WHEREAS, Request for Proposals (RFP) No. 02-07/08 for establishing a Cultural Arts Themed and/or Other Passive Recreational Activities Program in Altos Del Mar Park was issued on October 30, 2007 with an opening date of April 30, 2008; and WHEREAS, the RFP requested proposals to select a proposer for the development and management of a cultural arts themed and/or other passive recreational activities program in Altos Del Mar Park, located on Collins Avenue, between 76th and 77th Streets; and WHEREAS, apre-proposal conference was held on January 23, 2008; and WHEREAS, BidNet issued bid notices to 30 prospective proposers, RFP Depot issued bid notices to 23 prospective prrposers, and 220 museums, art galleries, art centers, and grant applicants were notified via mail, a-mail, and fax circulation, which resulted in the receipt of one (1) proposal; and WHEREAS, the City Manager, via Letter to Commission (LTC) No. No. 139-2008, appointed an Evaluation Committee ("the Committee") consisting of the following individuals: • Joyce Meyers, Principal Planner, Planning Department; • Leonor Hernandez, Resident of North Beach; • Carol Housen, Resident and President of the North Beach Development Corporation; • Jim Weingarten, Resident and Chair of Art in Public Places Board; • Merle Weiss, Resident and Cultural Arts Council member; • Ramon Suarez, Finance Manager, Finance Department; • Rhonda Gracie, Landscape Project Coordinator, Parks and Recreation Department. and WHEREAS, on June 19, 2008, the Committee convened to make a recommendation, and recommended the sole proposer, Altos Del Mar Sculpture Park, Inc; and WHEREAS, the City Manager concurs with the Committee's recommendation. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Request for Proposals (RFP) No. 02-07/08, for Establishing a Cultural Arts Themed and/or Other Passive Recreational Activities Program in Altos Del Mar Park; Authorizing the Administration to enter into negotiations with the sole proposer, Altos Del Mar Sculpture Park, Inc; and further authorizing the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiation by the Administration. KEY INTENDED OUTCOMES SUPPORTED Increase Community Ratings of Cultural Activities ANALYSIS On October 17, 2007, the Mayor and City Commission approved the issuance of Request for Proposals (RFP) No. 02-07/08 for the purpose of Establishing a Cultural Arts Themed and/or Other Passive Recreational Activities Program in Altos Del Mar Park. The purpose of the Request for Proposals (RFP) was to select a proposer for the development and management of a cultural arts themed and/or other passive recreational activities program in Altos Del Mar Park, located on Collins Avenue, between 76th and 77th Streets. Proposals could include, but were not limited to, the development of performing and/or visual arts programs. (e.g. temporary and/or permanent art exhibits, works of arts, gardens, fountains, with our without related educational and/or entertainment programs). The City will provide the selected proposer with use and access to all or some of the Park area described above. The selected proposer was required to identify who will be responsible for all improvements to the Park, and/or portion thereof contemplated to be utilized by the proposer, including with or without limitation, infrastructure, construction, landscaping, and on-going maintenance. Proposals that envisioned that all costs would be borne by the proposer received maximum consideration during the proposal evaluation process. Commission Memorandum -RFP--02-07/08 July 76, 2008 Page 2 of 6 Likewise, proposals that stipulated that all programming would be free to the general public would receive maximum consideration in the evaluation process. Maximum consideration was also given to proposals that maintained public accessibility to all areas of the Park (except during such times as the Park is closed, and/or such times when a special event may be in progress). The proposer needed to provide all materials necessary to suffiaently describe its proposals including, with or without limitation, related educational and/or other programming, staffing ff required, appropriate insurance for activities/elements, security, and related maintenance. The selected proposer is responsible for handling all personnel issues, including employment, training, and terminations. If all or a portion of a proposal included the development and operation of a visual art and/or otherwise incorporated works of art, that proposal component must meet the American Association of Museums (AAM) guidelines regarding collection protocols and conflict of interest (or any similar standard that typically applies to the arts-related component and/or programming that is being proposed). The City's RFP contemplated a management concession and/or similar type of agreement with the successful proposer, for an initial five (5) year term, with five (5) one year renewal terms, to be exercised at the City's discretion. The Scope of Work/Specificationswas to be addressed by the Proposers in their proposals. Responses had to include, at a minimum, the following: 1) A site plan delineating the proposed use of the Park and/or portion thereof; identifying all specific areas to be utilized and the infrastructure that will be needed to support the proposed use (e.g. lighting, electrical power, water, pathways, gas, etc); 2) The estimated budget for the development of the project/program (e.g. construction costs for infrastructure, lighting, pathways, etc.); 3) A description of all services and programming that would be offered, including days and hours of operation; 4) The proposed management/oversight structure; 5) The estimated budget for the operational costs for the management of the projectlprogram (including security, personnel, etc.); 6) The proposed maintenance and security plans; 7) The estimated budget for the operational costs for the maintenance of the program (including security, personnel, etc.); 8) A description of the potential impact the project/program may have on the surrounding neighborhood. 9) The funding sources for the development, implementation and management/ operation of the project/program a) Amount, if any, of City funds requested b) Amount, if any, of funds provided by Proposer Commission Memorandum -RFP-02-07108 July 16, 200$ Page 3 of 6 10) A timeline for the implementation of the project/program; 11 }Any fees that will be charged to the residents and/or City; and 12)The capacity of the Proposer to develop, implement and maintain the proposed project/program; the Proposers, or in the event a new entity is being formed to respond to the RFP, Proposers principals', past experience in developing, implementing ar maintaining a project/program with a similar scope and impact, as well as engaging in the infrastructure improvements that will be required. 13) Proposer should also include a list of its Board of flirectors, and specify the corporate and tax structure of the Proposer entity. RFP PROCESS RFP No. 02-07/08 was issued on October 30, 2007 with an opening date of April 30, 2008. A pre-proposal conference to provide information to the organizations interested in submitting a response was held an January 23, 2008. BidNet issued bid notices to 30 prospective proposers; RFP Depot issued bid notices to 23 prospective proposers; and 220 Museums, Art Gatleries, Art Centers, and Grant Applicants were notified via mail, a-mail, and fax circulation, which resulted in the receipt of following one (1) proposal; 1. Altos Del Mar Sculpture Park, Inc. After the receipt of only one (1 }proposal, the Procurement Office made an effort to contact the organizations that originally obtained a copy of the RFP in order to document the reasons that prevented those organizations from submitting a proposal. The organizations that kindly provided their feedback reported the following: 55°~ did not submit a response because they could not provide the requested services; 40°lo did not submit a response because they were unable to meet the specifications or provide alternate services; and 5% did not submit a response due to the construction costs associated with the establishment of the cultural program. The Committee members were also provided with Performance Evaluation Surveys and a presentation from all the team members of the firm being evaluated. The following Evaluation Criteria was used to evaluate and rank the proposal: 1. Experience and Qualifications 20 points 2. Past Performance Evaluation Surveys 5 points 3. Quality of Proposed Program 20 points 4. Methodolog and Approach to meet City's obje~ves (including whether or not 25 points fees are charged, area is available to general