A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER PERTAINING TO THE RANKING OF THE
PROPOSALS RECEIVED IN RESPONSE TO REQUEST FOR
QUALIFICATIONS (RFQ) NO. 10- 00/01, TO PROVIDE URBAN DESIGN,
LANDSCAPE ARCHITECTURE, AND ENGINEERING SERVICES FOR
PLANNING, DESIGN, AND CONSTRUCTION ADMINISTRATION SERVICES
FOR STREETSCAPE, AND UTILITY IMPROVEMENTS, WITH REGARD TO
BISCAYNE POINT; AUTHORIZING THE ADMINISTRATION TO ENTER
INTO NEGOTIATIONS WITH THE TOP RANKED FIRM OF CIVIL WORKS;
AND IF UNSUCCESSFUL IN NEGOTIATING A CONTRACT WITH THE

WHEREAS, Request for Qualifications (RFQ) No. 10-00/01 was issued to obtain
qualifications from professional firms with the capability and experience to provide urban
design, landscape architecture, and engineering services for planning, design and construction
administration services for streetscape and utility improvements in the following neighborhoods:
(1) La Gorce
(2) Biscayne Point
(3) North Shore; and
WHEREAS, an Evaluation Committee (Committee) was appointed to evaluate
qualifications from professional and architectural engineering firms; and
WHEREAS, the Committee was provided with the results of the reference checks along
with City staffs feedback relative to their experience with each firm and then proceeded to
shortlist (i.e. firms selected for oral presentations) and screen out (i.e. firms that would not
receive further consideration); and
WHEREAS, the Committee held presentations, and conducted question and answer
sessions with firms responding, and ranked the firms as follows:

NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby accepts the recommendation of the City Manager pertaining to the
ranking of the proposals received in response to Request For Qualifications (RFQ) No. 10-
00/01, to Provide Urban Design, Landscape Architecture, and Engineering Services for
Planning, Design, and Construction Administration Services for Streetscape, and Utility
Improvements, with regard to Biscayne Point; authorizing the Administration to enter into
negotiations with the top ranked firm of Civil Works; and if unsuccessful in negotiating a
contract with the most qualified firm, authorizing the Administration to negotiate a contract
with the second most qualified firm, The Corradino Group; and if unsuccessful in negotiating
a contract with the second most qualified firm, authorizng the Administration to negotiate a
contract with the third most qualified firm, Post Buckley (PBS&J).

Project Approach
Civil Works has conducted a field investigation for these distinct neighborhood improvement areas. The
CWI approach is very direct and straight forward.
1.
Proposal Scope & Fee Development and Notice to Proceed
Once selected for this project, CWI will meet with the City to review the given scope and confirm:
A) Tasks in each area of the neighborhood to be completed.
B) The deliverable for each Task.
C) The time table for completion of each Task.
Once these tasks are confirmed, CWI will provide a written Fee Proposal for the scope developed.
This proposal will include written identification of all of these Tasks and the fee for each Task
Once the Contract Administrator issues a Notice to Proceed, the CWI Project Manager will
coordinate the tearn resources for the various elements of the work tasks; establish and implement
the project quality control plan; and maintain regular contact with the Contract Administrator to see
that he\she is satisfied with the project's progress. CWl's Project Manager will track the project
schedule and work progress to identifY potential problem areas and resolve them in a timely manner.
The CWI Project Manager will be responsible for the technical review and approval of project
documents before issuance to the City; act as the leader of the Quality Assurance Team and monitor
the implementation of the quality assurance program.
The CWI Project Manager will also discuss the intended invoice amounts with the Contract
Administrator prior to submitting the formal invoices to expedite the payment process.
2.
Document Acquisition and Review
CWI will collect and review all related documents such as, plans and specifications, as-built
construction plans, water and sewer atlases, aerial photographs, past inspection reports and/or
studies related to the project. The previous Community Involvement meeting minutes and notes and
reports will be reviewed.
Existing traffic data for the Biscayne Point Project will be obtained from Miami-Dade County and
the Miami Beach Concurrency Management Disvision. Existing survey information will be obtained
in the areas for proposed street improvements. The existing utility information and any approved
Utility Master Plans will be obtained and reviewed for the area. The Bond and other funding
information will be reviewed and the cost estimates will be analyzed for consistency with the
proposed improvements. The adjacent improvement information will also be obtained for
coordination purposes.
3.
Field Inspection of Existing Conditions
During our preparation for this proposal, CWI conducted a preliminary field inspection. Once
selected and the scope is confirmed, CWI will perform another visual inspection of the existing

