A RESOLUTION OF THE MAYOR ANb CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING, IN SUBSTANTIAL FORM, A
JOINT PARTICIPATION AGREEMENT (JPA), WITH MIAMI-DADE COUNTY
(MDC) FOR THE REPAIR OF THE WASHINGTON AVENUE BRIDGE;
PROVIDED FURTHER THAT THE VERSION OF THE JPA BE SUBJECT TO
THE FINAL REVIEW AND APPROVAL OF THE CITY MANAGER AND CITY
ATTORNEY'S OFFICE; AND IF SO APPROVED, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE THE JPA.
WHEREAS, at its regular meeting on May 14, 2008, the Mayor and City Commission
approved Resolution No. 2008-26823, accepting the recommendation of the City Manager
certifying a valid public emergency, and authorizing the Administration to negotiate a contract
with the Architectural/Engineering (A/E) firm of C3TS, in an amount not to exceed $77,245, for
the necessary A/E services required to restore and repair the Washington Avenue Bridge (the
Project), and also awarding the construction contract related to the Bridge repair work to Team
Contracting, Inc., a certified bridge contractor through the City's Job Order Contracting (JOC)
Program, in the amount $554,993; and
WHEREAS, a total amount of $700,000 for the Project will be provided in Miami Beach
Road Impact Fee (RIF) funds, which has been approved by the Metropolitan Planning
Organization (MPO), for the Project, pending approval of a mid-year appropriation in the City's
Fiscal Year (FY) 2007/08 Capital Budget; and
WHEREAS, the RIF Funds will not be available for use until the City and County
approve the attached Joint Participation Agreement (JPA); therefore the City will advance funds,
in the amount of $700,000, from City Center Redevelopment Agency (RDA) Non-TIF Funds, to
be reimbursed by the County RIF Funds once the County approves and executes the JPA; and
WHEREAS, the Administration would recommend that the Mayor and City Commission
approve the attached JPA with Miami-Dade County for the Project, in substantial form, and
subject further to the conditions set forth on this Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
approve in substantial form, a Joint Participation Agreement (JPA), with Miami-Dade County
(MDC) for the repair of the Washington Avenue Bridge; provided further that the version of the
JPA is subject to the final review and approval of the City Manager and City Attorney's Office;
and if so approved, authorizing the Mayor and City Clerk to execute the JPA.

Pursuant to Resolution # 2008-26823, which was approved by the City Commission on May 14, 2008, the
City certified a public emergency to restore the Washington Avenue Bridge's structural integrity and
appropriated $700,000 from City Center Redevelopment Agency (RDA) Non-TIF Funds, to be reimbursed
by County Road Impact Fee (RIF) Funds for Architectural/Engineering Services, Construction, and
Contingency for the Project. In May 2008, the City issued a Notice to Proceed (NTP) to C3TS for
professional architectural and engineering services and to Team Contracting, Incforthe bridge repairwork.
It is estimated that the design and engineering plans for the bridge repair will take a total of five (5) months
to complete. In order to receive MDC managed RIF Funds, the City is required to enter into a JPAwith the
County. The City is requesting $700,000 from Miami Beach RIF funds previously approved by Metropolitan
Planning Organization.
The Administration recommends approval of the Resolution.

AMOUNT AND FUNDING
Previously appropriated $700,000 from FY 2007-08 City Center Redevelopment Agency (RDA) Non-
TIF funds to be later reimbursed by the County from Miami Beach Road Impact Fee (RIF) Funds
previously approved by the Metropolitan Planning Organization (MPO).
BACKGROUND
On May 14, 2008, the City Commission approved a certified public emergency to restore the
Washington Avenue Bridge's structural integrity. Following the approval of the City Commission and
in order to expedite the rehabilitation of the bridge, the City issued a Notice to Proceed (NTP) to C3TS
for Architectural/Engineering Services and to Team Contracting, Inc. for construction of the bridge
repairs. It is estimated that the design completion of the bridge repairs will take approximately five (5)
months.
JOINT PARTICIPATION AGREEMENT (JPA)
In order to receive MDC managed RIF Funds, the City is required to enter into a JPA with MDC (see
Attachment 1, JPA for Washington Avenue Bridge Repairs). The City is requesting $700,000 from
Miami Beach RIF funds previously approved by Metropolitan Planning Organization (MPO), (see
Attachment 2, MPO Resolution # 02-08).
Section 6 of the JPA requires that the City comply with applicable County regulations administered by
the County Department of Small Business Development (SBD). As part of this requirement, the
Washington Avenue Bridge Project was heard as an agenda item at the June 4, 2008 SBD Review
Committee meeting. At this meeting, the Committee members approved a contract measure
recommendation of "no measure", meaning that no certified Community Small Business Enterprise
(CSBE) participation is required for the design and construction of the project (See Attachment 3,

Design/Build Review Committee Agenda). However, the Responsible Wages and Benefits Ordinance
(Ordinance No. 90-143), as stated in Section 6 of the JPA, is applicable. C3TS and Team Contracting
have both submitted documentation confirming they are complying with this ordinance.
Section 1.4 of the JPA requires that the City implement a Public Involvement Plan (PIP) during the
design and construction of the project to provide information to property owners, tenants, and area
residents, including but not limited to: public meetings, project documentation, business signs,
directional parking signs, and schedules for major work to be performed in the area. The City has
implemented a project PIP.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached Resolution.
