A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER PERTAINING TO THE RANKING OF THE
PROPOSALS RECEIVED IN RESPONSE TO REQUEST FOR
QUALIFICATIONS (RFQ) NO. 10- 00/01, TO PROVIDE URBAN DESIGN,

WHEREAS, Request for Qualifications (RFQ) No_ 10-00/01 was issued to obtain
qualifications from professional firms with the capability and experience to provide professional
planning, urban design, landscape architecture and engineering services for design, construction
documents, bidding, and construction administration of streetscape and utility improvements in
the following neighborhoods:
(1) La Gorce
(2) Biscayne Point
(3) North Shore; and
WHEREAS, an Evaluation Committee (Committee) was appointed to evaluate
qualifications from professional and architectural engineering firms; and
WHEREAS, the Committee convened and discussed the evaluation criteria in detail and
after much deliberation agreed to abide by the evaluation criteria established in the RFQ; and
WHEREAS, the Committee was provided with the results of the reference checks along
with staft's feedback relative to their experience with each firm and then proceeded to
shortlist (i.e. firms selected for oral presentations) and screen out (i.e. firms that would
not receive further consideration); and
WHEREAS, the Committee held presentations, and conducted question and answer
sessions with firms responding, and ranked the firms as follows:

WHEREAS, the City Manager concurs with the Evaluation Committee's

NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby accepts the recommendation of the City Manager pertaining to the
ranking of the proposals received in response to Request For Qualifications (RFQ) No. 10-
00/01, to Provide Urban Design, Landscape Architecture, and Engineering Services for
Planning, Design, and Construction Services for Streetscape, and Utility Improvements, with
regard to La Gorce Island, authorizing the Administration to enter into negotiations with the
top ranked firm of Reynolds, Srnith and Hill, Inc.; and if unsuccessful in negotiating a
contract with the most qualified firm, authorizing the Administration to negotiate a contract
with the second most qualified firm, Carney-Neuhaus; and if unsuccessful in negotiating a
contract with the second rnost qualified firm, authorimg the Administration to negotiate a
contract with the third most qualified firm, Bermello Ajamil & Partners.

ANALYSIS:
Request for Qualifications (RFQ) No. 10-00/01 was issued to obtain qualifications of professional
firms with the capability and experience to provide professional plarming, urban design, landscape
architecture and engineering services for design, construction documents, bidding, and construction
administration of streetscape and utility improvements in the following neighborhoods:
(1) LA GORCE
(2) NORTH SHORE
(3) BISCA YNE POINT
The purpose of these neighborhood streetscape projects is to provide for the restoration and
enhancement of each neighborhood's streets, consistent with identified needs. Each of the proposed
projects will include streetscape work with restoration and enhancement of the neighborhood's
street lighting, potable water, sanitary sewer, and storm drainage infrastructure as needed. The
specific project description for the La Gorce neighborhood is as follows:
LA GORCE:
La Gorce Neighborhood Description: The purpose of the La Gorce Neighborhood Improvements
is to provide for the restoration and enhancement of the neighborhood's streets to meet the needs
of the community. This project will coordinate streetscape work with restoration and enhancement
of the neighborhood's sanitary water, and storm drainage infrastructure.
The La Gorce Neighborhood includes all of the area from Surprise Lake, north to La Gorce Island,
and from Biscayne Bay east to the Indian Creek waterway. La Gorce Island and Allison Island are
part ofthe neighborhood; however improvements to the islands are not encompassed by this scope.
The Lake View Area, bounded by Lake View Drive and 51" Street is a sub-neighborhood of the La
Gorce Neighborhood. The area is generally comprised of single-family residential streets. There
are no institutional use buildings, and only one small commercial building on 51 st Street and
Cherokee Avenue. North Bay Road, Alton Road, Pine Tree Drive, and La Gorce Drive are all
comprised oflarge-lot, single family homes.

