A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE FILING OF AN
APPLICATION FOR A GRANT, AND IF FUNDED, AUTHORIZING THE BUDGETING
AND EXPENDITURE OF FUNDS, IN THE AMOUNT OF $471,700.00, UNDER THE
UNITED STATES DEPARTMENT OF JUSTICE, "COPS MORE 2001" PROGRAM.
WHEREAS, the City is eligible to apply for grant funds from the United States Department
of Justice under the "COPS MORE 2001" (Making Officer Redeployment Effective) Program; and
WHEREAS, the City desires to participate in this Program in order to expand the existing
mobile laptop computer program through the acquisition of additional mobile laptop computers; and
WHEREAS, the total estimated funds for this Program are $471,700.00 of which
$353,775.00 wi\1 be funded by the United States Department of Justice, with the remaining
$117,925.00 to be funded by the City from the Police Confiscations Account; and
WHEREAS, the due date for all applications was Friday, March 23, 2001; the Police
Department did not have enough time to research and prepare the application and bring it before the
Mayor and City Commission at a regularly scheduled meeting and meet the application deadline,
therefore, retroactive approval is necessary.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein retroactively authorize, the filing of an application for a grant, and if funded,
authorizing the budgeting and expenditure of funds, in the amount of $471,700.00, under the United
States Department of Justice, "Cops More 2001" Program.

ANALYSIS
The City of Miami Beach, through the Police Department, has applied for grant funding from the
United States Department of Justice, under the auspices of the "COPS MORE 2001" Program.
"COPS MORE 2001" is an abbreviation for the Community Oriented folicing ~ervices (COPS),
Making Officer Redeployment Effective (MORE). "COPS MORE" is a grant program designed to
redeploy police officers to community policing duties through the use oftechnology, equipment and
support resources (civilians).
The grant application seeks the expansion of the Miami Beach Police Department's existing Mobile
Computing Program through the acquisition of additional mobile laptop computers. The additional
mobile laptop computers will be deployed to uniformed line police officers assigned to the Patrol
Division.
The grant funds will be used to purchase 100 mobile laptop computers with software, costs for
vehicle mounts and installations, and one year of Cellular Digital Packet Data (CDPD) wireless
service (this permits the officers to communicate with the main computer via cell phone technology).
The total funds for this grant are $471,700 with the US Department of Justice providing $353,775
and the City providing matching funds in the amount of $117,925. The matching funds will be
derived from the Police Confiscations Account.

Commission at a regularly scheduled meeting and prior to the application deadline.
The Administration recommends that the Mayor and City Commission authorize, retroactively, the
filing of this grant application by the Miami Beach Police Department which will enable the
acquisition of 100 new mobile laptop computers and support equipment for them.

This project entails the expansion of the Miami Beach Police Department's

review, correction and approval.

The Miami Beach Police Department fully intends to make the Mobile
Computing project a permanent part of the Department's technology. The
Department will continue to redeploy officers to community policing

The Miami Beach Police Department will assume the annual maintenance costs
(following year 1) associated with the hardware and software acquired through
this grant and the annual CDPD wireless service costs (following year 1).

time saved by the agency would equal approximately 1.3
FfEs (full-time equivalents) of redeployment over the
course of one year, using a standard of 1824 hours (228

Activities Summary
You should describe how officers will use the time savell as
a result of the technology project. In order 10 be funded
under COPS MORE 200\, tile lime saved must be devoted to
community policing.
Example - The Smithsville Police Department plans to pur-
chase four laptops under COPS MORE 2001 and has shown
a time savings of 2280 hours/year (or 1.3 FIE) as a result.
With this lime savings, all 10 of the officers in SmithsviJle will
spend approximately an additional 230 hours each in the
coming year working on a community policing project to
address one specific crime or disorder problem on their
beats. Each officer will devote 3to 4 hours per week to their
projects. The officers will spend lime regularly meeting with
community members to learn more about the specific prob-
lems they decide to focus on. and to develop creative
approaches to addressing these problems based on their
understanding of them. Officers will also work with com-
munity members to evaluate the effectiveness of tile solu-
tions implemented.

The Miami Beach Police Department has estimated that laptop computers purchased
under this grant will provide a time savings of 28,728 hours/year. With these
time savings the Department intends to deploy these officers into various
existing comfolunity policing programs and services.
The Department has an extremely successful bicycle patrol that deploys
uniformed officers into targeted communities in order to provide a more
personalized police/citizen contact. This program has become so popular
with the community that demand for such community policing service far
exceeds available manpower. Officer time freed up as a result of the
deployment of laptop computers under this grant will allow the deployment
of additional personnel to this program.
The Department hils also recently implemented a community program that deals
with the homeless. Officers are assigned to a community to work with the
residents, businesses and homeless persons in order to develop solutions and
resolve issues that normally result from the interaction of these entities. Time
savings obtained through this grant will allow us to adequately staff this
new abd promising ~ommunity program.

In order to account for the time savings achieved through the use of equipment/technology. the COPS Office requires all
grantees to create and implement a tracking plan. Please attach no more than one page typed detailing your proposed track-
ing plan using the guidelines listed below.
A tentative tracking plan that describes the method for measuring the time savings must be submitted with the application
which will include the following elements:
. A statement descrihing time devoted to the activity prior to MORE 2001. and how time will be saved by the purchase
of equipment/technology as a result of the grant.
. An explanation of the method which will be used to measure the time savings.
. How projected time savings will enhance community policing activities.

