A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF THIRTY (30) BANNERS
FOR THE MIAMI BEACH WORLD MUSIC FESTIVAL IN MIAMI
BEACH, TO BE HELD JUNE 1, 2001, TO JUNE 15, 2001, AS
REQUESTED BY THE APPLICANT AT THE FOLLOWING
LOCATIONS: MCARTHUR CAUSEWAY, BETWEEN THE
MIAMI BEACH CITY LIMIT AND ALTON ROAD; 5TH STREET,
BETWEEN ALTON ROAD AND OCEAN DRIVE; COLLINS
AVENUE, BETWEEN 9TH AND 17TH STREET; ALTON ROAD,
BETWEEN 12TH AND 17TH STREET; WASHINGTON AVENUE,
BETWEEN 7TH AND 15TH STREET; SAID BANNERS TO BE
AFFIXED TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY,
MEASURING 3 FEET X 6 FEET AND HAVING COpy AND
DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; TO BE
INSTALLED AND REMOVED IN ACCORDANCE WITH ALL
OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN MAY 18,2001,
AND REMOVED BY JUNE 18,2001.
WHEREAS, the Miami Beach World Music Festival (Applicant) will be held
June 1,2001, through June 15,2001, in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and
the public at large, the Applicant has requested light pole banners, measuring 3 feet by 6
feet; and
WHEREAS, the Applicant has been through the required design review permit
process in order to obtain approval for said banners; and
WHEREAS, said banners are to be installed no earlier than May 18,2001, and
removed by June 18,2001; and
WHEREAS, the Applicant has requested approval and authorization for the
placement of a total of thirty (30) banners; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal
of the banners by June 18,2001, and will ensure that any damage to light poles will be
repaired at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City
Commission approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission herein approve and authorize the placement of thirty (30) banners for
the Miami Beach World Music Festival to be held in the City of Miami Beach, June 1,
2001, through June 18, 2001, as requested by the Applicant at the following locations:
McArthur Causeway, between the Miami Beach City Limit and Alton Road; 5th Street,
between Alton Road and Ocean Drive; Collins Avenue, between 9th and 17th Street;
Alton Road, between 12th Street and 17th Street; Washington Avenue, between 7th and
15th; said banners to be affixed to light poles in the public right-of-way; measuring 3' by
6' and having a copy and design as shown on the attached drawing; and to be installed
and removed in accordance with all other applicable City requirements; the
Administration further recommends that these banners be installed no earlier than May
18,2001, and removed by June 18,2001.

Pursuant to Section 9-3-C.4 - Light Pole Banners: The following information is provided
for the Light Pole Banners for The Miami Beach World Music Festival, June 1 st to June
15th 2001.
This light pOle banners for this event are 3' x 6' (36 width x 72 height inches) double-
faced and made of vinyl. It will be a four-color digital printed. The text of the banner is
the name of the event. The picture is the festival image (on file on Miami Beach City),
and will include the Sponsor's logos.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the installation of
temporary banners which reads, in part:
(1) The right to install, as well as the number, location and method of installation of banners
shall be subject to the design review process and approved by the City Commission and the
Public Works Department.

(2) Banners shall not exceed three feet in width by six feet in length. Banners may be
double-sided. The color, design and material of all banners shall be approved under the
design review process.
(3) Banners announcing special events either to be held in city or to be associated in some
manner with the city, as determined by the City Commission, may be erected up to 30 days
prior to the event being announced and must be removed within seven days after such event.
Special event banners shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the removal of the banners in case of
advanced deterioration of the banners, or if a dangerous condition presents itself, the city
may at its sole discretion direct banners to be removed at any time.
The purpose of the banners is to promote and welcome participants of the Miami Beach World
Music Festival taking place throughout various venues on Lincoln Road.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than May 18,2001 and removed no later than June 18,2001 by the banner company.
The City Commission should approve the installation of the subject light pole banners for the Miami
Beach World Music Festival, to be held in the City of Miami Beach, from June 1,2001, to June 15,
2001.
