A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING
$652,513.50 IN CITY OF MIAMI BEACH QUALITY OF
LIFE/RESORT TAX FUNDING FROM FISCAL YEAR 1999/2000
(LESS $32,625.68 OF ADMINISTRATIVE CHARGES TO NORTH
BEACH DEVELOPMENT CORPORATION) FOR IMPROVEMENTS
IN THE NORTH BEACH COMMUNITY, AND REALLOCATING
$162,627.08 IN PRIOR YEARS' QUALITY OF LIFE FUNDING, IN
THE AMOUNTS OF $34,057.50 FROM FISCAL YEAR 96/97; $50,000
FROM FISCAL YEAR 97/98; AND $78,569.58 FROM FISCAL YEAR
98/99; TOTALING $782,514.91 FOR THE PURPOSE OF FUNDING
TOURISM ORIENTED PROJECTS IN THE NORTH BEACH AREA.
WHEREAS, in 1992 the City of Miami Beach voters agreed to a one percent (1 %) increase
in the resort tax collection on hotel room rents; and
WHEREAS, half of the one percent created public incentives for a Convention Center Hotel,
and the other fifty percent (50%) was for the promotion of "Quality of Life" (Q.O.L.) tourism related
activities and facilities; and
WHEREAS, that fifty percent (50%) Q,O.L. increment was equally split in thirds for
improvements in the North, Middle and South Beach communities; and
WHEREAS, public meetings were held with the North Beach Community (the Committee)
on January 30; March 6; March 13; and April 3, 2001, to reach agreement on how best to expend
the $652,513.50 of Fiscal Year 1999/2000 Quality of Life funds available through Resort Tax
collections; and
WHEREAS, projects totalling $1,311,850 were reviewed and prioritized by the Committee
and the list reduced to match available funding; and
WHEREAS, for 2001, the Committee encouraged funding of additional police; added
homeless initiatives; an additional Code Compliance Officer; emphasized quality special events and
professional marketing services; and included a contribution to the renovation of the Byron Carlyle
Theater; and
WHEREAS, the Committee developed a standardized funding application form (see
attachment) and refined the process by which proposals were evaluated; and
WHEREAS, the Committee categorized the expenditures and allocated funding as follows:

WHEREAS, project descriptions and cost estimates are attached hereto as Appendix A; and
WHEREAS, in addition to the Fiscal Year 99100 funds being appropriated, the Committee
has reviewed prior years' funds and proposed that Quality of Life balances left from Fiscal Year
96/97; Fiscal Year 97/98; and Fiscal Year 98/99, totalling $162,627.08 (either as a result of project
cost reductions or changes in funding strategies), be included in addition to the 99100 allocation,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve the appropriation of $652,513.50 in City of Miami Beach Quality of
Life/Resort Tax funding from Fiscal Year 1999/2000 (less $32,625.68 of Administrative charges to
North Beach Development Corporation) for improvements in the North Beach community; and
reallocate $162,627,08 in prior years' Quality of Life funding, in the amounts of $34,057.50 from
Fiscal Year 96/97; $50,000 from Fiscal Year 97/98; and $78,569.58 from Fiscal Year 98/99; all
totaling $782,514.91, for the purpose of funding tourism-related projects in the North Beach area.

The City of Miami Beach will hold the annual Fourth of July Celebration on the
beach inthe North Beach community on Wednesday, July 4th 2001. The celebration will
feature a Jive concert (performers TBA) and provide an array of family orientated events.
As in years past, the event will be started with a swearing-in ceremony for newly
. naturalized children from all parts of the world. The celebration will culminate with a
first-clilss fireworks show on the beach.

In 1991 the City of Miami Beach launched the first "An American Celebration 1991" as a .
mean to attract visitors to North Beach Community on the 4th of July. This 4th of July
Celebration, due to the grand success, was carried on subsequent years as a vehicle to
continue to bring visitors to the North Beach Community, As a mean to generate interest
in other areas ofthe City, the Administration and City Commission approved the
implementation of an alternating schedule between the North Beach Community (72od

Project / Event Name: (Third annual) WISE WOMEN WEEKEND

Location: Radisson Deauville Resort 6701 Collins Ave. Miami Beach
Project / Event Description:
The Wise Women Weekend is a two-day, community based conference on health and wellness for women
. which is open to the public, held in North Beach at the Radisson Deauville. The goal of the program is to
offer women of all ages tools to help manage stress, achieve better health and enhance their lives and their
relationships by presenting educational and experiential workshops facilitated by locally and nationally
known professionals, Conference admission ($195 per person for both days) includes two full-days of
workshops, a musical performance, 2 meals, (welcome breakfast and banquet lunch), plus access to a trade
show/exhibit area (which is free and open to the public,). The 2001 conference will serve as a fund-raiser for
our co-sponsor, Victim Services Center, a Miami based (501 c-3), non-profit agency providing counseling
. and advocacy to relieve the on-going mental effects of trauma resulting from criminal victimization or
witnessing vioience. All proceed from the 200 I conference will be donated to Victim Services Center,
History of tI,e Event: The first Wise Women Weekend (August, 1999), attracted 150 attendees from 4
different states, with 41 total room nights at the Radisson Deauville. 200+ attendees at the Wise Women
Weekend 2000 (July 15 &16), came from 9 states and 3 countries, occupying 79 room nights at the Radissou.
Deauville. Expected participation for 2001 is 300 attendees, 95 room nights. The popularity of these .
conferences and the response from attendees demonstrates that reasonably priced conferences of this type are
deeply needed in our communities today. Unlike other similar conferences, the Wise Women Weekend is
priced as inexpensively as possible, in order to inspire as many participants as possible. Special scholarships,
student and senior discounts plus one-day passes are also available.

