A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION 2003-25302,
SUBJECT TO AND EFFECTIVE UPON APPROVAL BY MIAMI-DADE
COUNTY, INCREASING THE FIRE RESCUE TRANSPORT FEES FROM
$330 TO $430 FOR BASIC LIFE SUPPORT; FROM $380 TO $500 FOR
ADVANCED LIFE SUPPORT 1; AND FROM $490 TO $630 FOR ADVANCED
LIFE SUPPORT 2; AND MAINTAINING THE CURRENT FEES FOR ALL
EXPENDABLE MEDICAL SUPPLIES, WITH SERVICES NOT TO BE
WITHHELD DUE TO A PERSON'S INABILITY TO PAY.
WHEREAS, the City of Miami Beach Fire Department serves as the provider of fire
rescue transport services, and in order to comply with the provisions of the Code of Miami-
Dade County, Florida, Chapter 4-7 (Ambulance and Medical Transportation- Rates), proposed
emergency transport fees are subject to and effective upon approval by Miami-Dade County;
and
WHEREAS, it is necessary to raise the established Fire Rescue Transport Fees for
Basic Life Support and Advanced Life Support 1, and Advanced Life Support 2, due to
increased operation expenses; and
WHEREAS, all fees for expendable medical supplies shall remain the same; and
WHEREAS, the proposed fee increases for transport services are as follows:

WHEREAS, notwithstanding the above, no individual shall be deprived of Fire
Rescue Transport Services due to the inability to pay for such services.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that, subject to and effective upon approval by Miami-
Dade County, Resolution No. 2003-25302, is hereby amended, increasing the present Fire
Rescue Transport Fees as follows:

Advanced Life Support 1 $500.00
Advanced Life Support 2 $630.00
Mileage Charge/per Mile $ 7.50
Cardiac Monitoring $ 25.00

96% of residents rated the overall quality of City Fire as excellent or good; and according to the
Environmental Scan, in 2006 the Fire Department received 18,131 calls and 13,532 of them were
rescue related.

The Fire Department Fire Rescue Transport Fees will provide needed revenue to offset the growing cost
of supplies and fuel in FY 2008/09. The proposed schedule balances consumer and industry needs and
will have minimal impact on consumers due to the fact that ambulance transports are typically paid for by
Medicare, Medicaid and private insurance. As for uninsured and underinsured patients who are unable
to pay, it remains the policy of the City of Miami Beach not to pursue payment, and their outstanding
balances are not collected. Amending Resolution 2003-25302 the proposed fee schedule, which is
subject to and effective upon approval by Miami-Dade County, enhances the ability of the Rescue Division
to provide the best possible service to the stakeholders of the City of Miami Beach.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The Miami Beach Fire Rescue Department transport fees provide needed revenue to offset
budgetary costs. The proposed annual budget for the Rescue Division for Fiscal Year (FY)
2008/09 is $14,236,679. Revenue for Rescue Transports is projected to be $1,300,000 at
the current fees as set by the City Commission. By amending Resolution 2003-25302 which
is subject to and effective upon approval by Miami Dade County, the City will be able to
further offset the operating costs of the Rescue Division. It is anticipated that the County will
raise their transport fees this FY although the amount of the increase has not been set as
yet.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution approving and authorizing the transport fees subject to and effective upon
approval by Miami-Dade County.