The south side of Allison Island is currently under redevelopment as a medium density, mixed-use
by private-sector developers.
The project consists of providing prioritized, enhanced streetscape improvements within an allocated
budget. The improvernents include: street resurfacing and new pavement markings; swale
restoration, and/or curb and gutter restoration or upgrades; repair, extension, or widening of
sidewalks to provide continuous, ADA-Title III compatible separated pedestrian ways; street lighting
upgrades to correct deficiencies where needed; provision of enhanced landscaping within the ROW
consistent with community preferences; traffic calming; upgrade of the drainage collection system
and repair or rehabilitation of galvanized water rnains; and storm drainage improvements.
Infrastructure improvements are generally identified in: the City of Miami Beach Comprehensive
Stormwater Management Program Master Plan, (March 1997), the City of Miami Beach Water
System Master Plan, (November, 1994), and the Citywide Sanitary Sewer Infiltration and Inflow
Mitigation Program, and in subsequent amendments to the plans. The work will include surveying
and obtaining permits.
Pine Tree Drive and La Gorce Drive, both collector roadways maintained by Miami-Dade County,
have had splitter islands constructed for traffic calming purposes, and the splitter islands and both
streets are currently under design for landscaping treatments. This work is separate from this scope.
As part of restoring and improving the function of the City's sanitary sewer service, a 30"/42" force
main underneath La Gorce Drive will be replaced in the year 2005 to 2006. This project is part of
a City-wide replacement and is not included in the design services addressed by this scope.
Alton Road is a State-maintained minor arterial that runs through La Gorce. Alton Road is scheduled
for resurfacing in 2003. The City is currently studying the potential to implement traffic calming
techniques and mechanisms along Alton Road to be constructed in conjunction with the PDOT work.
This plarming study and subsequent design work is a separate effort from this scope; however, as
Alton Road is an integral part of the neighborhood the La Gorce Neighborhood design team should
be capable of coordinating with the Alton Road efforts.
The bridge and flyover at 63n1 Street are scheduled for reconstruction in 2004 by FDOT. Since the
redesign has significant impacts to the La Gorce Neighborhood, the neighborhood design team
should be capable of coordinating with the 63n1 Street Bridge reconstruction and flyover replacement.
Approximately $1,802,000 for design and construction has been allocated. Funding sources include:
the 1999 Neighborhoods General Obligation Bond, $399,000; and 2000 Storm Water Bond,
$1,403,000. Additional funding is anticipated. Other funding sources may include: Local Option
Gas Tax, Quality of Life Funds, and Concurrency Management System mitigation fees.

The City of Miami Beach intends to issue this work on a task order basis for any part of the
improvernents within each neighborhood. The selected team may be requested to incorporate
existing designs and or construction documents into the overall design.
The following individuals were appointed to serve on the Evaluation Committee ("the
Committee"):

The Committee convened and was provided with guidance from City staff relative to the Cone of
SiIence, the Government in the Sunshine Law, the Evaluation Criteria, and an overview of the scope
of services for each neighborhood. The full Committee scheduled a subsequent meeting to discuss
the Evaluation Criteria in greater detail.
The Committee convened and discussed the Evaluation Criteria in detail. After much deliberation
each sub-committee established their own weighted factor, but agreed to abide by the Evaluation
criteria established in the RFQ.

S. Recent, current, and projected workloads of the firms; and
6. The volume of work previously awarded to each firm by the City, with the object of effecting
and equitable distribution of contracts among qualified firms, provided such distribution does
not violate the principle of selection of the most highly qualified firms.
The Committee also decided that for its next meeting that City staff should prepare a report relative
to the firms' experience on City projects, and the results of reference checks by an independent third
party firm.
The Committee convened and was provided with the results of the reference checks along with staffs
feedback relative to their experience with each firm. The Committee then proceeded to shortlist all
firms and requested oral presentations from the following:

sidewalk design, bus maintenance facility improvement design, fixed
guideway structural analysis (People Mover), vehicle performance

Bus Shelter Design, HARTline, Hillsborough County, Florida
RS&H has prepared construction drawings for bus shelters to be placed
along transit service routes in Hillsborough County, The use of shared
components allows small, medium, or large shelters to be specified for each
location depending upon expected usage,
University Square Mall Bus Stop Design, HARTline, Hillsborough
County, Florida
RS&H is designing a bus shelter island that will be constructed at a large
shopping center in the City ofTampa. The shelter island will use two medium
size bus shelters and include an information kiosk. A portion of the existing
asphalt parking lot will be replaced with reinforced concrete where the buses
stop to load passengers. Other features included in this project include
xeriscape landscape design and the provision of bike racks,

the historic Main Street in Safety Harbor, Florida, The project included com-
plete replacement of exisiting roads, utilities, sidewalks and lighting. Working
closely with city staff, the concept was realized by the use of a cohesive
"package" of amenities, including special streetscape theme colors for custom
street signs, light poles and little receptacles. Benches, banners, brick paving
and plantlngs complete this major redevelopment in the heart of Safety Harbor,