conditions and photograph the items of interest or concern. For the Traffic Analysis, the existing
traffic counts would be obtained from various sources as listed above and new traffic counts would
be conducted. For the streetscape and roadway improvements, this field inspection process will
include photographs of the drainage problems after a storm event.
4.
Design Issues
Civil Works is familiar with the distinct design requirements of each of the neighborhoods included
in this project. The following are some of the unique design challenges posed by each of the
neighborhoods.
Biscayne Point
Because Biscayne Point is a residential island
neighborhood with an existing guard gate, which makes
the traffic calming needs of this area different than those
of the other areas within the project. In particular, traffic
intrusion (traffic driving through the area) is discouraged
by the guardhouse and the fact that the neighborhood is an
island without any additional exits. The neighborhood has
long streets with relatively low traffic volumes, therefore,
the real traffic calming challenge is neighborhood speed
control.
This problem can best be addressed through a series of
combined traffic calming techniques using neck down
points, pavement texture changes, intersections with alI-
way stops or traffic circles, and possibly speed humps.
Speed humps would provide the most effective control,
however, they are not an acceptable traffic calming
technique currently approved by Miami-Dade County
Public Works. Therefore, Civil Works is prepared to
vigorously defend our traffic cahning designs during
Miami-Dade County's review of these roadway
improvements.
Bile.yn. Point
Drainage improvements will be closely coordinated with a full topographic survey of the area to
determine the drainage problems along with a field survey of the areas after a recent storm event.
Drainage improvements will be coordinated with the traffic calming improvements wherever
possible to minimize the disruption caused by construction to the overall neighborhood.

Existing Mature Trees
Stillwater Drive
Providing new pedestrian level lighting is an excellent
suggestion to upgrading the lighting levels without
affecting the mature trees in the neighborhood. New short
decorative light poles can be placed under the tree canopy
to provide roadway and pedestrian lighting without
affecting the tree canopy. In addition, the decorative light
poles are much more attractive that the existing tall utility
poles.
Should the neighborhood homeowner's association choose
to adopt a special assessment for under-grounding ofthe
electric, cable and telephone service, Civil Works is fully
prepared to coordinate our design of those fucilities with
the various utility companies. The obvious challenge in
under-grounding these utilities is finding sufficient corridor
space within the roadway right-of-way to place each of
these utilities. In addition, phasing ofthis construction to
minimize the impacts to the residents is a critical element.
Civil Works believes that the narrowing of the
roadway pavement and providing wider sidewalks
and street trees will certainly improve the
neighborhood ambiance and soften the harshness
ofthe existing roadway. However, the challenge
in accomplishing this will be balancing the need
for on-street parking with the narrowing of the
roadway while providing the wider sidewalks and
street trees.
Blscayne Beach
Stillwater Drive
A comprehensive design approach to the Biscayne Beach area will provide traffic calming,
improved streetscape, and maximize parking in a single process. Improved street lighting will be
coordinated with the proposed landscaping to ensure a long term improvement. Based upon the
final landscaping scheme chosen for the area, shorter pedestrian level street lighting may also be the
proper choice for this neighborhood.
The drainage .improvements will also be coordinated with the streetscape and traffic Cl'lming
improvements to ensure that the design does not create additional ponding problems. All drainage

improvements will be in accordance with South Florida Water Management District and Miami-
Dade County Department of Environmental Resources Management (DERM) requirements. To
ensure pennittability of the final drainage design, CWI will meet with both agencies at the beginning
of the project to ensure that the drainage improvements will be reviewed as a maintenance!
improvement project and not as a new drainage design.
If the review agencies insist on considering the
drainage improvements as a new system for the
overall area, then the project would be required to
retain the first one-inch of runoff from the whole
roadway area which would significantly affect the
cost of the project. Therefore, this interpretation is
critical to controlling the overall cost of the
drainage improvements for the area.

The neighborhood roadways will be reviewed to
provide traffic calming and maximize on-street
parking. Many of the intersections can be reduced
in width without affecting the operations of the
intersections. In addition, boarder landscaping can
be added without affecting the parking needs.

