A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER,
PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 26-07/08, FOR THE
DEVELOPMENT AND UPDATE OF THE TRANSPORTATION ELEMENT OF THE CITY OF
MIAMI BEACH COMPREHENSIVE PLAN IN COMPLIANCE WITH THE EVALUATION AND
APPRAISAL REPORT; AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH THE TOP-RANKED FIRM, THE CORRADINO GROUP; SHOULD THE
ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY NEGOTIATE AN AGREEMENT
WITH THE CORRADINO GROUP, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE
WITH THE SECOND-RANKED FIRM, PLANNING RENAISSANCE GROUP; AUTHORIZING
THE APPROPRIATION OF CONCURRENCY MITIGATION FUNDS, FOR A NOT TO EXCEED
AMOUNT OF $175,000; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AN AGREEMENT, UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS.
WHEREAS, on April 16, 2008, the Mayor and City Commission approved the issuance
of Request for Qualifications (RFQ) No. 26-07/08, for the Development and Update of the
Transportation Element of the City of Miami Beach Comprehensive Plan in compliance with the
Evaluation and Appraisal Report (the "RFQ"); and
WHEREAS, the purpose of the RFQ is to retain a consulting firm to develop, update and
provide the necessary data and analysis that are required to amend the Comprehensive Plan to
include a Transportation Element as required by Florida law; and
WHEREAS, the RFQ was issued on April 28, 2008, with an opening date of June 9,
2008; and
WHEREAS, apre-proposal meeting to provide information to prospective proposers was
held on May 12, 2008; and
WHEREAS, BidNet issued notices to 53 prospective proposers and RFP Depot issued
notices to 48 prospective proposers, and the Procurement staff did an outreach to 153
architectural and engineering firms; which all resulted in the receipt of two (2) proposals from
Renaissance Planning Group, and The Corradino Group, respectively; and
WHEREAS, the City Manager, via a Letter to Commission (LTC) No. 166-2008,
appointed the following individuals as committee members:
• Xavier Falconi, PE Transportation Manager, Transportation Division;
• Mercedes Lamazares, Principal Planner, Planning Department;
• Jeff Bechdel, New Business Specialist, Miami Dade County Transit Department;
• David Henderson, Bicycle Pedestrian Coordinator, Metropolitan Planning Organization,
Miami Dade County;
• Gabrielle Redfern, Resident and member of Bikeways Committee;
• Jack Ruiz, Resident and member of Bikeways Committee;
• Frank ICruszewski, Resident and Chair of the Planning Board; and
WHEREAS, on June 26, 2008, the Evaluation Committee (the "Committee") convened
and determined that presentations were needed; and
WHEREAS, on July 2, 2008, the Committee reconvened for presentations; and
WHEREAS, on July 08, 2008, the Committee unanimously agreed to recommend The
Corradino Group, as the top-ranked firm, and the Planning Renaissance Group as the second-
ranked firm; and
WHEREAS, the Project will be funded with Concurrency Mitigation Funds from South,
Middle and North Beach, in an amount not to exceed $175,000; and
WHEREAS, the City Manager has reviewed and concurs with the Evaluation
Committee's recommendation.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
accept the recommendation of the City Manager, pursuant to Request for Qualifications (RFQ)
No. 26-07/08, for the Development and Update of the Transportation Element of the City of
Miami Beach Comprehensive Plan in Compliance with the Evaluation and Appraisal Report; and
authorizing the Administration to enter into negotiations with the top-ranked firm, The Corradino
Group; should the Administration not be able to successfully negotiate an agreement with The
Corradino Group, authorizing the Administration to negotiate with the second-ranked firm,
Planning Renaissance Group; authorizing the appropriation of Concurrency Mitigation Funds,
for a not to exceed amount of $175,000; and further authorizing the Mayor and City Clerk to
execute an agreement, upon conclusion of successful negotiations.

The Committee, after reviewing the scoring and ranking received by each proposer, unanimously agreed
on a motion presented by Gabrielle Redfern and seconded by Chairperson Frank Kruszweski to
recommend The Corradino Group as the top-ranked firm and the Planning Renaissance Group as the
second-ranked firm.