REDEPLOYMENT TRACKING
As stated earlier within this grant application the Miami Beach Police Department
identified activities for which significant time savings will occur through the deployment
of 100 laptop computers requested through this grant.
Currently it has been estimated that an officer completes an average of 3 crime reports
per shift with a completion time of 66 minutes per crime report. Additionally, it is
estimated that an officer spends approximately 15 minutes per shift in order to meet with
their supervisor to review, correct (if necessary) and approve the officer's crime reports
for that shift. We have also identified that an officer conducts approximately 6
FCIC/NCIC computer inquiries per shift through a radio dispatcher. Each inquiry takes
approximately 4 minutes including the wait time associated with the dispatcher's
workload.
The total time per officer per shift for these activities is 237 minutes per officer per shift.
The requested laptop computers will provide 100 officers with 1he capability to conduct
FCIC/NCIC database inquiries directly without having to rely on a single radio
dispatcher. This will eliminate the "waiting in line" for the dispatcher to complete
inquiries from other officers. We estimate that this will save I minute per inquiry. With
an average of 6 inquiries per officer per shift this will result in a 6 minute time savings
per 0 fficer per shi ft.
The laptop will also allow the officer to fully complete a crime report on the laptop,
transmit via wireless modem to a supervisor for report review and approval. It is
estimated that process will save 20 minu1es per report. With an average of 3 reports per
shift a savings of 60 minutes per officer per shift is expected. The wireless submission of
reports to a supervisor for review and approval will save 10 minutes per officer per shift.
These two functions provided by the laptop will save a total estimated time of 70 minutes
per officer per shift.
The Miami Beach Police Department will implement a tracking program to measure the
actual time savings realized through the laptop computers. For a 12 month period
following system completion the following process will be used:
During each quarter, a one week period will be selected where a number of randomly
selected officers using the laptop computers will keep detailed records of the exact time
spent on the activities described above. These time calculations will be tabulated and
compared to the time spent on these same activities prior to the use of the lap10p
computer. Officers currently utilize a daily activity log and these logs will be modified
slightly in order to capture the exact data needed.
The time savings realized through the use of the laptop computers (es1imated at 28,728
hours/year) will allow the Miami Beach Police Department to significantly involve the
100 officers with these laptop computers in the existing community policing activities
described elsewhere in this application.
DEMONSTRA TION OF TIME SAVINGS
Currently officers in the field complete crime reports manually. One or more separate report forms can
make up a single crime report. These multiple forms require several pieces of information to be
duplicated on each form. One or more limes during their shift, an officer will suspend their regular
patrol activities in order to meet with their supervisor to have their reports reviewed,
corrected/rewritten if necessary, and approved. At the completion of their work shift these handwritten
reports are turned into the Records Bureau for proeessing. It has been estimated that each officer
completes an average of 3 reports per shift using approximately 66 minutes to complete each report. It
is estimated that an officer spends approximately 15 minutes each shift meeting with their supervisor
to have their reports reviewed, corrected, and approved.
Also during their work shift it is estimated that field officers conduct an average of six (6) inquiries of
the local, State or Federal criminal justice databases (FC1CINCIC). These inquiries are conducted
through radio communications with a "records channel" dispatcher. There is only one dispatcher to
handle all of these inquiries from every officer in the field. This dispatcher is also required to perform
several other duties within the communications center. As a result, officers routinely must "stand in
line" waiting to have their inquiries processed. An officer has been estimated to conduct an average of
6 such inquiries each shift, spending approximately 4 minutes per inquiry.
We estimate that providing a mobile laptop computer to a field officer will provide the following time
savings:
20 minutes per crime report x 3 reports (avg.) per shift equals 60 minutes of savings per officer per
shift. The laptop will eliminate entering duplicate information and provide automatically completed
fields.
10 minutes per officer per shift of time savings by eliminating the need to physically meet with a
supervisor to review, correct and approve the officers' reports for the shift.
I minute per FCICINCIC inquiry x 6 (avg) inquiries per officer per shift equals 6 minutes of savings
per officer per shift. The laptop will eliminate the waiting associated with using a dispatcher to
conduct the inquiry over the radio.
These time savings amount to a total of 76 minutes, or 1.26 hours, per officer per shift equipped with
a mobile laptop computer provided through this grant.
1.26 hours saved per shift x 100 officers x 228 shifts per year = 28,728 hours / 1824 = 15.8 FTE's

This section must contain a description of the project you intend to implement with the awarded MORE 2001
funding and a proposed 12-month timeline for implementation. If your department is creating an independent
project under this grant, your project swnmary must detail:

. An overview of the comprehensive project resulting from the awarded technology.
If your project will build upon an already existing system, you must address the following factors:

timeline for the equipment awarded to you under MORE 2001. This timeline must address what will occur in
each month of the 12-month grant period. Please use the month that your MORE 200 I grant is awarded as

TIMELINE FOR MORE 2001 PROJECT
Funding from this grant will be utilized to purchase equipment to expand an existing Mobile
Computing system. The system to be expanded upon has not yet been fully implemented.
The Mobile Computing system to be expanded upon will consist of laptop computers deployed
in Patrol vehicles, a message server, and client software providing field reporting, messaging and
FClCINCIC database access. The system will also provide an interface to our Computer Aided
Dispatch and Records Management Systems.
The system to be expanded upon experienced a significant delay as a result of the City of Miami
Beach's bidding process requirements and original bid costs in excess of available funds. A
second bidding process was successful. The final contract with the chosen vendor was just
recently approved and awarded by the City of Miami Beach Commission. Additional delays
occurred due to a replacement Records Management System and Computer Aided Dispatch
system that was finally rejected following a 24-month implementation attempt.
