Homeless Continuum of Care Working Group
The City of Miami Beach, as a recipient offederal funds from the U.s, Department of Housing and Urban
Development (HUD) is subject to the requirements of the Consolidated Plan. One of the components of the
Consolidated Plan is the development of a Continuum of Care plan for the City. As part of its HOO-approved
Consolidated Plan for Fiscal Years 1998-2002, the City of Miami Beach's Continuum of Care plan includes
a commitment to participate in the Continuum of Care system coordinated by Miami-Dade County. Miami-
Dade County's Continuum of Care system has been recognized nationally as a successful model for homeless
assistance.
In an effort to help communities throughout the country fund their continuum of care systems, HUD issues
an annual Super Notice of Funding Availability (SuperNOF A) for Homeless Continuum of Care programs,
For the last six funding cycles, the Miami-Dade County Homeless Trust has served as the lead agency in
coordinating the application for funding to HUD. This maximizes the services to the homeless population
throughout Miami-Dade County. HUD encourages the preparation of consolidated applications, as it allows
for local municipalities to pool resources. As part of its application, the Homeless Trust applies for the
combined pro-rata shares for all the municipalities within Miami-Dade County. These are: Miami-Dade
County ($6,157,583); City of Miami ($3,516,713); City of Hialeah ($1,496,297); City of Miami Beach
($766,963); and City of North Miami ($115,687); for a total of$12,055,243,
On April 2, 1996, through Resolution No, 96-21938, the City of Miami Beach authorized Miami-Dade
County to utilize the City's allocation of funds under the SuperNOF A. Every subsequent year, Miami-Dade
County has continued to apply for the City's pro-rata share,
The Miami-Dade Homeless Trust convenes a "SuperNOF A Working Group" to develop the local gaps and
needs analysis, and subsequent listing of local funding priorities. Representatives from entitlement
jurisdictions (such as Miami Beach) are invited to be a part of the Working Group, The Working Group met
from March 13 to March 21 st to develop the gaps and needs analysis and listing of priorities. A public
hearing was held on March 28th and the Working Group reconvened later that day to develop the final
priorities. A list of priorities is attached, and includes:

On March 30th, the Miami-Dade County Homeless Trust issued a Request for Applications (RF A) for
project sponsors interested in providing, or continuing to provide, the priority housing and services needed.
On May 11th the Miami-Dade Homeless Trust will approve the recommendations of the selection
committee with regards to the RF A. The City of Miami Beach Police Department's Homeless Assistance
Project will prepare and submit an application to Miami-Dade County under this RF A for funding of the
outreach team activities. If submitted, said application will be brought to the Commission for retroactive
approval during the May 16,2001 Commission meeting.
HUD requires that applicants for funding under the SuperNOF A obtain and submit a Certification of
Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity is to be located.
In accordance with the City's adopted Consolidated Plan, each such request requires City Commission
review and approval. Therefore, any projects and activities recommended by the County selection committee
to take place in Miami Beach will be considered by the City Commission at the May 16,2001 Commission
meeting, in order for them to be included in the final application submitted to HUD. The final SuperNOF A
application will be submitted on May 29th to HUD. For your further information and review, attached you

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING DADE
COUNTY TO UTILIZE THE CITY'S ALLOCATION OF FUNDS
UNDER THE NOTICE OF FUNDING AVAILABILITY FOR
CONTINUUM OF CARE HOMELESS ASSISTANCE.
WHEREAS, U, S, Department of Housing and Urban Development (HUD) issued a Notice
of Funding Availability for Continuum of Care Homeless Assistance (Super NOFA Application)
wherein it makes funds available for housing and services for homeless persons; and
WHEREAS, HUD has established maximum amounts of funding available for counties and
municipalities across the country for this Super NOFA application; and
WHEREAS, HUD has established a maximum amount of $829,000 that is available for the
City of Miami Beach; and
WHEREAS, Metro-Dade County, through the Dade County Homeless Trust, is preparing
a consolidated application for the Dade County Continuum of Care and Services to maximize the
amount of funds that Dade County can obtain to address homelessness; and
WHEREAS, the City of Miami Beach has been benefitting and will continue to benefit from
the County's Continuum of Care system, and
WHEREAS, the Dade County Homeless Trust has been informed of the City's Consolidated.
Plan requirement, and understands that all Proposals (RFP'S) received by the Trust for services
in Miami Beach, will be required to receive approval from the Miami Beach City Commission in the
form of either a Certificate of Consistency with the City's Consolidated Plan, or a Section 213 Letter
of Support,
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH. FLORIDA, that the City hereby supports the development of a
consolidated application for the Super NOF A application by Metro-Dade County and authorizes
Metro-Dade County to apply for and administer the maximum amount of funds available under this
Super NOFA for the City of Miami Beach.

It is recommended that the Mayor and City Commission adopt the attached Resolution
authorizing Dade County to utilize the City's allocation of funds under the Notice of
Funding Availability for Continuum of Care Homeless Assistance (Super NOFA
Application) to make funds available for housing and services for homeless persons.
BACKGROUND:
Metro-Dade County, thorough the Dade County Homeless Trust, is preparing a
"consolidated application" for the Dade County Continuum of Care and Services, in order
to maximize the County's services throughout Dade County. The Notice of Funding
Availability issued by HUD established maximum amounts of funds available for counties
and municipalities and lists $829,999 available to the City of Miami Beach. Rather than
apply independently, local municipalities are "pooling resources", and Dade County will
then prepare the "consolidated application".
The application to be filed by Dade County will not include specific projects, but rather,
will allow for submission of competitive RFP's to the Homeless Trust.
This is the same process that was utilized last year, and Miami Beach benefitted from
the County's continuum of care system. Therefore, participating in this manner again
this year, is viewed as the most appropriate use of the grant funds.

All projects and services proposed under the application, will require either a "Section
213 Letter of Support" or a "Certificate of Consistency with the City's Consolidated Plan",
The Consolidated Plan states that "No shelter or SRO units will be funded due to the
substantial commitments in these areas made in previous years. Special needs housing
can be considered on a case-by-case basis when there is community support".
Further, the Consolidated Plan indicates that "No homeless shelters are proposed for
Miami Beach....Support thorough existing providers are ranked as a priority and
represent a continuation of existing policies."
The Dade County Homeless Trust has been informed of the City's Consolidated Plan
requirements indicated above, and understands that all Proposals (RFP'S) received by
the Trust for services in Miami Beach, will be required to receive approval from the
Miami Beach City Commission in the form of either a Certificate of Consistency or
Section 213 Letter of support.
CONCLUSION:
It is recommended that the City Commission adopt the attached Resolution authorizing
Dade County to utilize the City's allocation of funds under the Notice of Funding
Availability for Continuum of Care Homeless Assistance (Super NOFA Application) to
make funds available for housing and services for homeless persons throughout Dade
County .

STRUCTURE
MIAMI-DADE SUPER NOFA WORKING GROUP:
Purpose: A Working Group shall be convened to support the development of a consolidated
application for Miami-Dade County for submission to US HUD pursuant to the Super NOFA
Members of the Working Group will have knowledge and/or expertise In appropriate areas, as
well as sufficient time to commit to the development of the application. The Working Group will
