A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RETROACTIVELY APPROVING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE
FOLLOWING GRANT FUNDING REQUESTS: 1) THE STATE OF FLORIDA
CULTURAL FACILITIES GRANT PROGRAM, FOR FUNDING, IN THE
AMOUNT OF $500,000, FOR RENOVATION OF THE NORTH SHORE BAND
SHELL FACILITY; 2) UNITED STATES GOLF ASSOCIATION (USGA), FOR
FUNDING, IN AN AMOUNT NOT TO EXCEED $15,000, FOR A YOUTH GOLF
CLINIC AT NORMANDY SHORES GOLF CLUB; 3) THE EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM, FOR FUNDING, IN
AN AMOUNT NOT TO EXCEED $38,000, FOR THE CITY'S TECHNOLOGY
NEEDS; 4) STATE OF FLORIDA E911 GRANT PROGRAM, FOR FUNDING, IN
AN AMOUNT NOT TO EXCEED $1,000,000, FOR 911 EQUIPMENT; 5) MIAMI-
DADE COUNTY, FOR FUNDING, IN AN AMOUNT NOT TO EXCEED $64,000,
FOR THE CITY'S HOMELESS OUTREACH PROGRAM; 6) BURGER KING
FOUNDATION, FOR FUNDING, IN AN AMOUNT NOT TO EXCEED $14,000,
FOR FOOD ASSISTANCE FOR FAMILIES, ELDER RESIDENTS AND YOUTH
IN OUR COMMUNITY; 7) U.S. DEPARTMENT OF JUSTICE CHILD SEXUAL
PREDATOR PROGRAM, IN THE AMOUNT OF $500,000, FOR COMMUNITY
ORIENTED POLICING SERVICES; 8) NATIONAL ENDOWMENT FOR THE
ARTS, IN AN AMOUNT NOT TO EXCEED $150,000, FOR THE CITY'S
SLEEPLESS NIGHT 2009 EVENT; AND, 9) BARBARA BUSH FOUNDATION
FOR FAMILY LITERACY PROGRAM, FOR AN EARLY CHILDHOOD
LITERACY PROGRAM, IN AN AMOUNT NOT TO EXCEED $65,000;
FURTHER APPROPRIATING ALL THE ABOVE GRANTS AND MATCHING
FUNDS, IF APPROVED AND ACCEPTED BY THE CITY; AND AUTHORIZING
THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE
APPLICATIONS BY THE CITY MANAGER OR HIS DESIGNEE.
WHEREAS, the Cultural Facilities Program of the Florida Department of
State, Division of Cultural Affairs, is one of only a handful of state programs
nationwide that funds the renovation, construction, or acquisition of cultural
facilities; and
WHEREAS, the North Shore Bandshell was designed by Norman M. Giller
in 1961, and is an excellent example of the Post War Modern or Miami Modem
(MiMo) style of architecture; and
WHEREAS, the Administration has requested $500,000 for the restoration
and renovation of the North Shore Bandshell facility, located on Collins Avenue,
Miami Beach, and the scope of this project includes historic restoration and/or
renovation of the facility, including but not limited to the following: structural
repairs, demo and rebuild storage room, ADA improvements to backstage area,
renovate (or rebuild) exterior restrooms, electrical system upgrades, sound
system, stage lighting, HVAC system, improve functionality of loading dock,
stage extension, accent lighting for main architectural features and audience
seating; and
WHEREAS, the grant requires matching funds, in the amount of
$1,000,000, and the funding is available in North Beach Quality of Life funds for
the North Shore Bandshell Improvements project; and
WHEREAS, this project supports the key intended outcome: ensure well-
maintained facilities; and ,
WHEREAS, retroactive approval is requested to submit a grant application
to the U.S. Department of State, Cultural Facilities Program, in the amount of
$500,000, for the renovation of the North Shore Bandshell; and
WHEREAS, the United States Golf Association (USGA) provides grants,
through its Good for the Game Program, to organizations that introduce the
game to people who would otherwise not have the opportunity to play,
specifically children and youth from economically disadvantaged backgrounds
and individuals with disabilities; and
WHEREAS, grant awards are directed to instructional programs, caddie or
other work-based curriculums that make the game both more affordable and
accessible as well as teach individuals the life values inherent to the game; and
WHEREAS, the City has submitted an application requesting funding for a
youth golf clinic at Normandy Shores Golf Course, scheduled to begin in
February 2009 and end in July 2009, and the program will be provided by the
Parks and Recreation Department (with PGA certified instructors from
Professional Course Management (PCM)); and
WHEREAS, the grant does not require a cash match and this project
supports the key intended outcomes: improve the lives of elderly residents and
enhance learning opportunities for youth; and
WHEREAS, retroactive approval is requested to submit a grant application
to the United States Golf Association (USGA) for funding, in an amount not to
exceed $15,000, for a youth clinic at Normandy Shores Golf Club; and