Calming
Presentations to the City and the Residents
CWI will be available at anytime to make presentations to the City and other interested groups on
the status of any of the portions of the project. Our Urban Designer, Mr. Bill Rosenberg will
conduct tbe neighborhood meetings and public presentations in coordination with Mr. James Gran,
P.E. Our Urban Designer will also provide valuable input to the streetscape and traffic calming
concepts which the residents have previously selected for their areas in North Shore. Mr.
Rosenberg is very familiar with Miami Beach and is known in the area.
6.
Pre-Design Permitting Meetings
CWI knows that the only way to reduce delays caused by permitting and review agencies is to take
a pro-active role with these agencies and make them a part of the design from the beginning of a
project. Therefore, we will coordinate with these agencies early in the design process to ensure that
the applicable regulations and any agency concerns are addressed early. This type of pro-active
approach can save significant time and construction costs for the City.
7.
Plans and Report Preparation
Based upon the document review, examination ofthe existing conditions and other information
developed during the investigative phase of the project, CWI will prepare the required plans and
reports as described in the project scope. Reports will be prepared in a "draft" format for review
by the Contract Administrator prior to final submission.

Project plans and specifications will be prepared per the project scope. All plans, specifications and
cost estimates will be supplied to the City for phased reviews. All review comments received from
the City will be addressed and incorporated into the plan package. The final plan package will
consist of the plans, specifications, cost estimate, the project files and all computer files as described
in the project scope under "deliverables." All contract documents will be checked prior to each
phase review submital as part ofCWI's Quality Assurance/Quality Control program.
8.
Post-Design Services
CWI is available to provide assistance to the City during bidding and construction of the project.
These services can include assistance with advertising the project, tracking of contractors who may
be bidding the project, analyzing of the bids submitted, recommendation of the award, review of
shop drawings and providing construction inspection services.
Project Team's Experience
Civil Works has extensive relevant experience in Traffic Engineering Studies on Miami Beach. In addition,
CWl's Project Manager has extensive experience in the design of traffic calming and streetscape
improvements, roadway rehabilitation, drainage improvements, roadway lighting design and shoreline
stabilization in Miami-Dade County and surrounding areas. In addition, Civil Works is a General
Engineering Consultant for the South Florida Water Management District and Miami-Dade County DERM.
Therefore, we are very familiar with the latest permitting requirements for drainage improvements within
each of these agencies.
Some of our current project experience which relates directly to the Biscayne Point Project includes:
. Manor Lane Traffic Calming Improvements for the City of South Miami - This Project
included the area between SW 80th Street and SW 72 Street, between SW 67 Avenue and US-I.
The residents have over 500 cars during the peak hour driving through their single family residential
neighborhood. The project included traffic counts, a traffic analysis report, traffic calming
workshops to residents, traffic calming alternatives for 9 different locations, City Commission
presentation and design implementation of the selected alternatives.
. Ocean Drive Mitigation Study for the City of Miami Beach - This project included working
with the City of Miami Beach's Concurrency Management Division to develop a mitigation plan to
increase Ocean Drive's capacity while maintaining the unique character of Ocean Drive. Public
workshops with the Ocean Drive Merchants Association were included in the scope of work.
. 2,800 feet of New 24" Water Main and Master Meter Service for MIA - This project included
the design of2800 feet of new 24" water main and master meter connection point to the airport's
potable water system. In addition, this project included an aerial canal crossing of the Tamiami
Canal and several 6" and 8" water main extensions.
. 5 miles of Highway and Lighting Improvement Plans for Okeechobee Road from Krome
Avenue to the Homestead Extension of the Florida Turnpike. The project for the FDOT included
roadway lighting, traffic signal control design, signing and marking and drainage improvements.

Storm Water Pumping Station and Deep WeD Injection System for the City of Sunny Isles
Beach- CWI is currently preparing a drainage study for the design of a storm water pumping
station with 10 deep well injection wells for the City of Sunny Isles Beach. This project will
eliminate three existing storm water retention ponds with the construction of an underground
manifold system and pump station to inject the storm water into deep wells along NE 163rd Street.
This project is being designed in conjunction with the proposed City Hall Complex.
The Summit of Aventura - Both James Gran, P.E. and Linda Bell, P.E. provided traffic and
engineering services for this 40-acre development project. Mr. Gran provided the traffic and
engineering analysis and reports for the US-I, NW 190 Street, Miami Gardens Drive and Country
Club Drive intersection analysis and design of the recommended traffic improvements. Ms. Bell
prepared and is the Engineer of Record for the site planning and civil engineering design of 3000
feet of 12-inch and 16-inch water and gravity sewer lines, site drainage including drainage wells and
provided environmental permitting assistance for the 35-slip and 65-slip marinas.

