SUBJECT: Community Development Block Grant (CDBG) and Emergency Shelter Grants
(ESG) Applications Received for FY 2001102 Funding
On March 5, 2001, the Department of Community /Economic Development (C/ED) received a total
of 45 applications for federal funds under the Community Development Block Grant and the
Emergency Shelter Grants programs. Of the applications received, five were for ESG funds with
a total request in the amount of$197,656 and forty applications were received for CDBG funding
with a total request in the amount of $3,237,765. As in previous years, the amount requested
exceeds the amount of funds that the Department of Housing and Urban Development (HUD) has
allocated to the City of Miami Beach for FY 2001102. The City was notified that for fiscal year
2001102, the City is expected to receive $2,867,000 for CDBG funding and $98,000 for ESG
homeless and homeless prevention activities.
Attached is a list of the applicants that submitted funding proposals with their corresponding funding
requests. The attached list represents all requests received including those for emergency shelter,
homeless prevention activities, public services (including child care, services for the elderly, AIDS
patients, and youth programming), affordable housing, rehabilitation and other capital
improvements.
Within the funding available for public services, federal regulations place a funding cap on the
amount available for public services at 15% of the entitlement amount plus 15% of the prior year's
reported program income. This year, the amount allocated to public services funding requests is
$576,600. This represents an increase from last year's amount by $46,481. Of the 40 proposals
received this year for CDBG funding, a total of 28 proposals were submitted under the public
services category with a total requested amount of$I,278,847. There is no statutory funding cap
for the other eligible CDBG activities outside of the public services category. Therefore, the
remaining funds totaling $1,137,368 will be available to fund other CDBG eligible activities. This
amount does not include the $300,000 reserved for the City's Multi-Family Housing program which
provides funding for affordable housing rehabilitation.
The staff of the Community / Economic Development Department will review the proposals for
program compliance and eligibility concurrently with the Community Development Advisory
Committee (CDAC). Beginning at the April 9, 2001 CDAC meeting and through to the end of the
proposals review phase, applicants will have the opportunity to make presentations to CDAC for
questions and answers on the proposed projects. The proposals review phase culminates at the May
15, 2001 CDAC meeting wherein CDAC and the City Manager will meet to discuss the
Administration's and Committee's recommendations with the anticipation of presenting a joint
recommendation to the City Commission for approval at the June 6, 2001 Commission meeting.
