A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING THE SCOPE OF WORK FOR THE MIAMI BEACH
MUNICIPAL MOBILITY PLAN; AUTHORIZING THE SUBMISSION OF A GRANT
APPLICATION TO THE METROPOLITAN PLANNING ORGANIZATION'S 1996-97
MUNICIPAL GRANT PROGRAM TOWARD THE $150,000 PLAN DEVELOPMENT COST;
AND, FURTHER, AUTHORIZING THE CITY MANAGER TO ALLOCATE $43,500 IN
FISCAL YEAR 1996-97 PARKING ENTERPRISE FUNDS TO COVER THE FUNDING
BALANCE, WHICH MAY BE REDUCED PENDING THE ACTUAL AMOUNT OF THE
GRANT AWARD.
WHEREAS, the City needs to prepare a Municipal Mobility Plan (MMPl. to guide the
development of transportation and transit projects aimed at reducing congestion and increasing
mobility, enhancing safety, the quality of life, and the character of our unique neighborhoods; and
WHEREAS, the MMP is of utmost importance to Miami Beach's continuing desirability as a
residential community and a convention/tourism destination; and
WHEREAS, the Scope of Work for the MMP is herein attached and made part of this resolution;
and
WHEREAS, the Plan development cost is estimated at $150,000; and
WHEREAS, through the 1996-97 Municipal Grant Program, the Metropolitan Planning
Organization (MPOl provides municipalities the opportunity of competing for a share of the $150,000
available, Countywide, for planning studies; and
WHEREAS, this competitive grant program requires a minimum twenty percent (20%) funding
participation by Miami Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve the attached Scope of
Work for the Municipal Mobility Plan; authorize the submission of a grant application to the
Metropolitan Planning Organization's FY 1996-97 Municipal Grant Program, toward the $150,000 plan
development cost; and, further, authorize the City Manager to allocate $43,500 in FY 1996-97 Parking
Enterprise Funds to cover the funding balance, which may be reduced pending the actual amount of
the grant award.

SCOPE OF WORK
MIAMI BEACH MUNICIPAL MOBILITY PLAN
A TEN-YEAR PLAN
Background:
The City of Miami Beach has never had a transportation plan. The advent of certain
land use changes, development plan approvals and consequent urban densification,
along with the opportunities associated with various transportation and parking
improvements, require that a comprehensive, multi modal plan be developed to
integrate automobile, truck, public transit vehicle, bicycle, and pedestrian traffic.
The competing design considerations, associated with each mode of transportation,
require a coordinated planning effort to balance their needs and those of the Miami
Beach community, as a whole.
Objectives of the Coordinated Planning Effort:
1. To develop a Citywide, Municipal Mobility Plan for Miami Beach which
integrates truck and automobile traffic with public transit services, parking
facilities supporting park-and-ride activities, water-taxi services, and a system
of bikeways and pedestrian routes to accomplish the following:
a) facilitate local mobility,
b) manage congestion,
c) preserve the character of each Miami Beach neighborhood, and
d) enhance the safety and viability of each community.
2. To produce a comprehensive plan which ensures that transportation projects
are proactive and coordinated to achieve local objectives.
3. To develop a concurrency tracking system for transportation that is effective
and creative in its approach to level of service and concurrency issues.
4. To develop a phased implementation plan, including a capital improvement
program.
5. To produce a plan that facilitates policy-making decisions.
6. To produce a plan that solidifies the linkage between transportation and
parking activities, and ensures consistency with the Lockheed Parking Study,
the Parking Master Plan, and other pertinent studies and plans adopted by
the City, County, and State.

Methodology:
The method used to project traffic for the Miami Beach Municipal Mobility Plan may
include a computer model. Other computer programs, such as Geographical
Information System (GIS) and Computer-Aided Draft and Design (CADD) may also
be appropriate. The general task descriptions will include:

Data collection/production, including a survey of available right of way.
*
Analysis of existing system deficiencies, including roadway, right of way,
transit, and parking/loading needs, and bicycle/pedestrian access.
*
Planning to identify future roadway network, transit lines, bicycle and
pedestrian facilities, plus parking and loading needs, and urban design
features.
*
Strategies which minimize intermodal conflicts.
End Products:
The results of this planning effort will be a ten-year (1 O-year) transportation
planning document, which major components are integrated into a transportation
network, specifically devised to enhance the coordination between modes. In other
words, a truly intermodal system of which local public transit, bicycling and walking
are also valuable components. The Plan's major components are as follows:

Roadway network developed to provide acceptable levels of service.
*
Transit component which provides for local bus routes within the service
area(s), and links with the regional MDT A bus lines, the Miami-based water-
taxi service, and taxi stands, and establishes future strategic opportunities to
expand to a higher level transit system, where appropriate.
*
Parking which effectively integrates transportation and parking activities and
supports a park-and-ride program. The following items would be considered:
- Compatible parking rates and time limits;
- Placement of new parking facilities to support transit, where appropriate;
- Consideration if additional parking garages are contemplated; and
- The Lockheed Parking Study and Parking Master Plan.

Commercial loading activities utilizing alleys, where applicable.