James Gran, P.E. will be the Project Manager for this Project. Mr. Gran is Vice President ofCWI and
has more than 22 years of transportation systems, traffic analysis, highway design, storm water, street
lighting, utility design and construction experience in South Florida. Mr. Gran has past experience as an
employee of the Florida Department of Transportation (providing environmental permitting in the early
1980's), the City of Coral Gables (providing street closings in the late 1980's), and a local signal and street
lighting contractor (constructing decorative neighborhood street lighting in the early 1990's.)
Linda M. Bell, P.E., President ofCWI, has more than 20 years of engineering experience. Ms. Bell's
experience includes roadway and sidewalk design and rehabilitation, drainage, water and sewer systems
design and marina and seawall rehabilitation in Miami-Dade, Broward and Momoe Counties.
As the Prime Consultant, CWI will be responsible for overall project management, administration and all
transportation, roadway, water and sewer design services.

Rosenberg Design Group (RDG) has been providing local communities with outstanding urban
planning and landscape architectural design for years. RDG has served several South Florida
municipalities and counties such as Miami Beach, Coral Gables, City of Miami, City of Hollywood,
Broward and Miami-Dade County, the Florida Department of Natural Resources, Florida
Department of Transportation, and the South Florida Water Management District.
Mr. Bill Rosenberg, ASLA (RDG) has extensive experience in all phases of urban design and
landscape architecture relating to roadways that ranged in scale from urban roadways to interstate
highways and the Florida Turnpike. His project experience has included planting and irrigation
design for medians and swales, design of parking, sidewalks, and street furnishings for urban streets,
bikeway planning and environmental mitigation planning. Mr. Rosenberg has prepared sidewalk
layout, planting, and irrigation plans for the Fifth Street Beautification Project in the City of Miami
Beach, the Ponce de Leon Boulevard Improvements in the City of Coral Gables and the Sunset
Drive Improvements in the City of South Miami. He has worked with residents to improve the

QUALITY ASSURANCE / QUALITY CONTROL
Quality Assurance Obiectives
All members of the Civil Works Team take pride in the quality of the engineering and other related
services our firms provide. The quality of our products and services are paramount to us. We, therefore,
place substantial emphasis upon our own internal quality assurance program.
The objective of our quality assurance program is to ensure that the project team provides professional
services in accordance with the City's requirements. This plan outlines the methods and procedures for
obtaining the desired quality of documents and services for each project assignment.
Quality Assurance Pro2ram
Our quality assurance program will remain in effect on an ongoing basis throughout the contract. All work
products submitted to the City will be clearly marked as having been comprehensively reviewed and
approved by our Quality Assurance Committee.
The following quality control activities will be in effect throughout the duration of this contract:
QA Instructions - Members ofthe project team will be instructed on requirements for
review and checking procedures for all documents produced.
QA/QC Meetings - Periodic internal meetings will be held to review ongoing activities and
reinforce assurance of the quality of each product. Each participant of a component
document will coordinate with the others to insure their work interfuces properly.
QC Reviews - All sub-consultant work will be reviewed to verilY their completeness as it
relates to fulfillment of the assigned work and to insure compatibility with the final product
requirements.
Special QA/QC Files - Files will be set up for all pertinent project related data and
correspondence. A special file will be set up to retain documentation of the project team's
quality assurance efforts. All documents verifying assurance of the products' quality will
be marked, routed to all affected parties and filed in the project Quality Assurance file.
Once the submittals have been reviewed by the City and comments have been received, the CWI Project
Manager will ensure the prompt incorporation of these comments into the work products. All subsequent
reviews will include a copy of the previous submission showing that each comment has, in fact, been fully
addressed.

Civil Works, Inc.
CIVIL ENGINEERING SERVICES includes the study, design and permitting of commercial and
residential paving, grading, and drainage plans, water distribution and transmission systems, sanitary sewer
systems, force main systems, sanitary and drainage pump stations, drainage plans, storm sewer
rehabilitation, existing parking lot rehabilitation, canals, lakes and other water retention/detention storm
water management systems and land development subdivision planning, design and permit processing.
HIGHW AYS/TRANSPORTATION SERVICES includes minor and major roadway design, roadway
drainage analysis and designs, roadway rehabilitation design, signing and pavement marking plans, traffic
control plans, roadway lighting and signalization plans, FDOT 3R roadway projects, FDOT driveway
applications, related traffic studies and application processing and bike path improvements.