ANALYSIS
On April 16, 2008, the Mayor and City Commission approved the issuance of Request
for Qualifications (RFQ) No. 26-07/08, for the Development and Update of the
Transportation Element of the City of Miami Beach Comprehensive Plan in compliance
with the Evaluation and Appraisal Report (the "RFQ").
The purpose of the RFQ is to select the most qualified firm to plan for a multimodal
transportation system that places emphasis on multimodal transportation systems.
Based on the analysis of existing conditions and an assessment of future transportation

needs, the outcome will provide a list of improvement projects as well as potential
funding sources to address those needs. Altogether the Transportation Element will
generate a 20-year multimodal Capital Improvement Program to satisfy the existing and
future demands on the City's transportation system.
The Plan currently contains a Traffic Circulation (inclusive of a Pedestrian/Bike
Circulation Objective), Mass Transit and a Ports and Related Facilities Elements, which
now must be combined in an all-encompassing Transportation Element. The data and
analysis used in the Traffic Circulation and Mass Transit Elements were last updated in
the year 2000. The entire Plan must be updated and receive preliminary approval by the
City Commission by January 2009 at which time it would be submitted to the South
Florida Regional Planning Council and the Florida Department of Community Affairs
(DCA) for their review and approval. Within sixty (60) days thereafter, DCA will issue the
Objections, Recommendations and Comments Report (ORC) and the Plan amended in
accordance with the recommendations of the report. The Plan must be finally adopted
by June 2009. In order to meet this deadline, the first draft of the Transportation
Element should be completed by September 2008, and public meetings would occur in
November 2008. The Element will be revised according to the results of the public
meeting and would be presented to the City Commission January 2009 meeting.
The Transportation Element will build from information and data contained in existing
multimodal plans; already in existence such as the Municipal Mobility Plan, the Coastal
Communities Transportation Master Plan and Transit Study, and the Atlantic Greenway
Network Master Plan. The scope of work will consist of the following components:
• TASK 1: PUBLIC INVOLVEMENT AND AGENCY COORDINATION
• TASK 2: REVIEW EXISTING STATE, COUNTY AND CITY PLANS AND
POLICIES
• TASK 3: INVENTORY OF EXISTING TRANSPORTATION FACILITIES
• TASK 4: FORECAST FUTURE TRAVEL DEMAND WITHIN MIAMI BEACH
• TASK 5: DEVELOP TRANSPORTATION SYSTEM ALTERNATIVES
• TASK 6: DEVELOP TRANSPORTATION SYSTEM PLAN AND LEVEL OF
SERVICE THRESHOLDS
• TASK 7: DEVELOP TRANSPORTATION FINANCING PROGRAM
• TASK 8: PREPARE FINAL REPORT AND IMPLEMENTATION PLAN
In general, the project objectives are in compliance with Florida Administrative Code
(FAC) Rule 9J-5.019; Development of a Transportation Element, including roadway,
freight, pedestrian and bicycle plans, planned improvements including local street
extensions and connections, needed sidewalks, pedestrian crossings, and bicycle facility
improvements; local street connectivity plan, street design standards, functional
classification, access management standards, financing strategies, and amendments to
implementing ordinances; analysis of growth scenarios for transportation impacts, and
development of recommended mitigation measures.
The cost and terms for the agreement will be negotiated after the Mayor and City
Commission authorizes the Administration to enter into negotiations.
RFQ PROCESS

EVALUATION PROCESS
On June 26, 2008, the Evaluation Committee (the "Committee") convened and
discussed previous work done by each company. They further discussed the
qualifications and credentials of the two (2) proposing firms reviewing the following
criteria:
A. The experience, qualifications and (portfolio) of the Principal Firm
(5 points);
B. The experience, qualifications and (portfolio) of the Project Manager
(5 points);
C. The experience and qualifications of the professional personnel assigned
to the Project Team (10 points);
D. Willingness to meet time and budget requirements as demonstrated by
past performance (15 points);
E. Certified disavantaged business enterprise (DBE) participation. Either the
Prime Consultant or the sub-Consultant team may qualify for proof of
DBE certification. Accepted DBE certifications include the Small
Business Administration (SBA), State of Florida, or Miami-Dade County
(5 points);
F. Location (5 points);
G. Recent, current, and projected workloads of the firms (5 points);
H. The volume of work previously awarded to each firm by the City
(15 points);
I. Project Implementation Strategy to comply/meet with the expedited
timeframe described in this RFQ and demonstrated successful similar
projects (15 points);
J. Demonstrated success in providing Transportation planning services (20
points).