public, etc) 5. Interview of Key Personnel 10 points 6. Source of Funding Contribution 20 points The Committee discussed their individual percep#ions of the organization's qualifications, experience and competence, unanimously recommending that it was in the best interest of the City to accept the establishment of the cultural arts theme program proposed by Altos Del Mar Sculpture Park, Inc. Points For Negotiations: Furthermore, the Evaluation Committee recommended the following points for negotiation: • Create an oversight board to address all issues, such as educational programming; American Association of Museums (AAM) guidelines compliance; design configuration; sculpture maintenance; City's goals and intention attainment; and compliance with environmental requirements. • Assurance that one third of the Altos Del Mar Sculpture Park, Inc. Board positions to be appointed by the City. • Schedule of a minimum of one (1) community meeting about potential programming and design, prior to Historic Preservation Board. • Establishment of acceptable benchmarking/fundraising levels prior to the initiation of park construction. • If necessary, share costs for moving the North Shore Branch Library building, located on the southwest comer of the Proposal site, which is owned by the City of Miami Beach and leased to the Miami-Dade County Library System. The City is considering options for moving the library to another location, which may make the library building available for integration into programming for Altos Del Mar Park. Commission Memorandum - RFP--02-07/08 July 16, 2008 Page 5 of 6 ALTOS DEL MAR SCULPTURE PARK. tNC PROPOSAL Background Altos Del Mar Sculpture Park, fnc., a Florida 501 (c) (3) Public Charity, states as its mission that it is devoted to developing a public recreational park at Altos Del Mar in order to serve the residents who live in that particular community and the public a# large. Altos Del Mar Sculpture Park, Inc. proposed to "utilize subtle interventions and ecologically harmonious materials, trees and plants, thereby conserving the land while using it as a park with sculpture installations." In addition, Altos Del Mar Sculpture Park, Inq proposed to provide educational and recreational programs to expose the community and other visitors to the art of sculpture, and to advance economic growth in the community. The proposal for the Altos det Mar Park project was designed for the park site to reach its full potential as an active, vital public space in connection with the other public parks and the recreational walk-away while contemplating the visual experience that is an important element of City of Miami Beach's identity. The proposal contemplates that the project will result in creating a pedestrian link to the public spaces to the north and south, and providing current and future residents with a cultural programs destination in conjunction with the other parks. Altos Del Mar Sculpture Park, Inc.'s Board of Directors includes: Gerrit Schulz-Bennewitz, Peter Salle, Dr. Jr Marlene Salle, Loreyne Alicea, Juan Carlos Toca, Dr. Anthony M. Weaver, Andreas Kurtz Betsy Perez, Margarita Blanco, Robert Miller, Klaus Lewin, Jesko Schitthelm, Kevin Rivera, and Christopher Costigan. The proposal describes the team of directors as having "a unique mix of expertise from sculpture park project design; art curating; park project development and generally investment project development in the USA and abroad; executive project management; legal affairs; financial management; financial control; marketing and sales; media; general development; sponsorship; fundraising and grant management.° Timeline and Financing Altos Del Mar Sculpture Park guarantees the execution of the proposed project within the planned project schedules; its goal to open the Altos Del Mar Sculpture Parkin December, 2010. The Board of Directors proposed to finance the entire development and operation of the park with private funds from donations and grants and did will not request funds from the City of Miami Beach. The experience of the key members of the board in funding of projects looks back at more than US $750 million of equity capital successfully secured for different projects, including more than US $ 300 million for art related investment. Park Design Altos Del Mar Sculpture Park, Inc. obtained the services of ArquitectonicaGeo to create the proposed sculpture park design. The Arquitec#onicaGeo's design concept is an "abstract interpretation of forms found in South Florida limestone geology, parkland, and urban life." The "Dunefield" exhibits contemporary sculptures, the "Maritime Garden" exhibits figurative sculptures, and the "Tree Allees" exhibit abstracts sculptures. Commission Memorandum -RFP-02-07/08 July 76, 2008 Page 6 of 6 According to their proposal, these plans include "sound policies for managing the pathways and grounds according to the highest principles accorded to ocean front park property by using materials such as tumbled recycled glass, recycled wooden planks, crushed shell, and coral stone bands which undulate and extnade creating a variety of display areas for the sculptures as well as performance and seating nodes." These surfaces are purported to protect high traffic areas from foot traffic, and reduce irrigation demands. Dense vegetation would surround these areas providing a natural backdrop highlighting each sculpture. Services and Programs The sculpture park is proposed to be open from 10 a.m. to sunset 365 dayslyear. For weddings and other private events, a rental fee of the premises will be charged and the fee schedule will be developed for such private uses. Altos Del Mar Sculpture Park, Inc will provide the following services and programs: • Changing exhibitions of the 10 large and heavy sculptures every three years • Changing exhibitions of small to midsize sculptures at least every 18 months • Guided park tours from Monday through Saturday from 10:30 a.m. to 12:00 p.m. and from 3:00 p.m, to 4:30 p.m. • Art classes on Monday, Wednesday and Saturday from 5:00 p.m. to 6:00 p.m. • Chamber music events every three months. • Book Author Readings every three months. • Kite Flying every three months. • Outdoor Cinema three to four times per year. In collaboration with a Museum of the Moving Image and Partnerships for Parks, an annual outdoorfestival of international film, music, dance, and food will be conducted in the evenings. • Tai Chi classes on Sa#urdays at 9:00 a.m. • Yoga classes on Sundays at 9:00 a.m. • The park will be available for rental for wedding ceremonies on Easter, Christmas Day, Saturdays and Sundays from 3:00 p.m. to 5:00 p.m. All programs proposed by Altos Del Mar Sculpture Park, Inc. will be free of charge the community. As such, the proposal does not contemplate any revenue sharing with the City. Furthermore, the proposer has not requested any funding from the City for this project. CONCLUSION In conclusion, Altos Del Mar Sculpture Park, Inc. was the sole respondent to the RFP. The proposal provides educational and recreational programs for the community in the context of an art sculpture park. The proposal states that Altos Del Mar Sculpture Park, Inc. will finance the entire development and operation of the park with private funds from donations and grants and will not request funds from the City of Miami Beach. The only risk to the City with the award of this agreement is the potential delay in the park's development if the proposer was unable to raise the funding needed for the project. The Administration recommends establishing benchmarks in the agreement to minimize the risk. Therefore, it is recommended that the Mayor and City Commission adopt the Resolution and authorize the City Administration to enter into negotiations with the sole proposer, Altos Del Mar Sculpture Park, Inc; and further Authorizing the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiation by the Administration. INTRODUCTION LETTER Outlinin~a the Proposer's professional specialization; provide past experience to support the qualifications of the Proposer. Proposers shall submit documents that provide evidence as to the capability to provide and implement the services as outlined in this RFP To whom it may concern: At the beginning of 2002, the idea of developing a sculpture park in Miami-Dade was born by two friends and art business partners, the art historian Gerrit Schulz-Bennewitz from Hamburg and the art collector Peter Saile. It was at the time when Peter Saile became aMiami-Dade resident, then living on 1000 Venetian Way on Biscayne Island. Gerrit Schulz-Bennewitz frequently traveled to Miami to meet with Peter Saile for business and other art business associates. Both gentlemen