ACCOUNTING PROCEDURES:
Civil Works maintains a project-based accounting system in accordance with the Florida Department of
Transportation. These records are subjected to annual examination by an independent accounting firm.
SPECIALIZED EQUIPMENT
The firm maintains in-house computer systems with plotting capabilities. All CADD systems consist of
high-end Pentium processing units with high resolution monitors. Software packages include Microstation
and AutoCAD with Softdesk engineering design. A high speed modern is used for communications and
data transmissions during project design and development. Electronic transfers are also sent via our e-mail

ROSENBERG DESIGN GROUP FIRM mSTORY
Rosenberg Design Group was formed in 1985 to provide land planning and landscape
architectural services. Prior to that, Bill Rosenberg was president of Henderson-Rosenberg-
Scully for thirteen years, also providing the same services. Ken Gardner has been with RDG
since 1993 after working with a large design-build firm in Washington, DC.
We have been serving private clients throughout South Florida, the mid-Atlantic states, and
South America, including several of the leading large residential and commercial developers,
designing projects ranging in size up to new towns of 35,000 population as well as shopping
centers and office and industrial complexes.
In the public sector, we have served several South Florida municipalities and counties such as
Miami Beach, Coral Gables, City of Miami, City of Hollywood, Dade and Broward County, the
Florida Department of Natural Resources, Florida Department of Transportation and the South
Florida Water Management District.
Public projects have included landscape designs for transit stations, major highways and local
streets in both commercial and residential areas, bicycle and pedestrian path systems up to 200
miles in length, parks and recreation areas ranging from a few to up to 600 acres in size, school
campuses, the Miami International Airport Landscape Master Plan, parking garages, malls, and
office complexes.
Bill Rosenberg, the firm's President, as past Chief of Planning for Dade County Parks, was
responsible for preparing the Dade County Open Space Master Plan, and has a keen awareness of
public agencies' budgeting and maintenance considerations.
Ken Gardner, as the firm's Director of Planning and Design, brings to the finn knowledge of
land planning, landscape design, plant material, and construction practices along the East coast
as ,veil as South Florida.
Rosenberg has been a guest speaker at the National Association of Homebuilders (NAHB) and
American Resort and Residential Development Association (ARRDA) national conferences. In
addition, Rosenberg and Gardner taught and lectured at Fairchild Tropical Gardens, Miami Dade
Community College, the University of Miami and Florida International University.
In addition to their speaking and lecturing duties, Rosenberg and Gardner had several by-lined
articles in major industry publications and newspapers.
Rosenberg served on the Miami Beach Design Review Board, City of Miami Park Advisory
Board and Legislative Committee of the Builders Association of South Florida and is currently a
member ofthe Dade County's Shoreline Development Review Board and the Metropolitan Dade
County Transportation Aesthetic Review Committee (T ARC).
Gardner is a member of many committees of the Builders Association of South Florida and an
active member of the American Society of Landscape Architects.

2) Project Manager's Experience:
Mr. James Gran, P.E. is Vice President of Civil Works, Inc. He has more than 22 years of civil
engineering experience in the planning, design, traffic studies and construction inspection of projects
throughout Florida. James Gran will be the Project Manager on this Contract.
As a Project Manager, Mr. Gran has developed project proposals, presentations, conducted contract
negotiations and developed and maintained project schedules. Planning and traffic projects included origin
and destination studies, P.D.&E. studies, corridor studies, signal warrant analyses, traffic impact studies
for commercial developments, roadway master planning, local traffic impact studies, concurrency studies,
street closure studies, Development of Regional Impact statements (DR!' s) and FDOT connection permits.
Mr. Gran supervised engineering and technical staff, conducted Value Engineering studies and performed
quality control reviews of project plans and reports. He is experienced with computer programs such as
SOAP, TRANSIT, PASSER, Florida Standard Urban Transportation Modeling System (FSUTMS) and
many other traffic engineering programs. Construction Observation has also been included as a provided
service in many of the transportation projects that Jim Gran designed.
James Gran has also constructed roadways, bridges, highway lighting and traffic signals while employed
as a superintendent and foreman oflocal construction companies. He has a unique perspective on design
proj ects and traffic studies because of his past 22 years of employment with the Florida Department of
Transportation, the City of Coral Gables, private consultants, local contractors and now as Vice President