.{:xhibitjn Miami Beach: The initial photography exhibit will be at the Seymour,
thetnew home of the Miami Beach Community Development Corporation. The
e vibit will feature professional quality photographs of MIMo (Miami Modem)
~l!lIdings from the 1950's and 1960's. A whole cross section of builqings will be
aisplayed-hotels, commercial structures, condominiums, apartment buildings, .
ev.en places of workshop. Taken together, they present a remarkable collection
ot,architecture. The show will feature approximately 75 photographs

,h~showwill run from October 1-November 30. This exhibit has already been
steepted to be part of Design + Architecture Day 2001, thereby benefiting from'
the significant publicity that will be generated for this series of events.
Exhibit in New York Citv: An expanded photography show will then move to New
York City to the Municipal Art Society (MAS) Galleries in the Villard Houses on
J~adison Avenue. The date of the show will be from March 15-May 15, 7002. (It is .
l!Tlportant to note that the Municipal Art Society has turned down several other
elchibitors for this 'prime time" (i.e. spring) period.) The New York show will also .
feature photographs from buildings from the period from New York City, thereby
giving the show an exciting "New York-Miami" dynamic.' )

advantageous for the following reasons:

'is project is the result of a visit by senior members of the Municipal Art Society
,o;Miami Beach in the spring of the year 2000. At that time, a group of Miami .
Beach organizations invited members of MAS for 3 days of meetings, workshops, .
-and tours. On the last day, members of MAS had a tour of Collins Avenue and
,North Be,ach-and were presented with a lecture by Randall Robinson on "MIMo
.architecture-the architecture of Miami from the 1950's and 1960's. The group
'from MAS was extraordinarily impressed with the architecture and the President.
of the Municipal Art Society, Kent Barwick, asked if we would like to do an exhibit
of Miami architecture from the 1950's and 1960's at MAS galleries in New York

ANALYSIS
In 1992, the City of Miami Beach voters agreed to a one percent increase in the resort tax collection
on hotel room rent. Half of the one percent was to create public incentives for a Convention Center
Headquarter Hotel, and the other 50% was designated for the promotion of "Quality of Life"
(Q,O.L.) tourism related activities and facilities, That 50% Q.O.L. increment has been equally split
in thirds for improvements in the North, Middle and South Beach community.
Since 1995, North Beach Development Corporation has assisted the North Beach community in
prioritizing projects to be implemented. Participation from all parts of the community is encouraged,
public meetings are advertised and held to develop the project "wish list". Consensus is built
through these workshops to fund projects that will yield the greatest benefits for the community at
large.
Public Meetings were held on January 30, March 6, March 13, and April 3, 2001, to reach
community agreement on how best to expend the $652,513,50 of Fiscal Year (5) 1999/2000 Quality
of Life funds available through Resort Tax collection. Preference was given to projects with strong
tourism components that would clearly benefit both visitors and residents of North Beach area,

Projects totaling $1,311 ,850 were reviewed and prioritized by the North Beach community and the
list reduced to match available funding. This year, the North Beach community again encouraged
funding of additional police, added homeless initiatives, an additional Code Compliance Officer,
emphasized quality special events and professional marketing services, and included a contribution
to the renovation of the Byron Carlyle Theater, (A full project list has been included).
The Committee developed a standardized funding application form (see attachment) and refined the
process by which proposals were evaluated. The Committee categorized the expenditures and
allocated funds as follows:

Project descriptions and cost estimates are attached as Appendix A. Of note is a contingency fund
of $65,464.91 that has been created so as to allow for the ability to add funds to existing programs
or reserve enough to assist with any new project which may qualify and become important during
the fiscal year, (Such projects would of course, be subject to approval by the City Commission,)
In addition to the Quality of Life funds being appropriated, the North Beach Community has
reviewed prior year funds and proposed that Quality of Life balances left from Fiscal Year 2, Fiscal
Year 3, and Fiscal Year 4 totaling $162,627.08 (either as a result of project cost reductions or
changes in funding strategies) be included as part of the 99100 budget. The reallocated amounts
include:

Based on the foregoing, the City Commission should approve the Resolution which appropriates
$652,513.50 in FY 1999/2000 Q.O.L. Tax funds (less $32,625,68 which is the 5% administrative
charges to North Beach Development Corporation) to be expended on projects as itemized by the
North Beach Community, and reallocate funds from prior years totaling $162,627.08 for a total of
$782,514.91 in available Resort Tax funds.
