A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO COMMUNITY RESOURCE
CONNECTIONS, INC. TO UTILIZE FUNDS PROVIDED
DIRECTLY BY THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT TO PROVIDE SUPPORTIVE
SERVICES TO FORMERLY HOMELESS INDIVIDUALS AT
SUNSOUTH PLACE, 530 MERIDIAN AVENUE, MIAMI
BEACH.
WHEREAS, on July 1, 1998 the Mayor and City Commission approved the City's
Consolidated Plan; and
WHEREAS, Community Resource Services, Inc. is proposing to submit an application to
the U.S. Department of Housing and Urban Development (U.S. HUD) for funding to provide
supportive services to formerly homeless persons residing at Sunsouth Place, 530 Meridian Avenue;
and
WHEREAS, U.S. HUD requires that applicants for Federal funding submit a Certification
of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed
activity is located; and
WHEREAS,Community Resource Services, Inc. requested that the City issue the required
Certification of Consistency with the Consolidated Plan; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a
Certification of Consistency with the Consolidated Plan requires City Commission review and
approval; and
WHEREAS, the Administration has reviewed the proposed activity and found it to be
consistent with the Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to Community
Resource Connections, Inc. to utilize funds provided directly by the U.S. Department of Housing and
Urban Development to provide supportive services to formerly homeless individuals at Sunsouth
Place, 530 Meridian Avenue, Miami Beach.

ANALYSIS
On April 19 , 200 I, Community Resource Connections, Inc., requested a Certification of Consistency
with the City's Consolidated Plan as part of an application for funds from the U.S. Department of
Housing and Urban Development (U.S. HUD). Community Resource Connections, Inc. is
submitting a grant application to U.S. HUD for $358,966 in grant funding from the Supportive
Housing Program (SHP). The grant is to be used to pay for service coordinators to provide case
management to the residents of Sunsouth Place at 530 Meridian Avenue, Miami Beach. These
services are to be integrated with a variety of community resources, including vocational training
and employment to be effective in empowering residents to lead stable and productive lives in the
community.
This application from Community Resource Connections, Inc. is included as part of an application
to be submitted to U.S. HUD by the Miami-Dade Homeless Trust (Homeless Trust) in response to
the annual Notice of FlII1ding Availability (Super NOF A). The Homeless Trust submits a County-
wide application to U.S. HUD on behalf of local housing providers requesting funding under the
Super NOF A.
U.S. HUD requires that applicants for funding obtain and submit a Certification of Consistency with
the Consolidated Plan from the entitlement jurisdiction where the activity is to be located for each

application. In accordance with the Consolidated Plan adopted by the City, each request for a
Certification of Consistency with the Consolidated Plan requires City Commission review and
approval.
Carrfour Corporation is a not-for-profit corporation which has been working to develop supportive
housing for formerly homeless individuals since 1993. In 1998, Carrfour developed Rivermont
House, at 789 N.W. 13th Street, in Miami. This facility now houses 76 formerly homeless
individuals and provides assistance to become self-sufficient. Currently, Carrfour operates, or is in
the process of developing, 490 housing units throughout Miami-Dade County. Forty-six families
have graduated from Carrfour's self-sufficiency programs and moved into affordable housing in
South Miami-Dade County.
Carrfour Corporation, parent organization of the not-for-profit Community Resource Connections,
Inc., has entered into a contract to acquire a hotel at 530 Meridian A venue to be rehabilitated and
to be known as Sunsouth Place. Private financing is being used to purchase the property. Carrfour
expects to complete the rehabilitation and start operating Sunsouth Place in the Fall of2002.
The building currently contains 70 units and will be reconfigured during rehabilitation to provide
55 rental units for formerly homeless individuals. Rents will be supplemented by rent subsidies
allocated by U.S. HUD to Carrfour Corporation. Thirty of the units will provide permanent housing
to formerly homeless individuals with disabilities, and the remaining 25 units will provide housing
for formerly homeless individuals. The remaining 15 units are to be reconfigured to provide
common areas, offices, and rental units to tenants that are not formerly homeless individuals.
Service coordinators will provide supportive services and case management at the Sunsouth facility.
Carrfour requires that all individuals residing at Sunsouth Place must be stable and have an
established source of income. Preferential treatment for residency at Sunsouth will be given to
formerly homeless individuals from Miami Beach.
The Administration has reviewed the documentation submitted by Community Resource
Connections, Inc. describing the proposed activities and has concluded that they are consistent with
the City's Consolidated Plan. The Consolidated Plan identifies long term objectives in Chapter 4,
"Five Year Strategy". Under the Homelessness Strategy (Continuum of Care), page 54, the Plan
states: "...to effectively address the needs ofthe homeless, a combination of services (often provided
by different agencies) must be brought together in a coordinated manner to help move a family from
homelessness to self-sufficiency." The Plan further states: "When the underlying problem is
economic, a more comprehensive governmental response that includes social services, job training,
and affordable housing is needed in order to move low-income households from homelessness and
govemmental dependency to self-sufficiency."

The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, approving and authorizing the City Manager to
issue a Certification of Consistency with the City's Consolidated Plan to Community Resource
Connections, Inc. to utilize funds provided directly by the U.S. Department of Housing and Urban
Development to provide supportive services to formerly homeless individuals at Sunsouth Place, 530
Meridian Avenue, Miami Beach.
