A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AFFIRMING THE CITY OF MIAMI
BEACH CLEAN TEAM'S PARTICIPATION AND ATTENDANCE AT
THE AMERICAN SOCIETY FOR QUALITY 2008 WORLD
CONFERENCE ON QUALITY AND IMPROVEMENT AS SERVING A
PUBLIC PURPOSE; ACCEPTING A DONATION FROM THE GREATER
MIAMI CONVENTION AND VISITORS BUREAU (GMCVB) VALUED IN
THE AMOUNT OF $1,556.00; AND FURTHER HEREINAFTER
AUTHORIZING THE ACCEPTANCE OF DONATIONS, PROVIDED
SUCH DONATIONS ARE MADE FROM NON-CITY VENDORS, TO THE
CITY FOR THIS PROJECT, AUTHORIZING THE CITY MANAGER TO
ACCEPT SUCH FUTURE DONATIONS (FROM NON-CITY VENDORS)
ON BEHALF OF THE CITY FOR THIS PURPOSE; AND AUTHORIZING
THE CITY MANAGER OR HIS DESIGNEE TO MAKE SUCH
EXPENDITURES AND / OR REIMBURSEMENTS FROM THE
AFORESTATED PROJECT.
WHEREAS, as the 2007 Sterling Quality Team Showcase winner, Team
Clean will represent the City of Miami Beach and State of Florida in the American
Society for Quality's World Conference on Quality and Improvement, which will
be held in Houston, Texas on May 5-7, 2008; and
WHEREAS, this Project was authorized in recognition of the need to
promote the Public Area Cleanliness and Assessment Index Program, and the
public benefit resulting there from; and
WHEREAS, in furtherance of this Project, the GMCVB is willing to make a
donation to the City, in the form of airline tickets for the travel of team members,
valued at $1,556.00; and
WHEREAS, it is hereby recommended that the Mayor and City
Commission accept this donation and further authorize the City Manager to
accept future donations, in furtherance of this Project; and
WHEREAS, at its regular meeting on April 16, 2008, the Mayor and City
Commission authorized the City Manager to accept future donations, on behalf of
the City, for the Project, provided such donations are made from non-City
vendors; the City Commission hereby also authorizes the City Manager or his
designee to make any necessary reimbursements and / or expenditures of any
donations, in furtherance of and consistent with the aforestated Project.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby approve City of Miami Beach Clean Team's participation
and attendance at the American Society for Quality 2008 World Conference on Quality
and Improvement as serving a public purpose; accepting a donation from the Greater
Miami Convention and Visitors Bureau (GMCVB) valued in the amount of $1,556.00; and
further hereinafter authorizing the acceptance of donations, provided such donations are
made from non-City vendors, to the City for this Project, authorizing the City Manager to
accept such future donations (from non-City vendors) on behalf of the City for this
purpose; and authorizing the City Manager or his designee to make such expenditures
and / or reimbursements from the aforestated Project.

The need for the Public Area Cleanliness Index and Assessment Program was identified during the 2005
Strategic Planning Process. Specifically, the Public Area Cleanliness Index and Assessment Program was
developed in response to community input, workshops, and retreats that identified cleanliness as a priority
for the City. As a result of the program, benefits include the Cites achievement of one of its strategic
objectives - to be cleaner.
On Thursday, February 15, 2007, the City of Miami Beach was awarded the Florida Sterling Council's 2007
Regional Quality Team Showcase Award for the Public Area Cleanliness Index Program for Region 6.
As the 2007 Sterling Quality Team Showcase winner, the Clean Team automatically qualifies as a finalist
to represent the City of Miami Beach and State of Florida at the American Society for Qualit~s (ASQ)
World Conference on Quality and Improvement in the International Team Excellence Award, which will be
held in Houston, Texas on May 5-7, 2008.
Due to the impact of recent property tax legislation and the new budget constraints, the City reached out to
the Miami Beach Chamber of Commerce (MBCC) for assistance in finding corporate sponsors to help fund
the approximately $14,000 required for the team's participation in this prestigious competition.
To date, the City has received a total of $8,056; included in this total is the value of eight (8) round trip
airline tickets from Miami to Houston. The Administration recommends that the Mayor and City
Commission authorize the acceptance of donations to the City in furtherance of this project.

