Moritz Convention Center Hotel.
