RESOLUTION NO. 2001-24320
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
THE PLACEMENT OF A PLAQUE IN PINETREE PARK IN
HONOR OF THE LATE FROSENE SONDERLING.
WHEREAS, the Community Affairs Committee was created by Resolution No_ 98-22693 on March
18, 1998 and is designated to review and make recommendations on requests ofto honor individuals;
and
WHEREAS, on February 9, 2000, the Community Affairs Committee (Committee) reviewed a
proposal to honor the late Frosene Sonderling who passed away last year; and
WHEREAS, the City Code only allows memorials or rnonuments to be placed in honor of
individuals who have been deceased for a minimum of five (5) years and only allows the renaming
of parks after approval by City-wide referendum; and
WHEREAS, the Committee reviewed the proposal and approved the placement of a plaque in honor
of Ms. Sonderling at Pinetree Park and further referred the item to the entire City Commission for
full review and discussion; and
WHEREAS, the Committee then forwarded the proposal to the entire City Commission for review
and recommendation; and
WHEREAS, the City Commission reviewed and discussed the proposal with input from the family
and then requested that the proposal return to the City Commission after further thought (based on
the Commission's discussion).
NOW, THEREFORE, BE IT RESOLVED BY THE MA YORAND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Cornmission hereby
approve the placement of a plaque in Pinetree Park, Miami Beach, in honor of Frosene Sonderling.
PASSED and ADOPTED this 18th day of April 2001.

ANALYSIS:
At the February 9, 2001 Community Affairs Committee rneeting, the Committee reviewed a proposal
to honor the late Frosene Sonderling. Ms. Sonderling's family gave a brief presentation at the
meeting and requested that the Committee consider renaming Pinetree Park in her honor. The family
advised the Committee that Romero Britto had offered to create a sculpture in her honor to be placed
in the park.
Ms. Sonderling passed away in August 2000; her accornplishments include the following:
. Presented with the Distinguished Humanitarian Award by President Clinton.
. Comrnendations frorn Senator Bob Graham, U.S_ Senate for financial support to the
community after Hurricane Andrew.
. Commendation from Mayor Seymour Gelber for work towards the health, welfare and social
well-being of the community.
. Commendation from Lawton Chiles for work towards children's needs and anirnal welfare.
. Commendation from Mayor Xavier Suarez for work in the community.
The Committee discussed the request and the requirement for a referendum in order to rename any
park within the City of Miami Beach. The Committee advised the family that the placement of a
plaque was approved, however, the family requested that a request be forwarded to the City
Commission to discuss renaming the park. The Committee approved a motion to refer the proposal
to the entire City Commission for discussion.

On March 28, 200 I, the City Commission considered the proposal and discussed creating a site with
art work to be placed in Pinetree Park to be named in honor of Ms_ Sonderling instead of renaming
the entire park. The Commission requested that the family reconsider the proposal and return to
Commission at the next meeting. The family subsequently met with the Adrninistration.
Chapter 82 of the Miami Beach City Code outlines the process for honoring individuals, either by
renaming public facilities or establishing monuments and memorials. Section 504 (c) of the City
Code defines a memorial as: "... a site, art work or structure created to preserve the memory of a
significant event(s) or person(s)." As such, creating a site and sculpture in Pinetree Park would
constitute a rnemorial, which carries the requirement that the individual has been deceased for a
rninirnum of five (5) years.
In light of the five year requirement, the family has decided to request that a plaque be placed in
Pinetree Park in honor of Ms. Sonderling, however, they have also requested that the Commission
revisit this issue in five years for consideration of a memorial site. All costs associated with the
plaque will be assumed by the family.
Upon approval of the placement of a plaque, the City Commission shall forward this proposal to the
Art in Public Places Committee (AIPP). AIPP will then review the proposal and make a
recommendation regarding the location, aesthetic quality and maintenance of the plaque in
accordance with established criteria.
Accordingly, the City Commission should adopt this Resolution approving the placement of a plaque
in honor of the late Frosene Sonderling at Pinetree Park in Miami Beach.