loved the atmosphere of Miami and how it lent itself to the arts. As art professionals they felt that the Miami-Dade community would benefit greatly from a privately initiated art project to make it an even better environment to live in. Due to Gerrit Schulz-Bennewitz past experience from his involvement in the development of sculpture parks in Hamburg, New York City and Rotterdam, first thoughts developed fast into checking out the possibility for the development of a sculpture garden, taking into consideration that the ideal weather conditions in South Florida would allow such a sculpture garden to be open twelve months a year. The Mayor of the City of Miami Joe Corollo indicated strong interest and the availability of an empty lot on the Bay, east of the American Airlines Arena and another empty lot at Watson Island were considered. However, these venues did not materialize during Peter Saile's residency on Biscayne Island. In 2004, Peter Saile moved into his current residence at Collins Avenue and 77~'street. Both initiators saw the empty and then run down Altos Del Mar Park property, and they knew immediately that this would be the ideal property for establishing a sculpture park in Miami-Dade. Both initiators had no connections to Miami Beach City officials and only knew two local residents: Dr. Anthony M. Weaver and Loreyne Alicea. Luckily, Dr. Anthony M. Weaver knew Deede Weithorn and Mark Weithorn, and luckily a meeting between Mark Weithom and Gary Farmer, then President and Director of North Beach Development Corporation ("NBDC") and Peter Saile took place and Peter explained the concept to the NBDC leaders. Mark Weithom recommended the development of a basic design draft for a sculpture garden at the Altos Del Mar Park property and Gary Farmer was able to arrange a first meeting with Max Sklar for Peter Saile. Peter was impressed by the professional procedural explanation, which he got from Max Sklar, which then became the working guideline for the "Altos Del Mar Sculpture Park" development team. Thanks to the initiative of Joyce Myers of the City of Miami Beach and her team of colleagues, public workshops were initiated about the future use of the Altos Del Mar Park property and the other North Shore ocean front park properties. The public workshops confirmed the wish of the residents to use the Altos del Mar Park property for cultural purposes and the residents further confirmed that a sculpture park concept would be a perfect fit for this goal. Furthermore, additional presentations of the project were made at the City Committees: "Art in Public Places" and "The Historic Preservation Board" which got unanimous approvals of the Altos Del Mar Sculpture Park concept. The project continued to get major support by schools, teachers, students, residents and other supporters such as the President of Canyon Ranch, and the President of EMI and other leaders in Miami Beach's business community. More than one hundred and fifty letters of support were received from all over the Miami Beach area. Penn R of 77 Altos del Mar Sculpture Park, Inc. Proposal in reply to request for proposals (RFP) no. 02-07/08 for establishing a cultural arts themed and/or other passive recreational activities program in altos del mar See Exhibit 1(Attached Letters of Support) In 2005, Gerrit Schulz-Bennewitz created the basic concept and the draft of a plan with the future exhibitions concepts, which at the end of 2007 became. the basis of today's design by Arquitec#onicaGeo, which is being presented in our proposal documentation. See Exhibit 2 (Attached Site Plan and Park Design) Once the original concept was created by Gerrit Schulz-Bennewitz, the small group of initiators grew to five persons, among them Peter Saile and Gerrit Schulz-Bennewitz and including Dr. Anthony M. Weaver, Loreyne Alicea and Juan-Carlos Toca, Altos Del Mar Sculpture Park, Inc. was formed and all initiators became Members of the Board of Directors. The goal was to obtain 501 (c) (3) public charity status from the Internal Revenue Service, which was obtained in 2007. Shortly after the company's incorporation three local residents who had heard about the project: Betsy and Rudy Perez and Christopher Costigan, joined the team as major sponsors. In February of 2007, Peter Saile and his then fiance Dr. Jur. Marlene Cassidy organized for NBDC and on behalf of Altos Del Mar Sculpture Park, Inc., the VIP Party for the Miami Beach Art Festival at their house adjacent to the Altos Del Mar Park property. More than 120 guests were able to see the site of the intended sculpture park and first drafts of the sculpture park design and .images from five other, comparable sculpture parks in the USA. Shortly after this, Peter Saile and Marlene Cassidy married in Miami Beach. Marlene Saile, who had been involved in the sculpture park development since November of 2006, became a Member of the Board of Directors in 2007. She was also appointed the President and Chief Executive Officer. In 2008 the board of directors was enlarged with Betsy Perez, Margarita Blanco, Robert Miller and Klaus Lewin. The Board of Directors has decided to finance the entire development and operation of the park with private funds from donations and grants and will not request any funds from the City of Miami Beach. The experience of the key members of the board in funding of projects looks back at more than US$ 750 million of equity capital successfully secured for different projects, including more than US$ 300 million for art related investments. The current Altos Del Mar Sculpture Park, Inc. team of directors has a unique mix of expertise from sculpture park project design, art curating, park project development and generally investment project development in the USA and abroad, executive project management, legal affairs, financial management, financial control, marketing and sales, media, general development, sponsorship, fundraising and grant management. This built in expertise will guarantee that the project will be executed within the planned project schedule and its goal to open the ALTOS DEL MAR SCULPTURE PARK in December of 2010, allowing of course for the awarding of the RFP to Altos del Mar Sculpture Park, Inc. and execution of the agreement with the City of Miami Beach on or before September 01, 2008. As Altos del Mar Sculpture Park, Inc. is an organization formed in 2005 as anon-profit entity for purposes of the proposal, below are the principals' past experience in developing, implementing or maintaining aproject/program with a similar scope and impact. GERRIT SCHULZ-BENNEWITZ Co-Chairman of the Board of Directors Gerrit Schulz-Bennewitz was born in 1962 in Hamburg, Germany. Over centuries his family has built up vast collections of artwork, which many ancestors donated to museums in Bremen and Thuringia in the collections known as Collection Roselius, Collection Schulte and the Bennewitz Collection. After his studies in business administration at the University of Hamburg he became employed at Unilever Corporation in Hamburg. Unilever is amulti-national corporation, formed of Anglo-Dutch parentage that owns many of the world's consumer product brands in foods, beverages cleaning agents and personal care products. At Unilever he completed a three year trainee program becoming the marketing and sales manager in a newly created perfume division. He took the startup-enterprise to the number two key-player position in the worldwide perfume and cosmetic market in only five years. Elisabeth Arden, Revlon, Fendi, Nino Cerutti, Jean Louis Scherrer, Calvin Klein, and Valentino, to name a few, were the brands acquired as a result of Gerrit's work. In conjunction with marketing and sales at Unilever, he pursued art history in continuing education at the University of Hamburg and private galleries in New York. In 1991 Gerrit Schulz-Bennewitz left Unilever to set up his own Art Consultant Company where he provided research, curating, purchase, marketing, and sales advise in a wide range of art related projects. These projects included developing concepts for exhibitions, building up of company and private collections, sponsorships and communications. Unilever was to become his first client where he did a sculpture park installation for them. The list of clients grew to include, among others, British American Tobacco, Mont Blanc, construction companies such as Isenbeck Development and Hanseatica, banks such as Wolbern Bank, Haspa, Vereins, Westbank, and Deutsche Bank, hotels such as Hotel Lindner and publishers such as Verlagsgruppe Milchstraf3e, and Phaidon. Art projects include projects for the German Landmark Association, the Hamburger Kunsthalle, Martin Gropius Bau