2001-3305
AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO. 1605,
THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE, BY
DELETING SECTIONS 1 AND 2 OF ORDINANCE NO. 1605, AS AMENDED
BY ORDINANCE 2000-3252 AND SUBSTITUTING THEREFOR A NEW
SECTION 1, INCREASING THE MINIMUM AND THE MAXIMUM OF
THE SALARY RANGE BY 3.25% FOR THE UNCLASSIFIED EMPLOYEES
EFFECTIVE WITH THE PAY PERIOD BEGINNING APRIL 23, 2001;
PROVIDING FOR A REPEALER, SEVERABILITY, CODIFICATION, AND
EFFECTIVE DATES.
WHEREAS, there is a need to increase by 3.25%, effective with the pay period
beginning April 23, 2001, the minimum and maximum ofthe salary range of each classification in
the Unclassified Salary Ordinance in order to ensure that the City has an employee classification and
compensation system which will achieve internal equity and external competitiveness.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1: That as of April 23, 2001, the following Sections 1 and 2 of the Unclassified Salary
Ordinance No. 1605 as amended by Ordinance No. 2000-3252 shall be deleted in their entirety as
follows:

SECTION 3:
REPEALER.
That all ordinances or parts of ordinances in conflict herewith be and the same
are hereby repealed.
SECTION 4:
SEVERABILITY.
If any section, subsection, clause, or provision of this ordinance is held
invalid, the remainder shall not be affected by such invalidity.
SECTION 5:
CODIFICATION.
It is the intention of the Mayor and City Commission of the City of Miami
Beach, and it is hereby ordained that the provisions of this ordinance shall
become and be made a part of the Code of the City of Miami Beach, Florida.
The sections of this ordinance may be renumbered or re-lettered to accomplish
such intention, and the word "ordinance" may be changed to "section",
"article", or other appropriate word.
SECTION 6:
EFFECTIVE DATES.
Section 1 of Ordinance No. 1605, as referenced in Section 2 of this Ordinance
shall be effective as of April 23, 200 I.

THE CLASSIFIED EMPLOYEES SALARY ORDINANCE, BY DELETING
SECTION 1 OF ORDINANCE NO. 789, AS AMENDED BY ORDINANCE
2000-3251 AND SUBSTITUTING THEREFOR A NEW SECTION 1,
INCREASING THE MINIMUM AND THE MAXIMUM OF THE SALARY
RANGE BY 3.25% FOR GROUP VI OF THE CLASSIFIED EMPLOYEES,
FOR THOSE CLASSIFICATIONS IN GROUP VI, BEING IN THE
CLASSIFIED SERVICE, EFFECTIVE WITH THE PAY PERIOD
BEGINNING APRIL 23, 2001; PROVIDING FOR A REPEALER,
SEVERABILITY, CODIFICATION, AND EFFECTIVE DATES.
ADMINISTRATION RECOMMENDATION:
Approve the Ordinance on second and final reading.
ANALYSIS:
An evaluation of external competitiveness and the trends of CPI-U, which for February 2001 is
3.53%, indicate that an appropriate cost ofliving adjustroent is 3.25%. This increase will be applied
to both the minimum and the maximum of the salary ranges for the Group VI of the Classified
employees, to become effective with the pay period beginning on April 23, 200 I. This change will
not apply to the employees in the Class and Pay system covered by the Government Supervisors
Association. The Commission on December 28, 2000 approved a collective bargaining agreement
with the Government Supervisors Association which provided for a 2% COLA effective October 1,
2000. In subsequent years, the COLA will be adjusted by the CPI-U Index for June of each year and
will be effective on October I, of each year, as stipulated in the collective bargaining agreement.

The cost of this change, Ordinance No. 1605 and 789, in the current fiscal year is estimated at
$273,000. You will recall, the City included a 2% COLA or roughly $159,000 in the FY 2000-2001
budget. The difference of $114,000 can be derived from salary savings as a result of vacant positions
and attrition.
CONCLUSION
By amending the Unclassified Salary Ordinance, and the Classified Salary Ordinance for Group VI
classifications, the City will ensure that there is a classification and compensation system which is
fair and e 1y competitive.
