GOnza]ez~ City Manager U U NEW HIRES FROM: This Letter to the Commission is to inform you of some recent appointments I have made in the administration. Effective April 23, 2001, Robert C. Middaugh will join the City of Miami Beach as an Assistant City Manager. Bob comes to us with extensive experience in public administration at the most senior levels. Bob has been a City Manager in various communities for the past twenty years. His most recent position was as the Town Administrator for the Town of Davie, prior to that he held City Manager equivalent positions in communities in Colorado, Connecticut and Minnesota. Bob has a Master in Public Administration from the University of Colorado and a Bachelor of Arts from Miami University in Ohio. While I have not yet fmalized the assignments and reporting relationships in my new structure (pending completion of other recruitments), I expect Bob will be responsible for overseeing the following departments: Public Works and Operations, Neighborhood Services and Parks and Recreation. Effective April 23, 2001, Timothy Hemstreet will join the City of Miami Beach as a Special Assistant to the City Manager. Tim comes to us with more than eight years of public administration experience. Most recently, Tim was the Assistant City Manager for the City of Tamarac, FL, where he was responsible for assisting the City Manager in the daily operations of the City. Prior to his tenure in Tamarac, Tim also worked in the City of Hollywood, FL and the City of Charlottesville, V A. Tim has both a Master in Public Administration and a Bachelor of Science in Political Science (Minor in Criminal Justice) from James Madison University in Virginia. . , t Tim's role as a Special Assistant will be to provide a high level coordinating and guiding role on special assignments as they arise. He will be charged with helping coordinate functions between multiple departments, chair or lead ad hoc task forces or committees or other duties as they may develop. In summary, Tim will be the "troubleshooter" within my office to help anticipate and resolve issues as they arise. As well as to help reengineer our internal processes (procurement, hiring, IT, etc.) to ensure efficiency within our operations. Two additional selections and job offers have been made: my Chief of Staff and the Director of Capital Improvements Office. The Chief of Staff is pending final reference checks and the CIP Director is pending final salary discussion. I will inform you of their backgrounds and start dates shortly.