Berlin, The Beck Foundation, Stuttgart, Victor and Albert Museum, London, the Consul General of India, the Consul of cultural affairs of Australia and Israel. Research work in art history include the artworks of Honore Daumie, Pablo Picasso, Auguste Renoir, Wilfredo Lam, Vincent van Gogh, Claude Monet, Paul Klee, Otto Dix, Lukas Cranach the elder, Michelangelo, Titian, Gustav Courbet, Lovis Corinth, Man Ray, Leonardo des Vinci, to name a few. As a Co-Chairman of the Board of Directors Gerrit Schulz-Bennewitz contributes with great enthusiasm and knowledge to this project. His experience as an international professional and his network of art professionals and his influence will help to make the park and Miami Beach an international recognized art venue. PETER SAILE Co-Chairman of the Board of Directors Peter Salle, born in Germany in January 1941, has been involved in the arts since his early youth. For him the presence of major art in his life was part of his upbringing in a family of art collectors, starting with his grand-father, Karl-Herbert Salle, at the beginning of the thirties. He learned the ins and outs of buying, completing and upgrading art collections from his grandfather and father and leading art experts from the National Art Gallery in Berlin. Peter Salle studied with the late Ella Liehr at the end of the 1'tfties. Later, at the end of the seventies, Peter Salle became the Executive Trustee of a German Art Collection, which he is still responsible for to date, and he developed into a major art collector including sculptures himself. Despite his deep involvement in the arts, Peter Salle studied law and became a venture capital entrepreneur after finishing his law studies in 1966. He became involved in planning, financing, developing and managing industrial projects from car part manufacturing to paper industry productions. Peter Salle has been involved as principal and investment banker in several investment projects in Europe, Asia and the USA with total investments of in excess of US$1 Billion. He was the initiator and developer of the world's largest craft paper factory near Frankfurt/Germany, where one of his companies provided an equity participation of DEM 100 million. Today, this factory is still the second largest in the world. His functions have included ownership, presidencies, chairmanships of large industrial companies including but not limited to the presidency of the Transportbeton Agentur in Berlin, the largest distributor of concrete in Berlin, which controlled the market for more than twenty years. Due to this involvement, Peter Salle has many years of experience of construction and developing real estate investments. After the wall came down in Berlin, among other projects, Peter Salle was the CEO/Chairman of Albert Abela Ameropa LTD., an English conglomerate, which purchased in the former DDR (east Germany) more than 1,700 hotel rooms in five hotels in Berlin, Warnemunde and Leipzig, among them the Five Star luxury hotel Neptun, directly located on the Baltic Sea. After acquisition, all hotels were remodeled and prepared for the Western business and sold with profit some years later. Peter Salle ventured out to the USA in 1973, when he opened his first office in San Francisco, again developing investment projects from farm projects to real estate. One of Peter Saile's companies, USA Real Estate Investments LTD, became the leader in environmentally sensitive properties, which are being used for mitigation purposes. USA RealEstate is the largest owner of mitigation land in California, which is specialized in projects that need to offset negative impacts caused by their construction/development on San Francisco Bay. His company provides land to offset those negative impacts. In 1990 Peter Salle opened his offices in New York City, which does investment projects in the entertainment industry. Peter Saile is also the Managing Director of ARTINVEST (MASTERART) 10, an art investment fund initiated by ARTTRUST MASTERS AG www.arttrustmasters.com, Zurich, which is working with an equity capital contribution from an Institutional Investor of EUR 250 million. Currently this art investment fund is the largest equity capital art fund in the world. Peter Saile can be considered as one of the most experienced venture capital project developers and financiers in the world. Marlene Saile President/Chief Executive Officer/Director Widely recognized as a highly experienced, enthusiastic and results oriented curator, art historian, researcher, writer and attorney-at-law with art, entertainment, corporate and public service experience, Dr. Jur. Marlene Saile was born in Chile in 1962. She received her undergraduate degree from the College at Cortland in New York in 1985 where her studies were done in Romance Languages and Civilization, across-discipline program that included romance languages, art history, literature, and philosophy at such prestigious institutions as the University of Salamanca in Spain, The Sorbonne and L'Institut Catolique in Paris, France and the University of Cologne in Germany. Upon her return to New York in 1987 she received her Juris Doctor degree from the renowned private law school, The New York Law School, in 1990 where she focused in art, entertainment and international law. Her love affair with the arts and analytical thinking began at the tender age of three when she got her first set of Crayolas and at the age of seven when she began her observation of human behavior and asking questions such as: "if we are perfect why do we cry? this eventually led her to formally embrace Buddhism as her personal philosophy. This tale of two loves has been the theme of her life which has played itself out both in her personal work as an artist and collector herself and in her professional work as a curator, art historian, researcher, writer and attorney-at-law in the creative fields of art and entertainment and in the world of business transactions related to these. Her work experience began as a litigator with the New York City Department of Finance, Office of Legal Affairs, where she learned the art of negotiation. In fact, through herAdvertising and Television background, she is considered to be one of the top US Hispanic marketing minds in the industry. An important qualification to have given that Miami represent the largest Hispanic percentage in the country with over 52% of the population being Hispanic. Margarita Bianco Park Designer/ Director Margarita Blanco is an entrepreneur with extensive experience and leadership responsibilities in global business development in the arts. She has specialized in the introduction of internationally recognized companies to new and emerging markets. Some of these include Manning Selvage & Lee Public Relations International, Ketchum Public Relations Worldwide, Arcomat of France (Advanced Construction Systems ), Allflex Europe, Ricardo Bofill-Taller de Arquitectura (Barcelona and Dubosc & Landowski Architectes (Paris ). Ms Blanco pioneered the creation of the Taller de Arquitectura de /as Americas, an international architectural studio in Bogota, Colombia as a strategic alliance between the Colombian Coffee Federation and the Taller de Arquitectura of Ricardo Bofill in Barcelona, Spain. She is the 'champion' for this enterprise, whose determination and persuasive concepts attracts the involvement of a growing number of businesses, patrons and supporters. Margarita has the ability to design, execute and manage complex projects on time and within budget. Ms Blanco is a member of the American Institute of Architects and the American Society of Landsacape Architects. She also serves as a Member of the Board of several international non- profit organizations. Since 2005 she has been the Director of ArquitectonicaGEO, acompany created with Laurinda Spear, FAIA founding principal of Arquitectonica, and George E Fogg, FASLA, to develop creative landscapes that are sensitive at all scales and preserve and restore the natural environment, while designing original interventions with ecological, fresh, and modern intents. As a director of Altos del Mar Sculpture Park she is providing the sculpture park site design and will work to meet the goals of the City of Miami Beach and the community. Juan Carlos Toca Vice-President of Park Construction and Coordination/Director Art, Design, and Construction came to JC at an early age. His childhood upbringing was inspired by natural Caribbean landscapes, colonial architecture such as "El Yunque and Old San Juan",and the architectural designs of Frank Lloyd Wright, LeCorbusier, and Mies van der Rohe. His formal development and education in the arts was basically in his formative years in the Dade