ADMINISTRATION RECOMMENDATION
The Administration recommends that the Mayor and City Commission authorize the
acceptance of donations and affirm the Clean Team participation and attendance at the
American Society for Quality 2008 World Conference.
BACKGROUND
The need for the Public Area Cleanliness Index and Assessment Program was identified
during the 2005 Strategic Planning Process. Specifically, the Public Area Cleanliness
Index and Assessment Program was developed in response to community input,
workshops, and retreats that identified cleanliness as a priority for the City. As a result of
the program, benefits include the City's achievement of one of its strategic objectives -
to be cleaner. Results to date demonstrate a strong improvement in the City's overall
cleanliness score, with marked progress noted in the cleanliness of waterways, parks,
parking lots, alleys, and streets and sidewalks. Moreover, the program continues to
provide stakeholder departments information which is used to develop action plans and
allocate resources to further improve the City's cleanliness.
As part of the City's ongoing efforts to promote good government and the importance of
performance measurement as a management tool, several staff members from the City
Manager's Office and the Office of Budget and Performance Improvement have received
training from the Governor's Florida Sterling Council, as well as conducted site visits to
applicant organizations as part of the Sterling Examiners, who determine the yearly
recipient of the Governor's Sterling Award.
The Florida Sterling Council has another award program, the Sterling Quality Team
Showcase, that provides a public forum for participating teams to demonstrate the
principles and techniques of improving quality through employee participation. Employee
participation is one of the core values and concepts that serve as the foundation for the
Sterling Criteria for Organizational Performance Excellence and the Governor's Sterling
Award. The Public Area Cleanliness Program was entered into the Team Showcase
Competition and representatives from the City Manager's Office, Public Works,
Sanitation Division, Neighborhood Services, Parks and Recreation, Parking, and the
Office of Budget and Performance Improvement represented the City of Miami Beach at
the regional and state competitions.
On Thursday, February 15, 2007, the City of Miami Beach was awarded the Florida

Cleanliness Index Program for Region 6. Region 6 includes Broward, Dade, Monroe,
and Palm Beach Counties. The team also received recognition for the project that
provided the greatest community impact. For the regional competition, the applicant
teams were required to submit a 5-page application, and upon selection to compete in
the regional finals, each team created and performed a skit which demonstrated how
their performance improvement project was implemented, what quality tools were used,
how solutions were identified and selected, how input of different stakeholders was
solicited and used, what results were achieved, and what lessons were learned as a
team. An interview by a panel of judges was also conducted as part of the scoring
process.
As the team selected to represent Region 6, the City of Miami Beach Clean Team
competed in the State of Florida Championship at the Annual Sterling Conference in
Orlando, Florida, which was held from May 30-June 1, 2007. For the state competition,
Clean Team completed a 15-page application and a panel interview, as well as
presented their project to approximately 1,200 conference attendees. On June 1, 2007,
the City of Miami Beach's Clean Team was awarded the 2007 Sterling Quality Team
Showcase Award, which was presented at the Sterling Conference. As the 2007 Sterling
Quality Team Showcase winner, the Clean Team automatically qualifies as a finalist to
represent the City of Miami Beach and State of Florida at the American Society for
Quality's (ASQ) World Conference on Quality and Improvement in the International
Team Excellence Award, which will be held in Houston, Texas on May 5-7, 2008.
The Clean Team is only one of thirty-one (31) teams from twenty (20) international
organizations that have qualified to compete in the International Team Excellence
Award. The Clean Team's competition includes Boeing, Kaiser Permanente, U.S. Naval
Ship Repair Facility and Japan Regional Maintenance Center (Japan), Housing &
Development Board (Singapore), and Baxter Productos Medicos Ltda., (Costa Rica).
Most importantly, the City of Miami Beach is the ONLY municipal government competing
for this prestigious distinction.
Due to the impact of recent property tax legislation and the new budget constraints, the
City reached out to the Miami Beach Chamber of Commerce (MBCC) for assistance in
finding corporate sponsors to help fund the approximately $14,000 required for the
team's participation in this prestigious competition. An ASQ Competition Committee has
been convened with representatives of the MBCC, the City and other interested persons
to brainstorm possible corporate sponsorship opportunities, and help support the City's
participation in this international event.
The City will be represented at ASQ by an 8-member team, including representatives
from the City Manager's Office, Public Works/Sanitation, Parking, Parks and Recreation,
and Office of Budget and Performance Improvement.
The expenses associated with the travel of the 8-member team include:

necessary, the City has available funding in the Sanitation Fund, as well as the Citywide
Training Account, to cover the remaining costs.

The Administration recommends that the Mayor and City Commission authorize the
acceptance of donations to the City in furtherance of this project.