System of bikeways devised for transportation purposes.
*
Pedestrian network which provides a safe, convenient, attractive, and ADA-
compliant sidewalk and crosswalk system.
Policy Recommendations shall be considered for inclusion in the Municipal Mobility
Plan (MMP), such as:

Assessment of modal alternatives for future mobility within the City:
--- public transit playing the major role? or
--- the single occupant vehicle maintaining its present, major role?
*
An implementation component containing prioritized capital improvement
projects, and preliminary project cost estimates.
*
Naming the MMP as the implementation arm for the Transportation Element
of the Miami Beach Comprehensive Plan.
*
Adopting the MMP as a means of ensuring compliance with transportation
concurrency standards.
*
Use of parking to create incentives to other modes of transportation and help
subsidize transit operations.
The successful Consulting Team, to be composed of transportation planners, traffic
engineers, and urban planners, will be required to do the following:

Prepare a comprehensive document;
Coordinate the study with participating agencies and community; and
Abide by a 1 O-month timetable for study, plan development, and
presentations.

BACKGROUND
A comprehensive Municipal Mobility Plan (MMP) is an integral transportation planning
and capital improvements tool, which is greatly needed in the City of Miami Beach.
Over the past few years, the City has experienced rapid growth and development with
little regard to the additional demands being imposed on the restricted roadway
network of our island community. The effects of growth and urban densification are
already being experienced in the areas of parking and transportation, and localized
traffic congestion.
A Municipal Mobility Plan (MMP) will enable the City to study and evaluate the issues
confronting our roadway network, and recommend creative projects and programs to
curb the ever-increasing congestion and need for parking, while enhancing the quality
of life for our residents, and protecting the character of the City's unique
neighborhoods. It will guide the development/expansion of programs, such as the
Electric Shuttle park-and-ride service, and the creation of transportation projects which
are competitive candidates for funding by Federal/State sources.

The City's Transportation and Parking Committee, the Miami Beach Transportation
Management Association (MBTMA), and the Chamber of Commerce Board of
Governors have enthusiastically endorsed the development of the Municipal Mobility
Plan. The MMP was also endorsed, in 1995, by the Capital Improvements/Finance
Committee and the Budget Advisory Committee, but its funding package has yet to
be completed.
An opportunity presently exists for the City to apply to the Metropolitan Planning
Organization's (MPO) FY 1996-97 Municipal Grant Program for a matching grant to
help fund the development of the MMP. Grant application deadline is July 28, 1996,
and grant funds will be available beginning October 1, 1996.
Transportation professionals estimate a quality transportation plan for the City of
Miami Beach to cost $150,000. The Redevelopment Agency will carryover $38,000
of its present year allocations to support the development of this important Citywide
plan. There is also a $18,500 FY 1995-96 MPO allocation to Miami Beach (in escrow
with the MPO), which is earmarked for MMP purposes.
The Administration requests City Commission approval to apply for the MPO FY 1996-
97 grant at $71,500, and to allocate $43,500 in FY 1996-97 Parking Enterprise Funds
toward the development of the Municipal Mobility Plan.
ANAL YSIS
Although the grant regulations require a minimum 20% local participation, the larger
a local match we offer, the better are our chances of award. Several Dade County
municipalities compete for, but only a few are awarded a portion of this grant funding,
which totals $150,000 a year/Countywide. Please, note that the largest grant amount
ever awarded under this MPO program has been $68,500 to the City of Miami Beach,
in FY 1995-96.
The City proposes to submit an optimistic application to the MPO's FY 1996-97
Municipal Grant Program, for Municipal Mobility Plan (MMP) purposes. It includes the
following funding scenario:

The City and RDA shares may be reduced, pending the actual amount of the grant

The following are the Municipal Mobility Plan's major goals, which are detailed in the
Scope of Work included with the City Resolution/Application Package:
1. Guide the development of transportation and transit projects aimed at reducing
congestion, increasing mobility, enhancing the quality of life, and protecting the
character, and ensuring the safety of our unique neighborhoods; and
2. Ensure that future Miami Beach transportation and transit projects are proactive
and consistent with the City needs, and result in the following:
- A roadway network which provides acceptable levels of service;
- A transit component linking the various modes of public transportation;
- Parking which effectively supports park-and-ride activities;
- Commercial loading activities utilizing alleys, where applicable;
- A system of bikeways devised for transportation purposes; and
- A pedestrian network which is safe, convenient, and attractive.
3. Be the capital planning tool for Miami Beach transportation/transit projects and
the vehicle to successfully procure Federal/State funding through the MPO
process.
4. Be the implementation arm of the Transportation Element of the Miami Beach
Comprehensive Plan.
5. Be the City means of ensuring compliance with transportation concurrency
standards.
CONCLUSION
The development of a Citywide, comprehensive transportation plan is essential to the
future of our island community. Therefor4 a maximum City funding participation in the
Municipal Mobility Plan should be authorized at $43,500 in FY 1996-97 Parking
Enterprise Funds (plus $38,000 to be carried over from present RDA allocations for the
purpose). The two Miami Beach contributions, totalling $81,500, may be reduced
pending the actual amount of the grant award.