County School System. At the WR Thomas Junior High is where he received his most influential art education where he learned art history from The Paleolithic Age to the Modern Age. It was there again that he would be re-introduced to Frank Lloyd Wright but now with a keen insight to the vocabulary of Organic Architecture. Art and Architecture sat their roots in him. His education furthered to Coral Park Senior High where he enrolled in his senior year at the Vocational School Robert Morgan fora 2 year program to become a State Certified Mechanical Draftsman. The formal education in drafting gave tangible expression to his ideas and thoughts on paper. He could now think with the freedom of a hand sketch or with the intricate and dimensional detailing of the mechanical arm attached to the drafting table. Paper would become his most loyal audience. His architect-surveyor employers would take notice too. At the age of twenty he started sculpting commissions for patrons in the field of architecture and real estate development. My sculpture has been compared to Brancusi, Henry Moore, 8 David Smith. My work has been exhibited in local venues and prominent museums in the United States. My professional career experiences have progressively matured from the humble beginnings of a draftsperson and designer to currently holding a State of Florida Certified General Contractor. Residing in Zurich, Klaus also has a "pied-a-terre"at the La Gorce Golf Course in Miami Beach. From 1974 to 19$6 Klaus operated his own property investment and development company for commercial and residential developments, specifically for the reconstruction and preservation of architecturally and stylistically valuable buildings in metropolitan cities such as Hamburg and Bremen. This allowed him to combine his interest for art, historical architecture and business entrepreneurship. Since 1992 he has focused on investment banking and corporate finance at Lennox Securities AG, a Swiss financial services corporation, where he is a shareholder and managing director and responsible for supporting privately held companies to advance their equity resources in conjunction with institutional funding sources. This function includes the development of equity capital solicitation systems, which require that a substantial part of the solicited multi million equity funds had to be donated to social, cultural or humanitarian public. projects. Klaus has also provided financial advice to individual investors in many diversified areas of investment including fine art and- sponsorships of charity programs. Throughout his activities in sales, fundraising for humanitarian purposes, finance and investments, he has always kept a link to the arts with his clients by advocating art as investment and benefitting from the charity aspects of some of those investments. His father, Jurgen Schitthelm, is the Managing Director of the world famous Berlin theatre "Schaubiihne am Lehniner Platz", which he also co-founded in 1962. Jesko's parents' house was always full of national and international famous actors, directors, writers, producers, painters and the whole West- Berlinart scene were regular guests. As a result he developed from his young age a strong interest and connection with the arts in general. After finishing school in 1991, Jesko started an apprenticeship at the "Regina Ziegler Filmproduktion" (today's "Ziegler Film")and he worked there until 1996 as a production managerfor film and TV productions. There he became an expert on the creation of budgets, calculations and funding. In addition, Jesko learned everything about funding and financing of projects due to his involvement with the "American Trust Corporation (Deutschland) GmbH" and "American Trust (Schweiz) AG", which are financing and investment project management companies. Jesko was the coordinator for the funding of this venture "The Label Records Company, Inc." which had offices in Miami Beach. As a result, Jesko has a very strong relationship Miami Beach as he worked and lived there for a number of years between 1998 and 2001. Jesko teamed up with Peter Saile and his group of companies in 1996 and in the same year he became Vice President of "Artinvest AG", which is a subsidiary of "Arttrust Masters AG" and is now the managing company for "Artinvest (Masterart) 10", an investment art fund with an equity capital contribution from an institutional investor of € 250 million. With his involvement in Artinvest AG Jesko Schitthelm gained a lot of knowledge about fine arts and especially about the technical methods for examinations to prove authenticity. Today Jesko is an expert at managing financial analysis, developing spread sheets, cash flows, profit and loss statements, budgets and at fundraising. The above experience makes Jesko specially qualified to be the Director of Development for this project. Kevin Rivera Director of Grant Writing A native of Miami, Florida and since 2006 a resident of Miami Beach, Kevin's interest in the arts started at a tender age having a family involved in the arts. At the young age of eighteen, Kevin was accepted into the Julliard School of Arts & Performance. Performing in such studies of art and performance Kevin went on to be awarded, by the Honorable Governor Chiles, the merit of "Florida's Finest" for all his hard work and dedication. Kevin chose to apply a quote from Michelangelo to his life: "A man paints with his brains and not with his hands". Inspired by these motivational words Kevin sought out his expression of art through not only music, lyric, and design, but through business as well. In 2007 Kevin ventured into the realm of creating a finance business of his own, Elite Global Finance, which has grown into a strong asset to the communities of Miami Beach. When Kevin heard about the planned Altos Del Mar Sculpture Park at a public workshop for the North Shore Park area organized by the City of Miami Beach in 2006, he contacted the initiators of the sculpture park, and later applied for the function as grant writer for the project. Dr. Anthony Weaver Secretary/Director Born in New York, Tony has a PhD from Stanford University. He is a marine biologist and closely connected with nature and especially with the sea. Besides his scientific involvement, TONY has developed aquaculture production facilities for several million dollars in California and learned to organize and manage start up ventures from scratch. During his investment development period in California, he met Peter Saile as an investor in ,his projects, and since then Tony and Peter are working together in different venture capital development projects in the USA and Europe. Tony is 8 years a resident of Miami and Miami Beach. He has been interested in the arts all his life. For more than 10 years Tony works closely with the artist OMIROS, Paris and New York and his world wide promotion and exhibition program (www.omiros.org). Tony also works also for the OMIROS foundation and its President Dr. Paul Hriso. Tony is one of the founders of ALTOS DEL MAR SCULPTURE PARK, ING. Christopher Costigan Community Sponsor/Advisor As a full time resident of Miami Beach, Chris has great interest in what he can do to help build the community of North Miami Beach. His father was a co-founder of the Union County Arts Center, New Jersey's third largest arts center. His family background has certainly helped to nurture my interest in the arts. Since moving to Miami Beach, he has also become an avid art collector, investing heavily in local talent (South Florida artists or those represented by local galleries). Additionally, Chris is a successful entrepreneur who has built a popular media firm and web publication that specializes in news, sports and entertainment odds -Costigan Media. His company has been profiled in dozens of major magazines, newspapers and on television programs around the world. His company was mentioned in the 2006 Forbes Billionaire issue (in the cover story) as the individual appearing on the cover was one of his clients. He has been profiled on South Florida CBS 4, The Miami Herald, The Sun Sentinel, The Weather Channel and various Canadian Media. Both companies seek to create a unique park that meets the needs of the present without compromising the needs of the future by utilizing subtle interventions and ecologically harmonious materials, trees and plants thereby conserving the land while using it as a Park with sculptures. Our motto is: "Putting Sculpture at the Service of Nature and the Community"! The design also takes into account that Miami Beach is a barrier island formed by an accumulation of sediment on limestone shoals; that the property is ocean front property within