A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF TWENTY-FIVE (25)
BANNERS FOR THE 5TH BRAZILIAN FILM FESTIVAL IN
MIAMI BEACH, TO BE HELD MAY 19,2001, TO MAY 26, 2001;
AS REQUESTED BY THE APPLICANT AT THE FOLLOWING
LOCATIONS: MCARTHUR CAUSEWAY, BETWEEN THE
MIAMI BEACH CITY LIMIT AND ALTON ROAD; 5TH STREET,
BETWEEN ALTON ROAD AND OCEAN DRIVE; COLLINS
AVENUE, BETWEEN LINCOLN ROAD AND 17TH STREET;
ALTON ROAD, BETWEEN 16TH AND 17TH STREET; SAID
BANNERS TO BE AFFIXED TO LIGHT POLES IN THE PUBLIC
RIGHT-OF-WAY, MEASURING 3'X 7' AND HAVING COpy AND
DESIGN AS SHOWN ON THE ATTACHED DRAWINGS, TO BE
INSTALLED AND REMOVED IN ACCORDANCE WITH ALL
OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN MAY 5, 2001,
AND REMOVED BY MAY 29, 2001.
WHEREAS, the Brazilian Film Festival (Applicant) will be held May 19,2001,
through May 26, 2001, in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and
the public at large, the Applicant has requested light pole barmers, measuring 3 feet by 7
feet; and
WHEREAS, the Applicant has been through the required design review permit
process in order to obtain approval for said barmers; and
WHEREAS, said barmers are to be installed no earlier than May 5, 2001, and
removed by May 29,2001; and
WHEREAS, the Applicant has requested approval and authorization for the
placernent of a total of twenty-five (25) barmers; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal
of the barmers by May 29, 2001, and will ensure that any damage to light poles will be
repaired at its expense, and will rneet all other applicable City requirements; and
WHEREAS, City Code Section 82-41I (d) requires that the Mayor and City
Commission approve the installation of temporary barmers.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Comrnission herein approve and authorize the placement of twenty-five (25) banners
for the Brazilian Film Festival to be held in the City of Miami Beach, May 19, 2001,
through May 26, 2001; as requested by the applicant at the following locations: McArthur
Causeway, between the Miami Beach City Limit and Alton Road; 5th Street, between
Alton Road and Ocean Drive; Collins Avenue, between Lincoln Road and 17th Street;
Alton Road, between 16th Street and 17th Street; said banners to be affixed to light poles
in the public right-of-way; measuring 3' by 7' and having a copy and design as shown on
the attached drawing; and to be installed and removed in accordance with all other
applicable City requirements; the Administration further recommends that these banners
be instalIed no earlier than May 5, 2001, and removed by May 29, 2001.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the installation of
temporary barmers which reads, in part:
(1) The right to install, as well as the number, location and method of installation of barmers
shall be subject to the design review process and approved by the City Commission and the
Public Works Department.

(2) Banners shall not exceed three feet in width by seven feet in length. Banners rnay be
double-sided. The color, design and material of aU banners shall be approved under the
design review process.
(3) Banners announcing special events either to be held in city or to be associated in some
manner with the city, as determined by the City Commission, rnay be erected up to 30 days
prior to the event being announced and must be removed within seven days after such event.
Special event banners shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the rernoval of the banners in case of
advanced deterioration of the banners; or if a dangerous condition presents itself, the city
may at its sole discretion direct banners to be removed at any time.
The purpose ofthe banners is to promote and welcome participants ofthe Brazilian Film Festival, a
week dedicated to celebrating and showcasing, throughout various City locations, the rich cultural
assets and talents of Brazilian Cinema.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than May 5, 2001 and removed no later than May 29, 2001 by the banner cornpany.
The City Commission should approve the installation of the subject light pole banners for the
Brazilian 'Im Festival, to be held in the City of Miami Beach, from May 19, 2001, to May 26,2001.

Pursuant to Section 9-3-CA - Li~t Pole Banners: The following
infonnation is provided for the 5 Brazilian Film Festival May 19th - May
26th, 2001.
The light pole banners fro the 5111 Brazilian Film Festival are 3 ft in width and 7 ft. in
length double faced and are made of vinyl. The banners will be two-color screen printed
with shading of the event logo, The text of the light pole banner is the name of the event,
date of the event, location of the event and the event logo all of which constitutes the
overall image of the banner. There will be a city of Miami Beach logo at the bottom right
ofthe banner.
