97-22275 RESO RESOLUTION NO. 97-22275 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE ADMINISTRATION TO SUBMIT A REQUEST FOR A TWO-YEAR EXTENSION OF THE MIAMI BEACH FINE ARTS PROGRAM TO THE FLORIDA DEPARTMENT OF JUVENILE JUSTICE, COMMUNITY JUVENILLE JUSTICE PARTNERSHIP GRANT PROGRAM, IN THE AMOUNT OF $129,950, AND APPROPRIATING SUCH FUNDS, IF AWARDED. WHEREAS, the Miami Beach Fine Arts Program has been administered by the Office If Children's Affairs since January 1996, via funds provided by a two-year grant from the FIcric a Department of Juvenile Justice; and WHEREAS, the program provides free, weekly orchestra, theater and dance instructicn 1 0 youths from ages eight to eighteen in facilities provided by Miami Beach Senior High School; ar d WHEREAS, the program provides youths an opportunity to further develop life skills ill tl e areas of self-esteem, communication and conflict resolution; and WHEREAS, the program provides youths an opportunity to give back to the commlnil y via free public performances; and WHEREAS, a request for extension of funding, in the amount of$129,950, to the FIcric a Department of Juvenile Justice, Community Juvenile Justice Partnership Grant Program, will allo N the program to provide services for two additional years to over 400 youths. FROM: SUBJECT: Administration Recommendation: The Administration recommends the adoption of the attached resolution authorizing the Mayor an i City Clerk to submit an application of extension to the Florida Department of Juvenile Justicl, Community Juvenile Justice Partnership Grant Program for a two-year extension of the Miarr i Beach Fine Arts Program in the amount of$129,950, and appropriating such funds, ifawardecl, t) be administered by the Office of Childre~fs Affairs. Background: The Miami Beach Fine Arts Program, administered by the Office of Children's Affairs and funde I by a diversionary program grant from the Florida Department of Juvenile Justice (FDJJ), has off ere I free orchestra and theater instruction to youth ages eight to 18 since January 1996. The initial tNC' year grant from FDJJ funded the hiring of instructors and the acquisition of needed materials, i.E. instrumental rental, music sheets, scripts, etc. The Fine Arts Program is held each Saturday f!'Of I 1 0:00am until 2:00pm at Miami Beach Senior High School and has served almost 200 youth in it; first year of operation. The Fine Arts Program was created upon the belief that training in the disciplines of the variou; performing arts would strengthen the participants' academic performance and personal behavior. 11 turn for receiving free instruction from exceptional instructors in their respective fields, particip:mt; would then be asked to give back to the community utilizing their newly-honed skills. As a resul1, the Fine Arts Program sponsors free public concerts by its Miami Beach Youth Symphony and :ie.: performances by its Caterpillar Theater. The Fine Arts Program has expanded in its second year to include a dance instructor and the crea::io 1 of Body & Soul, a youth dance team. In addition, participating youths now receive one hour of lif .: DATE C, 1 C,.. ~~6-91 AGENDA ITEM skills programming each week featuring instruction to improve participants' conflict resolu:io 1 skills, self-esteem and communication skills. The award of a two-year extension to the current grant will allow the Fine Arts Program to continu : its service to youth seeking instruction in the performing arts. Analysis: There are more than 10,000 youth enrolled in the Miami Beach feeder pattern of public schools mil another 1,500 enrolled in the City's various private schools. The extension of the current pro gran l funding will allow the Miami Beach Fine Arts Program to provide more of these youth with th: opportunity to receive free instruction in the performing arts.
