A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND ADOPTING IN
PRINCIPLE THE CITY OF MIAMI BEACH PARKING DEPARTMENT
MASTER PLAN.
WHEREAS, the Administration has determined the need to develop a Master Plan for short and
long term planning within the Parking Department; and
WHEREAS, the City retained Kimley Horn to review the Parking Department and they developed
a "Report Card" detailing the additional implementation of enhancements recommended by the Lockheed
Study ofthe Parking Department and supplying a time line for these enhancements; and
WHEREAS, the Administration, Parking and Transportation Committee and Parking Department
have reviewed the attached Master Plan and have made their recommendations; and
WHEREAS, the Parking and Transportation Committee has unanimously accepted the attached
Master Plan emphasizing certain issues.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby approve and adopt in principle the attached City of Miami Beach Parking Department Master Plan.

CITY OF MIAMI BEACH PARKING IMPLEMENTATION MASTER PLAN.
SUBJECT:
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission approve in principle the City
of Miami Beach Parking Implementation Master Plan.
BACKGROUND:
The 1995 Lockheed Study identified several operational areas in the Parking Department that needed
improvement in order to serve the residents, businesses and visitors of Miami Beach better. With
the completion of the Lockheed Study, it was determined by the Administration that a Master
Implementation Plan was required to provide the framework within which both short- and long-term
decisions relative to parking could be made.
ANALYSIS:
The Administration entered into a contract with Kimley-Hom and Associates to aid in the
development of this plan. This firm was chosen because of that firm's previous involvement in the
Lockheed Study and in order to provide the needed continuity to arrive efficiently at
recommendations that could be the basis for the Master Implementation Plan for Parking. As part
of the process, an assessment of service level improvements, policy and procedure enhancements,
and staffing additions accomplished since the completion of the original study was made. A "Report
Card" of recommendations versus completed actions was developed and presented to the
Administration and the Transportation and Parking Committee at the April 20, 1996 retreat.

At the retreat, the results of this analysis and priorities for remaining work to be completed leading
to the final development of the Master Plan were discussed by all participants. The draft plan was
then reviewed by the Administration, members of the Transportation and Parking Committee, and
the staff of the Parking Department at the May 20, 1996 Transportation and Parking Committee
Meeting. .
The Transportation and Parking Committee unanimously accepted the Plan (sent to City
Commission under separate cover), including the priorities and time line changes recommended by
the Parking Department. See attached memo dated May 29, 1996 from Ms. Jackie Gonzalez, co-
chair of the Transportation and Parking Committee.
A workshop to brief Miami Beach residents and other interested parties was scheduled by the
Parking Department for June 26, 1996. The results of the workshop will be reported at the July 3,
1996, City Commission Meeting.
CONCLUSION:
The Administration recommends that the Mayor and City Commission approve in principle the City
of Miami Beach Parking Implementation Master Plan.