the urban framework of the North Beach community, all of which inform the aesthetics and layout of the space: An allee, dunes and a maritime planting pallette provide a landscape design appropriate to the site making Altos Del Mar Sculpture Park as unique worldwide as is the site. ArquitectonicaGeo's design concept is an abstract interpretation of forms found in south Florida limestone geology, parkland and urban life! The park is naturally divided into three natural sculpture "rooms". Sculptures are exhibited in three distinct outdoor galleries in which the user can navigate through the exhibit along a path that will change as the sculptures change from contemporary to figurative to abstract. The "Dunefield" exhibits contemporary sculptures. Seen southbound from beach and from the recreational beach walkway they create an invitation for the wanderer to go see what is in that dunefield. Contemporary sculptures are a part of the experience while walking on the tumbled recycled glass pathways as they weave through the sand dunes. Planted dunes distinguish sculptures from one another visually and physically. The "Maritime Garden" exhibits figurative sculptures. Seen northbound from the beach and the recreational beach walkway, they create the same invitation to go see what is in that maritime garden. Recycled wooden planks and crushed sea shell meander through dense planting areas providing backdrops for the sculptures and shady seating areas for relaxation and contemplation. The "Tree Allees" exhibit abstract sculptures. Seer3 from Collins Avenue to the driver and occasional pedestrian, they open up views into the park announcing it to the community. Paths here are made of stepping stones and coral stone bands set in fawn creating a path that encourages the user to "choose their own way" to come up onto a large open space which sits in the center of the park allowing for a variety of community activities, events, and performances. These plans include sound policies for managing the pathways and grounds according the highest principles accorded to ocean front park property by using materials such as tumbled recycled glass, recycled wooden planks, crushed shell, and coral stone bands which undulate and extrude creating a variety of display areas for the sculptures as well as performance and seating nodes. Dense vegetation would surround these areas providing a natural backdrop highlighting each sculpture. The site plan takes into account the neighborhood context and the recreational beach walk. The park will result in creating a pedestrian link to the public spaces to the north and south, and providing current and future residents with a cultural programs destination in conjunction with the other parks. The sculpture park will continue to provide a quiet and relaxing oasis in a sculpture setting. The openness of the space, views of the ocean and sky, and gently rolling topography will continue per the site plan and design of ArquitectonicaGeo. !t will combine to provide a sense of peace and tranquility, even though Collins Avenue runs along its western edge. The City contemplates entering into a management concession and/or similar type of agreemen# with the successful proposer, for an initial five (5) vear term, with five (5Zone year renewal terms, to be exercised at the City's discretion. The term of the contract shall be negotiable for a longer period of time if the proposal awarded offers capital investment(sl. We request an initial ten year term with additional five year renewal terms at the discretion of Altos Del Mar Sculpture Park, Inc. The term as stated will allow Altos Del Mar Sculpture Park, Inc. to fulfill its mission and vision statements for the benefit of the community at large. This term is also warranted by the fact that ADMSP will have major capital investments, which will be funded in its entirety by private, corporate and foundation donations. The City of Miami Beach will not be asked for any funding. Additionally, in order to develop and maintain the main programming of the park which is to do changing exhibitions every three years requires a long term planning and therefore needs adequate time frames. The change of exhibits is a very costly undertaking and requires transportation, transportation insurance, further investments in foundations and substantial installation costs. The preparation for a new exhibition with changing sculptures will take at least twelve months. It would be unfeasible and lead to an absurd result if a new exhibition of major sculptures would not have the security that it can last the planned 3-year term, as agreed upon with the donors of such sculptures. 3. A description of the potential impact the proiect/proaram maY have on the surrounding neighborhood. The impact of the planned Altos Del Mar Sculpture Park can be expected as follows: 1. North Beach will become a major cultural destination place for local and international visitors alike who will enjoy works of art in an ocean front public outdoor natural setting. 2. The park will draw thousands of new visitors each year. 3. Local and international visitors will spend quality time at the sculpture park and will be the best ambassadors for Miami Beach when they return to their home locations, thereby increasing the numbers of visitors every year. 4. Local hotels, restaurants, entertainment venues, local government, cruise lines, airlines will be have added value in their marketing of Miami Beach as a cultural vacation destination. 5. Local and international visitors will spend time and money in the neighborhood. This will allow restaurants, hotels and small business owners in the neighborhood to upgrade their restaurants, shops and hotels and develop a healthy economy and prosperous environment in this area of Miami Beach. 6. it will help to elevate Miami Beach to a worldwide acknowledged art location. 7. North Beach will have the chance to become the area of Miami Beach, where galleries may be interested to open, since it will draw a lot of visitors interested in the arts in general 11. Create a pedestrian link to the public spaces to the north and to the south. The community at large will be able to recreate at the park or combine it with a general stroll through the walkway. 12. Provide current and future residents with a more formal park space at their front door. 13. The community will benefit from the community programs that will be offered at the park. 14. Students will be able to work in an art environment and will be able to gain community and extra-curricular academic credits. 15. Students will be able to study the history of sculpture at the park, guided by an art historian employed by Altos Del Mar Sculpture Park, Inc. 16. A description of all services and programming that would be offered including days and hours of operation The sculpture park will be open from 10 a.m. to Sunset 365 days/year. In keeping with the public mantra "TEN PLACES IN NORTH BEACH: THE POWER OF TEN", following are ten things to do at the park in the form of services, which Altos Del Mar Sculpture Park will offer to the public: 1. Changing exhibitions of the 10 large and heavy sculptures every three years. 2. Changing exhibitions of small to midsize sculptures at least every 18 months. 3. Guided park tours by Altos Del Mar Art Historian, available from Monday through Saturday daily from 10:30 a.m. to 12:00 p.m. and 3:00 p.m. to 4:30 p.m. 4. Art Classes on Monday, Wednesday and Saturday from 5:00 p.m. to 6:00 p.m. Altos Del Mar Sculpture Park will help the public's awareness of and education about the development of sculpture through the past century to today. It is our goal that our art class service provides the knowledge of how sculptors have touched and influenced our daily life and enjoyment from pure art to the design of modern structures. Therewith our art class service will promote the education through enjoyment, understanding and appreciation of sculpture in a natural park environment. We will offer an education program in the history of the development of sculpture and will have a variety of innovative classes and activities for children and adults. We will also have Winter Outdoor Art Making Workshops offering diverse groups of children and adults the opportunity to participate in hands-on activities inspired by the exhibitions at the park. Taught in the park by past and current exhibiting artists, they learn fundamental and contemporary art-making techniques. Book Author Readings every three months. We will bring artists and authors to read from their latest work be it poems, short stories, essays or books. 