Our project manager, Mr. William Evans PE, AICP, assigned to your important project brings over
twelve years of diverse experience to the project from planning through construction. He understands
how to enhance the neighborhood character while satisfying the traffic needs to achieve a functional and
pleasing design for the urban setting. He previously managed the project development and environmental
study of Collins Avenue from the Historic District northward toAbbottAvenue. His traffic planning, public
involvement, project development, roadway design, survey, traffic analysis, environmental permitting
and construction experience give him a thorough background to effectively utilize the team's professionals
in a comprehensive and cost effective manner.
Barry Miller, ASLA, our Team's Urban Planning and Design Leader has significant experience in
streetscape and enhancement projects within the City of Miami Beach. He brings significant local
knowledge from both a resident's and practioner's perspective witihin the City. Mr. Miller is also a
member of the Transportation Aesthetices Review Committee (TARC) for the Miami-Dade County
representing the City of Miami Beach.
Our project manager and urban designers have an integral role in the development and design in each
of the project's phases. Their ongoing involvement with the Miami Beach community charrettes and

RS&H's landscape architects developed an "Arts District" concept along the
corridor of the existing McCoy's Creek. The creek meanders through
downtown Jacksonville neighborhoods to the St. Johns River, recently
designated one of America's Heritage Rivers. This study resulted from an
overall transportation analysis of downtown Jacksonville conducted by RS&H
engineers. This concept has the potential to increase the multimodal
transportation capabilities within downtown Jacksonville along with providing a
tourist and neighborhood revitalization opportunity.

Reynolds, Smith and Hills, Inc. (RS&H) developed the master plan for Jessie
Ball duPont Park, a partially developed, three-acre park in Jacksonville's
southbank downtown area. The park features a classic live oak tree, the
Treaty Oak, which Is estimated to be at least 400 years old and is one of the
city's most important living treasures.
Design services provided by RS&H Included historic tree protection plans,
decking and walkways strategically located to eliminate impact to Treaty
Oak's root structure, public hearings, contract documents and final cost
estimates for improvements. Following the design phase, RS&H provided
contract administration and construction supervision.

Woodbine Walkway and Riverwalk Project

The Woodbine Rail Trail and Riverwalk project was conceived from the
discontinuation of a CSX Railroad line and the City of Woodbine, Georgia
purchasing the right-of-way. This "Rails to Trails" concept is a program under
the Department of Transportation to offer cities the opportunity to enhance the
abandoned railroad lines into viable community resources.
Phase One of the trail and riverwalk project runs along the Satilla River for
pedestrian traffic to the new dock and boat launch adjacent to the existing
fishing pier at the north end of the walkway. This trail is enhanced with
hardscape features and native trail landscaping to preserve the vista to the
Satilla River and its natural surroundings.
RS&H has submitted Phase Two "Rails to Trails" vision for Woodbine by
extending the original walkway project to encompass the downtown area from
First Street south to Eleventh Street. When complete, the trail will provide a
link between the downtown elements of the City of Woodbine and the Satilla
River, bringing together the natural, historical, recreational and educational
facilities of a riverfront community.

the south bank of downtown Jacksonville. The master plan for the
park included improvements to existing amenities such as a large

This fonmer public golf course was developed into a multi-use
regional park. The site consists of active and passive facilities
ranging from baseball, football and soccer to bike trails and
picnic areas. Public concensus in the design process was
achieved through a series of public hearings and workshops.
Citizens were polled to detenmine interest levels for different
types of active and passive recreation facilities. This led to a
prioritized program, conceptual plan development and a finalized
master plan. The schedule for implementation of all facilities
was based on community needs.

Two fonns of professional service units are envisioned. One service unit consist of RS&H, with SMDS perfonning urban
design tasks that include: developing a unified streetscape theme with landscape, sidewalks, parking, signage, en\ryway
and street lighting enhancements. The other service unit consist of RS&H, and RJB perfonning the engineering design
task that include: roadway design, traffic calming, stonnwater and utility engineering; and construction administration.

