2001-24368 RESO RESOLUTION NO. 2001-24368 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE AWARD OF A GRANT, IN THE AMOUNT OF $240,000, FOR THE PERIOD OF MAY 1,2001, TO JANUARY 31, 2002, FROM THE UNITED STATES DEPARTMENT OF JUSTICE, HIGH INTENSITY DRUG TRAFFICKING PROGRAM (MInTA), FOR THE ADMINISTRATION AND OPERATION OF A NEW MULTI-AGENCY ANTI-DRUG TASKFORCE; FURTHER AUTHORIZING THE MA YORAND CITY CLERK TO EXECUTE ALL APPROPRIATE CONTRACTS AND AUTHORIZING THE BUDGETING AND EXPENDITURE OF GRANT FUNDS. WHEREAS, the City of Miami Beach Police Department has been awarded a grant, in the amount of $240,000, from the United States Department of Justice, High Intensity Drug Trafficking Area (illDT A) Program; and ( WHEREAS, the grant authorizes funds to be utilized for the operation of the "Grave Rave Task Force," a multi-agency law enforcement endeavor that will target the trafficking of illegal drugs within the club scene and certain other liquor establishments; and WHEREAS, the task force will be comprised of personnel from the Miami Beach Police Department, the Coral Gables Police Department, the United States Drug Enforcement Administration, the Miami Police Department, and the North Miami Beach Police Department; and WHEREAS, the grant funds will be used to pay for overtime, the purchasing of evidence, and for the purchasing information; and WHEREAS, the grant is for the period of May 1,200 I to January 31, 2002, with no matching funds required by the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein accept the award ofa grant, in the amount of $240,000, for the period of May I, 2001, to January 3 I, 2002, from the United States Department of Justice, High Intensity Drug Trafficking Program (HIDTA), for the administration and operation of a new multi-agency anti-drug task force; further authorizing the Mayor and City Clerk to execute all appropriate contracts and authorizing the Budgeting and Expenditure of Grant Funds. FROM: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The City wished to implement an enforcement initiative that would address the "date rape" drugs that are being used in the clubs and liquor licensed establishments in Miami Beach and other cities in Miami-Dade County. The City was able to secure funding, in the amount of $240,000, from the United States Department ofJustice High Intensity Drug Trafficking Area (HlDT A) Program. There are no matching funds required by the City. The funds will be used to create a multi-agency Task Force to be known as the "GRAVE RAVE TASK FORCE." This Task Force will be composed of police officers from the Miami Beach Police Department, the City of Miami Police Department, the Coral Gables Police Department, the North Miami Beach Police Department, and the United States Drug Enforcement Administration. This will be a countywide enforcement effort and undercover police officers from other jurisdictions will be able to work in Miami Beach and vice versa, so that maximum effectiveness of personnel can be realized. The Task Force will be operational from May 1,2001 to January 31, 2002. The Award Letter is expected in mid to late May, 2001, however, the grant will pay for all expenses from May 1,2001. AGENDA ITEM C7V s:-Ih -(')/ DATE COMMISSION MEMORANDUM May 16, 2001 Page 2 The mission of the Task Force will be to work in clubs and other liquor licensed establishments and attempt to purchase narcotics that will lead to arrests. In addition, information will be furnished to the City Nuisance Abatement Board (and the equivalent bodies of the other cities) of any and all violations noted on any premises. The Miami Beach Police Department has been designated as the "Host" agency for this grant. This means the Police Department will be the agency responsible for administration of the grant funds. There are no overhead costs associated with this grant as it will use existing personnel and equipment who will be paid overtime, from the grant, for work performed in furtherance of the grant. The grant funds will also be used to pay for the purchasing of evidence and for the purchasing of information. There will be no costs to the City. The Administration recommends that the Mayor and City Commission adopt this Resolution that will create this new multi-agency anti-drug Task Force to combat drug sales and use in our City and throughout Miami-Dade County.
