96-22031 RESO RESOLUTION NO. 96-22031 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA APPROVING, AUTHORIZING, AND ALLOCATING THE USE OF ONE MILLION TWO THOUSAND DOLLARS FOR CONSTRUCTION IMPROVEMENTS AT THE 17TH STREET GARAGE, 17TH STREET SURFACE LOT AND PREFERRED PARKING LOT, WITH FUNDING TO INCLUDE $505,828.00 FROM PARKING IMPACT FEES AND $496,172.00 FROM PARKING BOND FUND 485. WHEREAS, on June 1, 1994, the Mayor and City Commission authorized Ramp Associates to do a complete study and produce plans and specifications to renovate the 17th Street Garage; and WHEREAS, the design phase has been completed and bids have been received; and WHEREAS, the original cost of improvements was estimated to be $3,000,000.00; and WHEREAS, the Tourist and Convention Center Expansion Authority Board (TCCEA) has pledged $2,498,367.00 for improvements to the 17th Street Garage; and WHEREAS, additional improvements to the design have been recommended by the Parking Department; and WHEREAS, the cost of these improvements is estimated at $1,002,000.00; and WHEREAS, the Administration recommends that the Mayor and City Commission approve and authorize the use of$1,002,000.00 with funding to include $505,828.00 from Parking Impact Fees and $496,172.00 from Parking Bond Fund 485 to supplement funding received from TCCEA; and WHEREAS, the use of these funds will be for the sole purpose of improvements at the 17th Street Parking Garage, 17th Street Surface Lot and the Preferred Parking Lot. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission herein approve, authorize and allocate the use of $1 ,002,000.00 for construction improvements at the 17th Street Garage, 17th Street Surface Lot and Preferred Parking Lot, with funding to include $505,828.00 from the Parking Impact Fees and $496,172.00 from Parking Bond Fund 485. FROM: SUBJECf: ADMINISTRATION RECOMMENDATION: The Administration recommends the Mayor and City Commission approve, authorize, and allocate the use of $505,828.00 from Parking Impact Fees and $496,172.00 from remaining monies in the Parking Bond Fund 485 for a total of$I,002,000.00 to supplement $2,498,367.00 received from TCCEA. BACKGROUND: On June 1, 1994, the Mayor and City Commission authorized Ramp Associates to provide a design to address all the necessary repairs and upgrades needed at the 17th Street garage, 17th Street surface parking lot and Preferred parking lot. The Parking Department met with large users of the parking areas during the document development process; changes were made in the desi~ of access points to assist the City and the users during large events. All ADA issues were also designed alld, included in compliance with all current regulations. ANALYSIS: Usage of these funds will achieve the following: a. A net gain of thirteen spaces in the 17th Street 'Garage. b. A user friendly garage that will become the main pick up and drop off points for the new electric shuttle system. c. Will aid employees, tenants, restaurants and customers of the Lincoln Road area in finding clean and secure parking. d. Will aid employees, tenants, restaurants and customers of 17th Street and Meridian Ave area in finding clean and secure parking. e. An increase in parking revenues at the 17th Street parking garage due to a user friendly environment. Also, an increased level of financial accountability with the installation of revenue control equipment. Continued AGENDA ITEM R '7 E DATE~ Page II June 19, 1996 f. Will bring the 17th Street garage into full compliance with all current ADA regulations. g. The installation of sufficient revenue control at the Preferred parking lot and the 17th Street Surface lot to properly service the public during any event. h. The installation of canopies to protect the public during inclement weather while processing transactions at the Preferred parking lot and the 17th Street surface lot. 1. A change in the design of access and egress at the Preferred parking lot and the 17th Street surface lot to ease traffic congestion during large events. CONCLUSION: The Mayor and City Commission should authorize, approve and allocate the usage of Parking Impact Fees and Parking Bond Fund 485 to complete repairs and renovation at the 17th Street Garage, 17th Street surface parking lot and the Preferred parking lot. This will ensure the complete renovation of the garage and lots making them user-friendly, and will enable the Parking Department to operate them in an efficient manner.