Neighborhood Description

The La Gorce Neighborhood project can be generally described as the area from
Lake Surprise, north to La Gorce Island and from Biscayne Bay eastlo the Indian
Creek Waterway. Although La Gorce Island and Allison Island are within the
neighborhood boundaries they are not included In this study. The majority of the
project is primarily of single family residential with some recerational uses such as
La Gorce Park, Fisher Park and the La Gorce Country Club and Golf Course. The
Miami Heart Institiute lies adjacent to but outside the limits of the project.

There are three bridges serving the La Gorce neighborhood. They are the Alton
Road Bridge over Lake Surprise and the two bridges connecting to Allison Island
and La orce Island.

These unique neighborihood provides considerable opportunities for a series of specific streetscape, traffic calming and
infrastructure enhancements satisfying the neighborihood requirements while incorporating a unifying theme within the La
Gorce area.
Master Planning
The La Gorce Project Area encompasses several single-family neighborihood areas defined by major streets and
waterways, such as Alton Road, Lake Surprise, Pine Tree Drive, La Gorce Drive and North Bay Road. Atton Road is
currently under design by the Florida Department ofTransportation as is 63rd Street at Alton Road In addition, traffic
calming projects are have already been implemented along La Gorce Drive and Pine Tree Drive (one-way pairs) A
small commercail area within the middle of a residentail neighborihood exists in the area of 51 st Street at Cherokee
Avenue
As in any community design effort, the Master Plan/Urban Design process is important in developing a comprehensive
process, which facilitates community consensus. The Master Plan will be based on a phased prioritization of improve-
ments already determined by City staff and neighborihood representatives. Community needs and goals will be studied
in view of balancing community design aesthetics with pragmatic needs of circulation, user safety, and utility improve-
ments. Another important task of the project team is to establish a rational approach to construction, which minimizes
impacts to residents while keeping costs down.
The role of the Urban Designer / Master Planner is to - together with community input - create a VISION which will
establish the design goals and guidelines for each area of the district, along with the La Gorce district as a whole. From
this vision, a Streetscape Master Plan will be created which outlines specific improvements for each of the defined
areas, which directly corresponds with proposed infrastructure needs. Our firm's principals have participated in various
Urban Design and Master Plan projects, including the Amelia Island Master Plan, the North Miami Beach City Hall/Police
Facility Master Plan, the University of Miami Campus Master Plan (Grand Prize Winner, 1985), the Brickell Village
Design Guidelines and the Coconut Grove Planning Study.
Our design philosophy centers on the belief that the "Streer is the most important element in defining the "public realm".
We believe that creative design coupled with an understanding of how people react to their built environment (and of
course, proper maintenance) is critical in streetscape design. An important issue in the design of streetscapes is the
creation of an environment that is conducive to social interaction, or people-friendly.
We believe that the weil-designed street network creates a sense of "neighborihood". The design of streets should
encourage people to take a walk along a shady, tree-Iined boulevard, sit down and watch passersby, strike up a conver-
sation. The degree to which a city fulfills these innate desires measures its "livability": this is what we strive to create in
our public landscapes.

La Gorce District. Our streetscape design shall reflect the unique needs of the each area, and particular challenges
presented by each street, such as traffic calming, sidewalk improvements, parking and utility improvements. Some of
the aesthetic improvements proposed for the neighborihood may include street planting, deCorative pedestrian-scaled
lighting, new sidewalks, crosswalks, signage, entry monuments, and site furniture.
Streetscape Maatsr Plan
The La Gorce District streetscape is dominated by a two north-south two-way streets, Alton Road and North Bay Road.
It also has a one-way pair, La Gorce Drive and Pine Tree Drive, east of the La Gorce Golf Course. This grid is inter-
sected by smaller east-west two-way streets, that terminate on both sides of the golf course. The natural place for
establishing "entry" points are allhe south end, Fisher Pari< where Alton Road and North bay Road intersect and the the
north end where North Bay Road and Pine Tree Drive intersect (La Gonoe Park).
. Design of swales in the neighborihood must recognize needs for informal parking, existing vegetation, sidewalk condi-
tions, and drainage problems (valley gutter). In some cases, atternative parking surfaces, such as "turf block" pavers,

