A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER
PERTAINING TO THE RANKING OF THE PROPOSALS RECEIVED IN RESPONSE TO
REQUEST FOR PROPOSALS (RFP) NO. 24-00/01, TO CONDUCT THE CITY OF MIAMI
BEACH PARKING STUDY; AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH THE TOP RANKED FIRM OF WALKER PARKING
CONSULTANTS; AND IF UNSUCCESSFUL IN NEGOTIATING A CONTRACT WITH
THE MOST QUALIFIED FIRM, AUTHORIZING THE ADMINISTRATION TO
NEGOTIATE A CONTRACT WITH THE SECOND MOST QUALIFIED FIRM, HNTB
CORPORATION; AND IF UNSUCCESSFUL IN NEGOTIATING A CONTRACT WITH
THE SECOND MOST QUALIFIED FIRM, AUTHORIZING THE ADMINISTRATION TO
NEGOTIATE A CONTRACT WITH THE THIRD MOST QUALIFIED FIRM, URBITRAN
ASSOCIATES, INC.; FURTHER AUTHORIZING THE CITY MANAGER TO ISSUE A
NOTICE TO PROCEED TO WALKER PARKING CONSULTANTS UPON SUCCESSFUL
NEGOTIATIONS FOR THE NORTH BEACH COMPONENT OF THE PARKING STUDY.

WHEREAS, on October 18, 2000 18, 2000, the Mayor and City Commission approved a referral
to the Joint Land Use and Finance Committee to seek input and recommendations regarding the potential
identification of parking projects to be funded by Parking Revenue Bond Fund; and
WHEREAS, the potential development of a 13th Street Garage was specifically referred to the
Transportation and Parking Committee and the Joint Land Use and Finance Committee for their respective
review and/or recommendation; and
WHEREAS, on November 27, 2000, the Joint Land Use and Finance and Citywide Projects
Committee met and endorsed the Administration's recommendation to (1) purchase additional parking
meter housings and (2) appropriate more funding for parking surface lot renovations; and
WHEREAS, as part of the presentation to the joint Committees, the Administration recommended
that the City conduct a citywide parking study, incorporating 11 alternative sites/projects; and
WHEREAS~n accordance with the Committees' direction, and as endorsed by the Transportation
and Parking Committee and the South Pointe Advisory Board, on February 21, 2000, the Mayor and City
Commission adopted Resolution No. 2001-24265, authorizing the issuance of an RFP to conduct a parking
demand analysis to project the future parking demand together with the performance of a feasibility study;
and
WHEREAS, on May 2, 2001, an Evaluation Committee ("the Committee") convened and was
provided with guidance from City staff relative to the Cone of Silence, the Govemment in the Sunshine Law,
the Evaluation Criteria, and an overview of the scope of services for each neighborhood; and
WHEREAS, the Committee convened on May 7, 2001, and proceeded to conduct question and
answer sessions with each firm individually; and
WHEREAS, during deliberations, each Committee member discussed the strengths and weaknesses
of each firm, and then individually ranked each firm; and
WHEREAS, each member listed hislher preference as to the top-ranked firm, with the following
results:

WHEREAS, the Committee deemed that the Walker/Corradino team provides all of the required
expertise in the following the key areas: parking, traffic transportation engineering, public involvement skills
and local awareness, and
WHEREAS, the North Beach Planning Charrette is scheduled for June 7 and 8, the Administration
recommends that the City Commission authorize the City Manager to execute a professional services
agreement with Walker Consultants for the North Beach component of the study, which will include the
following: the projection of future parking needs that is essential to planning the 71st Business District, the
72nd Street Site, the Bandshel Park area, Parking for North Shore Park Youth Center, Parking for Byron
Carlyle Theater, and the North Beach Recreational Corridor; and
WHEREAS, the agreement for the North Beach component will be reported as part of the overall
professional services agreement upon successful negotiation; and
WHEREAS, the City Manager concurs with the Evaluation Committee's recommendation.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
of the City of Miami Beach, Florida, accepts the recommendation of the City Manager pertaining to the
ranking of the proposals received in response to Request for Proposals (RFP) No. 24-00/01, to conduct the
City of Miami Beach Parking Study; authorizing the administration to enter into negotiations with the top
ranked firm of Walker Parking Consultants; and if unsuccessful in negotiating a contract with the most
qualified firm, authorizing the administration to negotiate a contract with the second most qualified firm,
HNTB Corporation; and if unsuccessful in negotiating a contract with the second most qualified firm,
authorizing the administration to negotiate a contract with the third most qualified firm, Urbitran Associates,
Inc.; further authorizing the City Manager to issue a notice to proceed to Walker Parking Consultants upon
successful negotiations for the North Beach component ofthe parking study.

ANALYSIS:
On October 18, 2000, the Mayor and City Commission approved a referral to the Joint Land Use and
Finance Committee to seek input and recommendations regarding the potential identification of
parking projects to be funded by Parking Revenue Bond Funds. The potential development of a 13th
Street Garage was specifically referred to the Transportation and Parking Committee and the Joint
Land Use and Finance Committee for their respective review and/or recommendation. On
November 27,2000, the Joint Land Use and Finance and Citywide Projects Committee met and