The Committee, after much discussion, determined that presentations were needed
because it would answer questions as to each company's assessments of the projected
workload and timelines.
On July 2, 2008, the Committee reconvened for presentations, evaluations and rankings.
Committee Member Jack Ruiz, was not able to attend the presentations due to prior
scheduled commitments; however, a quorum was reached. At the end of the
presentations, and before a motion could be made, Committee Member Gabrielle
Redfern, had to excuse herself as she had to attend another meeting and several other
committee members had to leave early. The Committee reconvened July 08, 2008 for
deliberations and recommendations.
The Committee discussed each proposal, in addition to reviewing references conducted
by the Procurement staff, sharing their individual perceptions of the two (2) proposing
firms, and proceeded to score and rank the proposers as follows:

A motion was presented by Gabrielle Redfern, seconded by Chairperson Frank
Kruszweski and unanimously agreed by all Committee members, to recommend The
Corradino Group as the top-ranked firm and the Planning Renaissance Group as the
second-ranked firm.
THE CORRADINO GROUP'S PROPOSAL
The Corradino Group, Inc. (the "Corradino") has been providing transportation master
planning and traffic services since 1971. Since the early 1970's the firm's professionals
have been involved with the planning, design and implementation of many important
local and county-wide projects. The only two pieces of major mass transit infrastructure
implemented in Miami-Dade County were done with the direct involvement of Corradino
(Metro rail and South Dade Busway). Since that time Corradino has been involved with
the transportation and planning in this region.
Corradino's project team has been involved with the implementation of the transportation
master plan and transportation elements that they have worked on. Therefore, the team
will be writing all ordinances and resolutions and updates to the code of ordinances in
order to implement the goals, objectives and policies of the transportation element.
The team assembled for this project has prepared more than 20 EAR, EAR-based
amendment and comprehensive plans specializing in transportation elements,
infrastructure element completing more evaluation and appraisal reports in this county
than any other firm. Team members have been intimately involved in the MPO project
development and funding process, served as members of quasi-judicial boards for their
communities and the MPO, and volunteered on other public and private transportation
committees. Corradino has conducted the region's only detailed origin and destination
analysis for the coastal communities.

Corradino is proposing an aggressive, six-month schedule, to implement this project
under the proposed time-frame. Corradino's implementation strategy will be to move
through the process efficiently and effectively by focusing on intergovernmental
coordination, the early production of required methodologies, review of existing
materials, development of data and analysis, and extensive public involvement to build
consensus on the elements' recommendations. Corradino commits to completing this
study by January or within six months from the notice to proceed. This strategy will
guarantee the preparation of a successful transportation element that will meet the
expedited time-frame described in the RFQ, meet the statutory requirements as per
Florida Administrative Code 9J-5 and Florida Statutes, resulting in a letter of sufficiency
from the Department of Community Affairs.
CONCLUSION
The Administration recommends approval of the attached Resolution accepting the
recommendation of the City Manager pursuant to Request for Qualifications (RFQ) No.
26-07/08, for the Development and Update of the Transportation Element of the City of
Miami Beach Comprehensive Plan in Compliance with the Evaluation and Appraisal
Report; and authorize the Administration to enter into negotiations with the top-ranked
firm, The Corradino Group; should the Administration not be able to successfully
negotiate an agreement with The Corradino Group, authorizing the Administration to
negotiate with the second-ranked firm, Planning Renaissance Group; and further
authorizing the appropriation of Concurrency Mitigation Funds for a not to exceed
amount of $175,000; and further authorizing the Mayor and City Clerk to execute an
agreement, upon conclusion of successful negotiations.