The streetscape plan must reflect neighborhood priorities for balancing aesthetic goals with budgetary realities, espe-
cially in terms of "undergrounding" utilities. Atthe same time, creative and effective methOds for visually buffering
existing overhead utilities can help establish neighborhood image and character without intrusive, budget-breaking utility
relocations.
During our design process for the Alton Road/Chase Avenue Landscape Project, we have already worked with the City,
FPL and City residents to beautify the right-of-way along the north perimeter of the Bayshore golf course. This plan
incorporated streetscape planting, the addition of a pedestrian sidewalk (a direct result of neighborhood workshops), and
design of plant massing to buffer views of FPL utility poles.
Public Involvement
Our urban designers will have prominent roles in all features of this project It is through their expertise that the appropriate
and acceptable style, theme, and location of the improvements will create the atmosphere that the community is seeking
to achieve.
The RS&H team will effectively communicate the project goals and objectives to local government agencies, regulatory
agencies, and community groups and remain proactive in maintaining contact with all interested parties. RS&H will
participate with the city during neighborhood charelles as directed by the City in order to provide factual information to those
residents and obtain Input from interested people.
InstltutlonaU Recreational Relatlonshlpa
Several major institutions are located in the La Gorce Neighborhood, including Miami Heart Hospital, La Gorce Park,
Fisher Park and La Gorce Country Club and Golf Course.. The presence of such major facilities are beneficial to the
neighborhood at large, in terms of proximity, employment, recreation, cuttural opportunities and business. However, with
these benefits come certain problems as well, especially in regard to traffic, parking, noise, litter, and vandalism. Any
design for this neighborhood must account for, and attempt to mitigate these impacts to the neighborhood.
The sheer scale of these developments must also be considered. Building and lotsize can function to diminish the
human, pedestrian scale of the single family neighborhood streets. Edge conditions in those areas most heavily
impacted warrant sensitive design to increase pedestrian comfort and maintain property values.
81gnage Design
The cohesive, and clear definition of outdoor space organization is one of the very important concerns in open space
design. One of the primary sources of psychological stress in the outdoor environment Is the feeling of being lost,
disoriented, unable to find your way. Street signs are one of the principal means of wayfinding and orientation. A well
designed signage system works to guide the user - adutts and children alike - in a simple, easy to understand manner.
Signage also acts to establish a neighborhood's character, and offer a unique opportunity for designers to create a sense
of neighborhood. Together with other landscape elements, signage may be conceived that would improve aesthetics,
decrease maintenance, and enhance the visual image of a neighborhood.
Monuments - or spatial markers. can be used for neighborhood enhancement. These elements have traditionally been
used in urban setting as devices for defining territory, to establish spatial hierarchy, and create an image.

TraffIc Calming
The City of Miami Beach has demonstrated an aggressive
approach to incorporating traffic calming measures into street
improvement projects throughout the city. This project pre-
sents the opportunity to implement traffic calming improve-
ments at strategic locations within the Nautilus neighborhood.
Several locations have been identified for traffic calming that
have either been implemented or are currently under design
inciuding La Gorce Drive/ Pine Tree Drive and Alton Road.
North Bav Road
This area of North Bay Road appears to have wide pavement
with very little definition. Vehicles tend to speed along the
roadway providing an unsafe condition to pedestrians and bi-
cyclists. A widening of the swale area with landscape treat-
ment and valley gutters to improve drainage will provide a sub-
stantial traffic calming effect.
51 st Street Lookina East
This street has a very long and straight profile that contributes to speeding. Chokers, speed tables and speed humps are
all tools that can be applied along this street to 'calm' the traffic.