endorsed the Administration's recommendation to (1) purchase additional parking meter housings
and (2) appropriate more funding for parking surface lot renovations. A third project was discussed
which included a list of 11 alternative projects that involve potential land acquisition for parking
expansion and/or parking garage developments.
As part of the presentation to the joint Committees, the Administration recommended that the City
conduct a citywide parking study, incorporating the 11 alternative sites/projects. The Committee
requested that the Administration seek additional information relative to the timeframe and estimated
cost involved in conducting a citywide parking study. Preliminarily, various parking consultants
have indicated a citywide parking study would require a 4-6 month timeframe at an estimated cost
of approximately $60,000.
In accordance with the Committee direction, and as endorsed by the Transportation and Parking
Committee and the South Pointe Advisory Board, on February 21, 2000, the Mayor and City
Commission adopted Resolution No. 2001-24265, authorizing the issuance of an RFP to conduct
a parking demand analysis to project the future parking demand together with the performance of
a feasibility study.
The Scope of Services encompasses a study area bounded by South Point Drive on the south, 87th
Terrace on the north, Biscayne Bay on the west, and the Atlantic Ocean on the east. For ease of
compilation and reference, the study areas will be subdivided and prioritized into the following
geographical areas; however, it is essential that abutting areas be taken into account to accurately
reflect the overall needs of the district:
a. North Beach - 63rd Street to 87th Terrace.
b. South Point - South Point Drive to 5th Street
c. South Beach - 5th Street to 17th Street
d. Hotel Corridor/South - Collins/James Avenue between 17th Street and 23rd Street,
including Cultural Campus area.
e. Hotel CorridorlNorth - Collins AvenuelIndian Creek between 23rd Street and 41st
Street.
f. Middle Beach - 41st to 63rd Street.
The citywide parking study will address the following tasks:
1. Physical Inventory and Analysis - Physical inventory and analysis includes a
snapshot review of current citywide parking operations and characteristics and then
explores changes to that system in response to growth and operational changes. Data
collection activities include review and gathering of inventory and use data, financial
information on the parking system, maps, previously prepared reports, user surveys
and drawings,
2. Projection of Future Parking Demand and Need - Projection of future parking
demand and need will occur simultaneously with the assessment of existing parking
conditions. Three development scenarios will be evaluated, existing, year 2006, and

year 2011. The parking model will project the demand for a series of alternatives
that represent various outcomes of proposed development projects.
3. Cost and Feasibility Analysis - Cost and feasibility analysis will be conducted as part
of this task. If the parking model and analysis completed to this point indicates that
additional parking structures are needed, the successful proposer will complete a
parking structure feasibility study. This evaluation will determine the most feasible
and sustainable parking expansion in order to preserve the functional integrity of the
existing parking system or, if expansion of the parking system is recommended, the
location and configuration of feasible new facilities.
4. Public Involvement - Public involvement will be a critical element to the success of
the parking improvement plan. As discussed in the RFP, the following meetings or
presentations will be conducted:
Project initiation: an opportunity for public input and comment at the initial
stages of the project
Preliminary study findings
Study findings
Planning board, Joint Land Use and Finance Committee, Transportation and
Parking Committee, and City Commission, and other Committees as deemed
appropriate.

On May 2, 2001, the committee convened and was provided with guidance from City staff relative

The Committee deemed that the key areas of expertise required for this project are parking, traffic
transportation engineering, public involvement skills and local awareness. The Walker/Corradino
team provides all of the required expertise.
Walker Parking Consultants was ranked highest because of their longevity in providing parking
consulting/studies, design and restoration services since 1965. With over 300 employees in 15
offices, Walker has played a pivotal role in over 3,500 parking solutions. Through this experience,
and an ongoing commitment to originating research in the parking field, Walker is widely recognized
as one of the leading parking consultant in the world. (No. 176 in Engineering News Record's Top
500 Design Firms).

Walker Parking Consultants will be the Prime Consultant. The Walker team appeared to have a
unique understanding of the variety of market conditions that affect parking demand, enabling them
to make reliable predictions of parking needs and parking utilization. Their approach entails proper
evaluation of parking needs in order to identify localized parking deficits, which assist in
determining the best location for parking improvements. Walker's database of construction costs
will also enable them to make reliable estimates of construction costs for new projects and for
parking structure repair projects.
The Corradino Group was established in 1971 as a civil engineering and transportation planning
firm. Over the last three decades the firm has expanded its scope of business as well as the markets
in which it practices. Specializing in multiple disciplines as engineering, planning, architecture,
environmental services, and construction management, Corradino serves clients across the nation,
Corradino has performed a variety of parking studies across the nation. From its office in Miami,
the firm has worked on several parking projects from garage design to Intennodal facilities planning
to surveys and data collection. Corradino has worked very closely with the City of Miami Beach
in several areas, most prominently in assisting in the design development and maintenance of the
Municipal Mobility Plan, a planning tool that helps guide a myriad of transportation, parking, and
development decisions that the City makes.
Corradino has also developed, with the City, the Transportation Concurrency Management Area
Concept and a fully automated Concurrency Management System. Both of these are the first of their
kind in the State of Florida.
Corradino's participation on the team is important to the success of this project. Since their
establislunent in 1971, The Corradino Group has expanded to specialize in engineering, planning,
architecture, environmental services and construction management and serves clients nationwide.
The Corradino Group has worked very closely with the City of Miami Beach, most prominently in
assisting in the design development and maintenance of the Municipal Mobility Plan and the
Transportation Concurrency Management Area Concept and a fully automated Concurrency
Management System.
The Corradino Group is an important team member to Walker Parking Consultants because of their
knowledge and experience with Miami Beach history and background. The Corradino firm
understands that the importance of parking and the effect parking has to the success of the City of
Miami Beach in general.
CONCLUSION
Inasmuch as the North Beach Planning Charrette is scheduled for June 7 and 8, the Administration
recommends that the City Commission authorize the City Manager to execute a professional services
agreement with Walker Consultants for the North Beach component of the study, which will include