7. Kite Flying every three months. Participants learn about the history of kite making and the many different cultural and ceremonial kite rituals and festivals around the world. In this event, which will take place four times a year, children and adults can build, decorate and fly their own kites in the park. 8. Outdoor Cinema three to four times per year. In collaboration with a Museum of the Moving Image and Partnerships for Parks, an annual outdoor festival of international film, music, dance and food will be conducted in the evenings. In addition, visitors will be able to sample international cuisine, picnic on the grass as the sun sets over the Beach, enjoy performances by local musicians and dancers and, as the sky darkens, see exceptional international films on a large format screen -all set against the spectacular backdrop of the Miami Beach and the ocean. 9. Tai Chi Classes on Saturdays at gam. Altos Del Mar Sculpture Park will provide Tai Chi classes in the Park. Participants will have the chance to relax and exercise among changing exhibitions of contemporary outdoor sculpture. 10. Yoga Classes on Sundays at gam. Yoga classes integrating body postures, breathing techniques, relaxation and meditation. Classes will be customized for Altos Del Mar Sculpture Park members. In addition the park will be available for rental for wedding ceremonies on Easter, Christmas Day, Saturdays and Sundays from 3:30 p.m. to 5:00 p.m. 5. Any fees that will be charged to the residents andlor City No fees will be charged to the residents or to the City. For weddings and other private events, a rental fee of the premises will be charged according to a reasonable fee schedule that will be prepared for such events. 6. Programming is the most important component of this RFP and while some proposals may require more construction than others they shall not be weighted differently A series of programmed exhibitions ranging from historical to contemporary art will be showcased during the seasons. We plan to exchange our large sculptures, which are mounted on permanent, heavy foundations with new ones at least every five years. Our exhibition of smaller sculptures will see changes at least once a year, featuring aworld-class year round outdoor experience sculpture park, a changing sculpture gallery. People were eager to recover the years of their lives lost during the war. The US began to play a role of increasing importance for Europe. One of the most significant by-products of the intellectual upswing in the mood of the period was the revival of interest in the human body among artists and sculptors, who approached the theme in a wide variety of ways. ART DECO emerged, and Archipenko's Rotating Torso must be seen in this context. Building facade design was markedly influenced by ART DECO. Many sculptors, among them such artists as Charles Despiau and Marcel Gimond, retained their calm style, while Picasso once again injected restlessness into sculpture. The wonderful works of Marino Marini date from this period, as to those of Hermann Haller and Pablo Gargallo. Those years witnessed the appearance of works by Charles Chester French, who realized Michelangelo's dream of transforming an entire mountain into a sculpture in Mount Rushmore. Other noteworthy American artists active during this period were James Earle Fraser and Paul Manship, who embraced ART DECO following a stay in Rome. In Germany, Ernesto de Fiori, who had become a German citizen, was at work on his delicately nerved human figures. Matare and Barlach experienced a phase of creative bloom in those years. The works of Giacometti and Brancusi that date from this period also represent important phases of their authors' development. Brancusi created the most astounding sculptural work of the era between 1935 and 1938, the soldiers' memorial in Tirgu Jiu, the only modern memorial of its kind erected during the period. Art critics and historians still wonder today why he chose a small Romanian country village as the site for this work. The first Surrealist sculptural works of Joan Miro and Salvador Dali (Venus de Milo with Drawers, 1936) also represent the triumph of modernism. The Fascination of Technology Sculptors sought to compete with architects by creating towering sculptures. They were fascinated by the rationality, the purposefulness, and the predictability of architectural design. Technology invaded both figure and object; the Bauhaus gained rapidly in significance. Artists involved in this line of development included Oskar Schlemmer, Laszlo Moholy-Nagy, EI Lisitzky, Naum Gabo, Max Bill, the American Alexander Calder and Alexander Rodschenko. This fascination was overshadowed by the increasing mood of unrest that prevailed during the interim between World Wars, which is expressed in playful, irrational forms. A Surrealist revolution gave rise to debates on strategy in art. Artists associated with this tendency were Chirico, Kurt Schwitters, Man Ray, Hans Arp, Marcel Duchamp, Magritte and Giacometti, as well as Meret Oppenheim. Characteristic of the years between World Wars were pensive, arresting works of sculpture. One of the most important works done during this period is Max Beckmann's Mann im Dunklen (Man in the Dark) in which he hinted at the catastrophe that loomed ahead as early as 1934. New Departures 1945 -1960 As the world began to catch its breath in the aftermath of war, the focus of modern sculpture shifted toward redefinition and re-formation of the figure. Representatives of this tendency included Giacometti and Moore, with all of their dissimilarities, as well as Laurens and Richier. For reasons specific to the genre, figurative aspects endured longer in sculpture than in painting. Gradually, non- representational sculpture gained the upper hand, in the work Arp, Wotruba, and Calder, for instance, and in the constructive invention of pure form in the art of Max Bill, Gabo, and Pevser. Such artists as Nathan Rapoport or Gerhard Marcks realized significant works during this phase. Ossip Zadkine created his City Destroyed in Rotterdam. An equally powerful current in the sculpture of these years was invigorated by such defenders of "realism" as the Italian artist Giacomo Manzi. This period was marked by rivalry among a number of movements that sought to take the lead on the quest for the right approach to sculpture - Surrealism, Realism, Constructivism, and others. Post Modernism and More As developments proceeded in the years following 1945, constraints on the presentation of artwere gradually lifted. Viewers were increasingly receptive to the new forms of expression and learned to accept them as a part of their everyday experience. Radical shifts and new concepts in art were no longer automatically suspected of posing a danger to society. Subversive concepts were absorbed as sources of creative energy by society. Socio-cultural processes contributed to the mix. Art embraced pluralism intolerant of dogma which found expression in a staggering diversity of trends and currents. In sculpture, public favor was bestowed primarily on artists that sought to mediate between abstraction and figuration. Currents such as Minimal Art, Arte Povera, Fluxus, Pop Art, Land Art and tnstallation gradually began to take shape. After aten-year hiatus, Giacometti began presenting his works to the public again. Young British sculptors like Reg Butler and Eduardo Paolozzi .presented their work. George Rickey, Hans Cricken, Chillida, and others realized monumental metal sculptures, and Uecker, Tinguely, Nikki de St. Phalle, and Claes Oldenburg rose to the status of classical sculptors. Anselm Kiefer created his Books, Naim June Paik made video installations, and Conceptual art entered the foreground. Rounding out this brief resume, we look to artists of the 21st century, who are just now beginning to break free of the influences described above -among them such artists as Stefan Balkenhol, Jessica Stockholder, Absalon, Sophie Calle, Sylvie Fleury, Isa Genzken, Miroslav Balka, Sol Lewitt, Lawrence Weiner, Clegg & Guttman, Jeff Koons, Matt Mullican, and so on and so forth. 