La Gorce Drainage Improvements.
Drainage improvements are an important element of the streetscapes
project for the La Gorce neighborihood. Adequate drainage increases
service life and safety of city streets. Two major areas of concern for the
La Gorce neighborhood were identified in the City of Miami Beach
Comprehensive Stormwater Management Program Master Plan. Basins
117 and 118, which are located north ofW 63rd Street between Indian
Creek and Biscayne Bay, comprise area 1. The recommended improve--
ments to this area include construction of collection systems from Pine
Tree Drive and Pine Tree Circle across North Bay Road with outfalls into
Biscayne Bay. The second area of concern is Basin1 03 located between
Cherokee Avenue, 51" Street, North Bay Road and Lake View Drive. The
recommended improvements to this area include a collection system
along 51" Street, crossing Alton Road east along Delaware Avenue with an
outfall into Surprise Waterway. The required water quality is provided
with the use of injection wells.
Our field review identified other problems thatshould be addressed as part
oflhe improvements. Photos 1 and 2 show different locations where the
existing swale areas are used for parking. This practice causes erosion
problems as can be appreciated in the picture to the left. The vehicle traffic
also increases the density of the swale area soils, therefore reducing the
capacity to infiltrate runoff into the ground. Some things fo consider are
providing designated parking areas and the use of grass paving systems.
The designated swale areas can be protected with curlJing to eliminate the
use as parking. The addition of rock trenches at the bottom of the swa/e
has also proven effective in Increasing swa/e infiltration.
The Florida Department ofTranspor1atlon (FD01) prepared a preliminary
drainage design report fOr Alton Road from Michigan Avenue to 63'"
Street. The segment of roadway covers the limits of the La Gorce Neighborihood. The report concluded that most of the
drainage problems along the corridor would require the use of pumpad injection wells. This was due to a combination
of poorexflltration results and low elevations. The exflttration tests varied from 0.1 to 12.5 gpm and elevations from 2.79
to 5.22 ft. The conditions throughout the La Gorce neighborihood are expected to be similar.

approach the best solution in terms of providing a storm collection system
and outfall. Alternatives that we would evaluate are the connection to the
existing outfalls, French Drains, or the use of injection wells and the
coordination with other projects and the master plan. The photo below
shows an existing drainage structure. This are very few and sporadic
through the area.
The proposed improvements need to insure that adequate gutter line
slopes are provided to convey the water to the inlets. In many cases
the swa/e area needs to be regraded to allow water to flow and collect
away from the pavement. Valley gutters can also be added to increase
conveyance.

Utility Coordination, Schedule and Funding
RS&H has perfonned fonnal utility package preparation and relocation agreements on roadway projects.
Coordination with local utility companies will be necessary to set the funding parameters for the special assessment
district and incorporate relocation requirements into the design and construction phases. Potentially involved utility
companies include water and sewer, Florida Power & Light, Southern Bell, and AT&T Cable. RS&H will involve the
respective utility companies from the early stages of the project to ensure all planning and design efforts are closely

various funding mechanisms.
Assembling a special assessment district requires understanding the parameters and the feasibility of relocating utilities
underground. Issues such as cost, timeframe, underground constraints, location and limits of the relocation must be
delennined. Our engineering team and urban learn have the capabilities to develop these parameters in a timely manner.
During field reviews our team identified existing transfonner boxes that exhibited vehicular impacts and shifting from their
designation position. Proper location of the surface elements associated with underground utilities will be developed in
coordination with the utility owner.
Construction Administration, Specifications and Bid Documents
The RS&H Team will provide construction services construction administration of the project. The services will include
contract administration and management, resident inspection of construction, and record keeping.
RS&H will prepare the project technical specifications and the contract bid documents. RS&H will attend the pre-bid
meeting and will assist the City with evaluations of contractor bids.
Site inspection personnel playa critical role protecting the city's and residenfs properties from damage and keeping the
contractor focused on finishing the project on time and within budget. Developing a practical working relationship and
maintaining good communication facilitates a partnering atmosphere.
Quality Control Program
The key to quality control during the projects is maintaining interaction between the design engineers and the QC Team
reviews to ensure quality is obtained at each step of the project development.
Ongoing Check - As the design progresses, the concept shall be reviewed by senior professionals and QC members.
These reviews are held frequently and informally. Calculations shall be presented with design sketches. Disagreements
shall be resolved by QC Team and Project Manager. Actual checks of calculations shall occur after these in progress
reviews
Review Meetings -In house review meetings shall be held to discuss the schedule, project issues to prevent reoccurring
problems.
QC Submittal Review - The QC Team shall review all documents prior to submitting to City of Miami Beach. The
documents shall be finished and no changes should be perfonned on the documents during QC reviews. All documents
will be given to the QC Team in one package. The project Team shall meet with the QC members after the review to decide
the changes that should be made.