ANALYSIS:
Request for Qualifications (RFQ) No. 10-00/01 was issued to obtain qualifications of
professional firms with the capability and experience to provide professional planning,
urban design, landscape architecture and engineering services for design, construction
documents, bidding, and construction administration of streetscape and utility
improvements in the following neighborhoods:
(1) LA GORCE
(2) NORTH SHORE
(3) BISCA YNE POINT
The purpose of these neighborhood streetscape projects is to provide for the restoration
and enhancement of each neighborhood's streets, consistent with identified needs. Each
of the proposed projects will include streetscape work with restoration and enhancement
of the neighborhood's street lighting, potable water, sanitary sewer, and storm drainage
infrastructure as needed. The specific project description for the Biscayne Point
neighborhood is as follows:
BISCA YNE POINT:
Biscayne Point Project Description: The Biscayne Point project area is a totally
residential island, separated from the main barrier island of Miami Beach by Tatum
Waterway and Indian Creek. It contains a large multi-family apartment district known as
Biscayne Beach (located between Tatum Waterway and Hawthorne Avenue), as well as
two distinctly different single-family residential neighborhoods-Biscayne Point and
Stillwater Drive. Each of the three neighborhoods within the project area has different
needs and requires a different urban design and engineering solution.
The project consists of providing streetscape improvements within an allocated budget,
following a priority list submitted by area residents. In Biscayne Beach, the community
priorities are streetscape on 79th Street, traffic calming, repair of broken sidewalks,
brighter street lighting, as well as maximizing onstreet parking while improving overall
landscaping and drainage. In Biscayne Point, the priorities are traffic calming,
pedestrian-level street lights, landscaping improvements and drainage improvements.
Residents in the Biscayne Point Homeowners Association are considering a special
assessment district for underground electric, cable and telephone service, which, if
approved, will be included in the scope of this project. The priority for Stillwater Drive
is to narrow the pavement and provide wider sidewalks and street trees.

The total G.O. Bond allocation for aboveground streetscape improvements in this project
area is $4,150,000. There are no water or sanitary sewer line upgrades included in this
project. Stormwater improvements may be required for this neighborhood, and funding
will be provided, if available, from the citywide stormwater allocation.
The City of Miami Beach intends to issue this work on a task order basis for any part of
the improvements within each neighborhood. The selected team may be requested to
incorporate existing designs and or construction documents into the overall design.
EVALUATION COMMITTEE:
The following individuals were appointed to serve on the Biscayne Point Evaluation
Committee ("the Committee"):

The Committee convened and was provided with guidance from City staff relative to the
Cone of Silence, the Government in the Sunshine Law, the Evaluation Criteria, and an
overview of the scope of services for each neighborhood. The full Committee scheduled
a subsequent meeting to discuss the Evaluation Criteria in greater detail.
The Committee convened and discussed the Evaluation Criteria in detail. After much
deliberation the Committee established their own weighted factor, but agreed to abide by
the Evaluation criteria established in the RFQ.
CRITERIA
1. The ability of professional personnel;
2. Past performance;
3. Willingness to meet time and budget requirements;
4. Location;
5. Recent, current, and projected workloads of the firms; and
6. The volume of work previously awarded to each firm by the City, with the object
of effecting and equitable distribution of contracts among qualified firms,
provided such distribution does not violate the principle of selection of the most
highly qualified firms.

The Committee also decided that for its next meeting that City staff should prepare a
report relative to the firms' experience on City projects, and the results of reference
checks by an independent third party firm.
The Committee convened and was provided with the results of the reference checks along
with staff's feedback relative to their experience with each firm. The Committee then
proceeded to shortlist all firms and requested oral presentations from the following:

On March 28, 2001, 2001, all firms that submitted their qualification packages were
advised of the aforementioned results.
Attached are copies of Civil Works proposed project team, and a list of similar projects,
which was used by the Committee in its decision.
In conclusion, the Administration recommends that the Mayor and City Commission
adopt the attached resolution, authorizing the City Manager to begin negotiations with the
top ranked firm of Civil Works; and if unsuccessful in negotiating a contract with the
most qualified firm, authorizing the Administration to negotiate a contract with the
second most qualified firm, The Corradino Group; and if unsuccessful in negotiating a
contract with the second most qualified firm, authorizng the Administration to negotiate a
contract with the third most qualified firm, Post Buckley(PBS&J).
