A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION TO
THE FLORIDA DEPARTMENT OF STATE, DIVISION OF mSTORlCAL
RESOURCES, FOR A mSTORlC PRESERVATION SPECIAL
CATEGORIES GRANT, IN THE AMOUNT OF $275,000, FOR
STRUCTURAL RENOVATIONS TO THE FLAGLER MEMORIAL, AND
UTILIZING $142,500 IN FUNDS PREVIOUSLY APPROPRIATED, FOR
THE RE-LANDSCAPING OF MONUMENT ISLAND AS MATCIllNG
FUNDS; FURTHER APPROPRIATING THE FUNDS, IF AWARDED.
WHEREAS, the Florida Department of State, Division of Historical Resources is responsible
for promoting the historical, archaeological, museum and folk culture resources in Florida; and,
WHEREAS, the Division of Historical Resources administers the State of Florida Historic
Preservation grants program; a program which was created to fund major historic building restoration,
archaeological excavations and museum exhibit projects on the human occupation of Florida; and,
WHEREAS, the Flagler Memorial sculpture commissioned by Carl Fisher in 1919 and
erected in 1920 to honor Henry Morrision Flagler, is located on Monument Island in the middle of
Biscayne Bay, northwest of Star Island and southeast ofRivo Alto Island; and,
WHEREAS, the sculpture shows evidence of exposed armature, structural instability, broken
parts, cracks, guano, black cuts, and spalling, and the base is chalky, with layers of graffiti paint and
etched gouges; and,
WHEREAS, the plans for structural restoration to the Flagler Memorial is estimated to cost
the City of Miami Beach approximately $275,000; and,
WHEREAS, the City of Miami Beach has secured $102,500 for the stabilization and re-
landscaping of Monument island which will be used to leverage funding for the structural renovation
of the Flagler Memorial; and,
WHEREAS, on May 23, 2001, the City of Miami Beach will apply for a State Historic
Preservation Special Categories grant in the amount of $275,000 dollars for costs associated with the
restoration project.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his
designee, is authorized to submit an application to the Florida Department of State, Division of
Historical Resources, for a Historic Preservation Special Categories grant in the amount of $275,000
for structural renovations to the Flagler Memorial, while leveraging funds dedicated to the re-
landscaping of Monument Island as matching funds, and to appropriate the funds, if awarded.

BACKGROUND:
The Flagler Memorial sculpture, commissioned by Carl Fisher in 1919 and erected in
1920 to honor Henry Morrision Flagler, is located on Monument Island in the middle of
Biscayne Bay, northwest of Star Island and southeast ofRivo Alto Island. The monument
was designed by John B. Orr and consists of four large figures with a unique obelisk
measuring 110 feet in height. The four figures represent Prosperity, Pioneering,
Education and Industrialism. The western figure, Prosperity, is a woman holding fruit in
her proper right outstretched arm and a cornucopia in her proper left. The southern
figure, Pioneering, is a man in pioneer dress shading his eyes with his proper left hand.
The eastern figure, Education, is a woman in an Empire Period dress holding an open
book in her proper left arm with her proper right arm extended. The northern figure,
Industrialism, is a man dressed in a toga with a scroll in his proper left hand and a model
train in his proper right arm.

In 1994, at the request of the City Commission, the City's Public Works Department had
the Flagler Memorial surveyed. At the time, the survey results showed that the
monument was in need of structural renovation. The report found that the sculpture
showed evidence of exposed armature, structural instability, cracks, guano, black crusts,
staining and spalling. The report also found that the base is chalky with layers of graffiti
paint and etched gouges. Despite the poor condition of the Flagler Memorial, the
macrostructure of the monument is largely stable, thus allowing for a relatively
uncomplicated restoration.
In June of 2000, the City's Enviromnental Specialist, together with the Miami-Dade
County Department of Enviromnental Resources Management (DERM), developed a
plan to stabilize Monument Island's shorelines and limit future loses due to erosion. The
plan consists of the following: I) planting mangroves along the perimeter ofthe island; 2)
removing the exotic nuisance species; and 3) planting native ground cover and upland
plants. The estimated cost for this plan is $102,500.
In October of 2000, the City of Miami Beach contracted with Sculpture Conservation
Studio, an enterprise specializing in structural renovations, to recommend a proposal for
conservation. As a result of the study, the costs associated with the preservation and
structural renovations of the Flagler Memorial were estimated between $215,000 and
$275,000.
In an effort to coordinate the Flagler Memorial structural renovations project with the
Monument Island re-Iandscaping project, the City Administration will submit a Historic
Preservation Special Categories grant application in the amount of $275,000 to the
Florida Department of State, Division of Historical Resources on May 23,2001. The City
will use the following as match for the Historic Preservation Special Categories grant:
$40,000 from the Arts in Public Places Committee as appropriated by Resolution No.
2000-23982; $42,500 from the Florida Inland Navigation District's (FIND) Waterways
Enhancement Grant Program, and $60,000 from shared costs between Miami-Dade
County Department of Enviromnental Resources Management (DERM) and the City of
Miami Beach.