7. Since there are not any facilities at Altos Del Mar Park at this moment. some improvements and/or enhancements to the land are expected to be initiated by the successful proposer However, if a construction component is incorporated into the proposal it shall be realistic, and achievable. The proposer shall demonstrate to have the financial capability for completion of the pro(!QCt. Altos Del Mar Sculpture Park, Inc. requires the construction of eleven foundations for large sculptures. The size of each foundation will be 5 meters X 5 meters X 0.5 meters to maximum 1 meter. The foundations will be constructed in concrete and steel. Furthermore, a small, one level entrance pavilion with 1,200 square feet size needs to be constructed and walkways for each sculpture style. We will also add facilities such as toilets, water fountains and benches. While Altos Del Mar Sculpture Park, Inc. is a company that was established for the sole purpose of developing and managing the sculpture park and which has no history of planning, financing and developing a project, it is the individuals involved in the project as the initiators, directors and officers who have the capability to complete the project. The Co-Chairman Peter Salle by himself has realized several large industrial developments and construction projects with investments exceeding the US$ 1 Billion mark. Also the other members of the board of directors are very experienced in project developments and management. The City's objectives while establishing a cultural arts themed and/or other passive recreational activities program in Altos Del Mar Park are the following; a. To comply with the restrictive covenant on the land this states: "The property shall only be used for conservation or public recreation purposes". Altos Del Mar Sculpture Park, Inc. is in compliance with all restrictive covenants and will use the property only for public recreation purposes. The use of the property as a publicly accessible sculpture park within a structure of parks in Miami Beach will conserve the property. b. To provide~roarammina that will attract a wide variety of ape croups to the park, with a suggested theme of cultural arts. Altos Del Mar Sculpture Park with its clearly defined cultural arts theme is geared towards all age groups, from children to senior citizens. c. To provide the facilities, infrastructure, maintenance and security necessary to support the proposed programs at little or no cost to the City. Altos Del Mar Sculpture Park will provide the facilities, infrastructure, maintenance and security necessary to support the proposed sculpture park at no cost to the City. d. To complement activities and programs in nearby parks and open spaces, including North Shore Open Space Park, Ocean Terrace and Bandshell Park, as described in the North Beach Oceanfront Parks master plan. ArquitectonicaGeo has studied the above mentioned areas and has made sure that the sculpture park is compatible with the above mentioned parks. The park will result in creating a pedestrian link to the public spaces to the north and south, and providing current and future residents with a cultural programs destina#ion in conjunction with the other parks. The sculpture park will continue to provide a quiet and relaxing oasis in a sculpture setting. The openness of the space, views of the ocean and sky, and gently rolling topography will continue per the site plan and design of ArquitectonicaGeo. We will design, implement and manage an integrated development plan to solicit and secure funds and resources that enable the park to accomplish its mission, vision and strategic goals. We will increase major donor support by identifying, cultivating and soliciting existing relationships and new major donors fdr capital, annual and endowment gifts. We will develop a climate of philanthropy and relationships with sponsors, donors, volunteers and work hands-on to cultivate and solicit donations, building a portfolio of individual donors. BUSINESS PLAN The Proposer shall present a detailed 1. gyration, 2. marketingt and sales promotion plan for managing and operating the proposed ProiectlPros~ram. Some of the items requested in the Business Plan have been mentioned throughout the RFP however, it is further fine tuned and detailed below: 1.OPERATIONS: These activities include, but are not limited to; developing a public art sculpture park collection by locating, selecting, acquiring, designing, building, placing, marketing, running and maintaining the sculptures and the public programs at Altos del Mar Park located in Miami Beach as follows: a) Administer annual work plan and budget. b) Maintain sculpture selection process. c) Administer custodial responsibilities for sculptures. d) Maintain and conserve the park property as a public recreational park facility. e) Maintain educational role to serve the community. f) Promote and market the park and the educational and recreational programs. g) Act as a manager or concessionaire for the city of Miami Beach at the Altos Del Mar Park site. h) Setup an endowment fund for the benefit of the charity that provides a predictable, independent source of income from year to year. i) Follow our Mission and Vision Statements. As such, this marketing plan needs to apply to the first year with along-term focus; however, revisions may be required as often as the start of each new quarter. In this sense, our marketing plan will follow a similar approach to that of our financial plan from a "forecasting" platform. 1. Frequent Press Releases -Sent out via the Internet for distribution on Google News, Yahoo and other viable wire services. Altos Del Mar Sculpture Park already utilizes accomplished writers who will be donating their time and effort in submitting press releases to a target audience. 2. Website Search -Altos Del Mar Sculpture Park will be utilizing experienced individuals for Search Engine Optimization. Our group of community members is comprised of individuals who are extremely well versed in this area including media savvy web publishers. The website will be updated with upcoming events and educational classes for the community as well as the newsletter that can be downloaded. 3. Media Visibility - As mentioned above, Altos Del Mar Sculpture Park has aligned itself with individuals highly experienced in public relations and those with extensive media contacts including television, as well as mentions in heavily circulated publications. 4. Word of Mouth -This will be our primary marketing focus. Each guest to our park will perform the duties of a walking #alking advertisement for the Altos Del Mar Sculpture Park once they are through with their initial visit. We are so confident in our Customer Service plan that it is our heartfelt belief that those who experience the park wilt return again and again, each time introducing someone new to the "Altos Del Mar Sculpture Park experience". He or she will tell friends and family around the world, some of whom may be tempted to visit Miami Beach for the first time. Sculpture Parks, by their very makeup, are among the most inviting of all green spaces through the embracing of cultural awareness, enrichment of lives, and by encouragement of creative thought process while actively engaging visitors in experiences of sculpture and nature simultaneously. Sculpture parks often act as the "centerpiece" for many travel excursions and the Altos Del Mar Sculpture Park will certainly not be an exception to this concept. 5. Partnership Opportunities -The artistic community istight-knit and works in conjunction with other like-minded causes. Altos Del Mar Sculp#ure Park will reach out to this community in a major way, welcoming any form ofcross-promotion, whether it is shared display of brochures or mentions in newsletters, advertising, and promotion including guest art-historians, curators, sculptors and other artist visits. 6. Newsletters -This tool will be employed primarily as a means of encouraging ongoing participation with Altos Del Mar Sculpture Park with the goal of encouraging ongoing visits. 7. Neighborhood Initiation Projects -The Altos Del Mar neighborhood and surrounding area will play an integral part in the success of the Sculpture Park. Mailers wiN be routinely distributed to area residents via our regularly updated residential database. Likewise, Miami Beach officials will be encouraged to participate and .enjoy a sunny afternoon with area residents strolling through the park. 8. Product Advertising -Altos Del Mar Sculpture Park also intends to implement sale of products to a limited extent for purposes of advertising. Such products will include shirts, pens, souvenir books for both Adults and Children, coffee cups, and other small trinket items. Even the neighborhood pets will be embraced as the gift shop will feature doggie and cat attire brimming with the Park imagery and logo. Our pet-friendly park will even come equipped with Altos Del Mar Sculpture Park branded dog and cat water bowls, which will also be available for purchase. The Altos Del Mar Sculpture Park website will include a section for sale of these items. Revenues generated through the sale of these items will be used towards the ongoing operation of the Park. Each item sold will meet specific standards set forth by the City of Miami Beach and, wherever possible, encompass the community as a whole.
