A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $200,000 FROM
THE $92 MILLION G. O. BOND-SERIES 2000, FUND NO. 374, TO PROVIDE
FOR ROOF REPAffiS, GARAGE DOOR REPLACEMENTS, HURRICANE
SHUTfERS, AND INTERIOR ADA MODIFICATIONS FOR THE SUPPORT
SERVICES FACll..ITY AT FIRE STATION NO.2, AS OUTLINED IN THE
GENERAL OBLIGATION BOND PROGRAM.
WHEREAS, during the development of the Capital Improvement Program (CIP), the
Property Management Department requested funding to provide for roof repairs, garage door
replacements, hurricane shutters; and minor interior ADA modifications to the Support Services
facility at Fire Station 2; and
WHEREAS, a roof survey has been performed on the building by Tremco Inc. and concurs
that the roof on the facility is in need of immediate repairs and that the repairs would provide for an
estimated 10 year life cycle of the roof; and
WHEREAS, the existing garage doors and window protection of the facility is not adequate
to comply with current South Florida Building Code for hurricane protection; and
WHEREAS, some minor interior renovations are needed to comply with the Americans with
Disabilities Act (ADA) for path of travel requirements; and
WHEREAS, the $200,000 offunding needed for the project was included in the $92 Million
General Obligation (G. 0.) Bond Program under the Public Works Yard/Fire Station 2 construction
funding requests; and
WHEREAS, the request for the $200,000 G.O. Bond funding for this project was approved
by the G.O. Bond Oversight Committee on November 6, 2000.
NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein appropriate $200,000, from the $92 Million General Obligation Bond-Series
2000, Fund No. 374, to provide for the roof repairs, garage door replacements, hurricane shutters,
and minor interior ADA modifications to the Support Services Facility at Fire Station 2, as outlined
in the General Obligation Bond Program.

SUBJECT Request for the approval to expend $200,000 from the Fire Station #2 "Support
Services Facility" GO Bond funding for the replacement of the building's roof,
provide for interior ADA modification, and the replacement of the existing
garage doors and hurricane shutters with Miami-Dade County product
approved garage doors and hurricane shutters to meet the hurricane
requirements of the South Florida Building Code as outlined in the General
Obligation Bond Project.
In the GO Bond funding for work to be done at the Public Works yard and Fire Station #2 site,
$200,000 was identified for needed work at the Fire Station #2 Support Services building to address
issues such as roof replacement, replacement of existing garage doors with a product that meets Dade
County product approval standards, hurricane shutters, and some ADA "path of travel" issues in the
interior spaces.
Due to the size of the project and the specific work needed to be done, the City's Property
Management Department will generate the required specification, provide permitting where
necessary, and will provide for construction administration services in-house. This will eliminate the
need for architectural/engineering services for specification writing or drawing services on this project
and will expedite the construction process.
The administration is requesting the approval to expend $200,000 for the roof replacement,
replacement of the garage doors, and to address minor ADA interior issues as needed for Fire Station
#2 Support Services Building from funding as outlined in the General Obligation Bond Project.

The roofing systems listed on the following executive summary page were recently
inspected. The purpose of the inspections was to gain information on the overall
condition of the roofs based on an examination which included:
1. Visual Inspection

The report includes sections on existing construction and conditions along with
recommendations, alternatives, and anticipated cost projections for the required work.
After jointly reviewing this information, it is hOped a planned preventative maintenance
roof program can be established. We have years of experience in helping customers
successfully manage their r90fs, and we would like to assist you in a similar process.
This report and associated recommendations are based on the conditions at the time of
inspection. Both conditions and recommendations will change with time, weather and
normal wear and tear associated with roofs.

The moisture survey shows that only 10 % of the roof surface has wet insulation. Based
on that fact and that the membrane does not show signs of extreme degradation other
than in the flashing areas, this roof should be considered for a restoration.
The restoration process will increase the value of the roofing asset and increase the
return of the investment since the life cycle cost will at least be increased 10 more years.
The flashings and the wet areas need to be replaced and any other penetration needs to
be reinforced.
The scope of work will include the following:
Sweep existing roof and blow clean with high pressure air.
1. Sweep existing roof and blow clean with high pressure air.
2. Repair any membrane defects
3. Replace any wet insulation and match existing system
4. Remove perimeter flashing.
5. Install perimeter elastomeiic flashing membrane set in cold adhesive.
6. Strip in base of flashing with 6" mesh and mastic.
7. Re- install copings. Replace damaged as required.
8. Reinforce Base flashings @ penetrations with 12"
mesh/Polyester/emulsion
9. Prime roof deck with quick drying asphalt primer
10. Flood coat with Cold Process Mastic @ 7 gallons /square
11. Install new gravel 500# / square
12. Coat laps and projection's base flashings with white elastomeric coating
13. This system will include a 10 year warranty from Tremco and a 10 year
preventive maintenance service agreement.

ANALYSIS:

overhead garage doors with new doors that meet the Dade County product approval standards,
hurricane shutters for windows at the facility, and some ADA "path of travel" renovation issues that
are required in the interior spaces.

In January of 2001, Property Management ordered a comprehensive roof survey of the Support
Services facility to determine the existing conditions of the roof This survey was performed by
Tremco Inc. under an existing City contract to provide these services. The results of the survey
showed that the roof, although not in need of a total replacement at this time, requires immediate
restoration to maximize efficiencies and extend the life cycle of the roof and associated parapet walls
to provide for 10 more years of service until a total roof replacement would be required.
The existing 3 overhead garage doors and the windows of the facility do not meet the wind load
requirements or impact resistance requirements of the current South Florida Building Code for
hurricane protection as established after Hurricane Andrew. The replacement doors and hurricane
shutters for the facility will be specified to have all necessary Miami-Dade County product approvals
required for hurricane protection as outlined in the current South Florida Building Code.
The interior spaces and offices in the facility require some minor modifications to comply with current
use and to address ADA "path of travel" requirements. Major ADA issues needed at the facility, such
as an elevator to allow access to the second floor areas, will be funded from the $1,000,000 ADA
allowance that was also included in the General Obligation Bond program.
The request to expend the $200,000 from the G.O. Bond funds for the work outlined in this
memorandum was approved by the G.O Bond Oversight Committee in their November 6,2000
meeting.
The City Manager requests that the Mayor and City Commission adopt the Resolution to appropriate
$200,000 for the necessary roof repairs, replacement of the garage doors, hurricane shutters, and to
address minor ADA interior issues as needed for Fire Station #2 Support Services Building from
funding as outlined in the General Obligation Bond Project.