WHEREAS, the Edward Byrne Memorial Justice Assistance Grant (JAG)
Program is the primary provider of federal criminal justice funding to state and
local jurisdictions and the Program funds all components of the criminal justice
system; and
WHEREAS the City has submitted an application for funding of
technology; and
WHEREAS, this grant does not require matching funds and the project
supports the key intended outcomes: increase resident ratings of public safety
services and maintain crime rates at or below national trends; and
WHEREAS, retroactive approval is requested to submit a grant application
to the Edward Byrne Memorial Justice Assistance Program, in an amount not to
exceed $38,000 for the City's technology needs; and
WHEREAS, the State of Florida's E911 State Grant Program provides
funding to assist counties with the installation of Enhanced 911 (E911) systems
and to provide "seamless" Enhanced 911 throughout the State; and
WHEREAS, eligible applicants include the Board of County
Commissioners in any county in the State of Florida, and the City has requested
that Miami-Dade County apply on our behalf for funding for our E911 system;
and
WHEREAS, the State of Florida E911 County Grant Program will make
funding awards on a priority basis; and
WHEREAS, the City has applied for grant funding, in an amount not to
exceed $1,000,000, to replace the primary site public safety answering point
(PSAP) and the grant will provide funding for a E911 phone switch, recording
equipment, and a telephone answering system to equip the City's 911 center;
and
WHEREAS, the grant does not require matching funds and the project
supports the key intended outcome: increase resident ratings of public safety
services;
WHEREAS, approval is requested to submit a grant application to the
State of Florida E911 grant program, in an amount not to exceed $1,000,000, for
911 equipment; and
WHEREAS, Miami-Dade County is a recipient of federal funding under
Title IV of the Stewart McKinney Homeless Assistance Act through the U.S.
Department of Housing and Urban Development; and
WHEREAS, the City has applied for funding, in an amount not to exceed
$64,000, from Miami-Dade County Homeless Trust to provide supportive
services, including homes outreach and shelter placement; and
WHEREAS, a match of at least 25% is required and matching funds are
available form the Neighborhood Services Department operating budget, and this
project supports the Key Intended Outcome: Reduce the number of homeless;
and
WHEREAS, retroactive approval is requested to submit a grant application
to Miami-Dade County Homeless Trust, for funding, in an amount not to exceed
$64,000, for the City's Supportive Housing Grant Program; and
WHEREAS, the Burger King HAVE IT YOUR WAYO Foundation is a
global effort aimed at supporting organizations that alleviate hunger, prevent
disease and support youth programs; and
WHEREAS, the Miami Beach Service Partnership is a collaborative effort
among a variety of community-based providers and organizations to better serve
youth and families of the City of Miami Beach and the partners have seen an
increase in the demand for food assistance among residents; and
WHEREAS, the City has submitted an application for funding to the
Burger King HAVE IT YOUR WAYO Foundation for funding for basic food
packages, and, If awarded, the program will provide funding for free basic food
packages for several populations within our City; and
WHEREAS, this grant does not require matching funds and this project
supports the key intended outcome: improve the lives of elderly residents and
enhance learning opportunities for youth; and
WHEREAS, retroactive approval is requested to submit a grant application
to the Burger King Corporation Foundation for funding, in an amount not to
exceed $14,000, for food assistance for families, elder residents and youth in our
community; and
WHEREAS, the U.S. Department of Justice, Office of Community
Oriented Policing Services (COPS), has launched a new funding program that
aims to reduce child endangerment in America's communities and COPS will
award $10 million in grants to local governments to help locate, arrest, and
prosecute child sexual predators and exploiters; and
WHEREAS, the Child Sexual Predator Program (CSPP) will support the
use of community policing in protecting children from harm, and the COPS Office
has invited agencies to apply and compete for 2-year awards, which will be used
to hire personnel, purchase technology or equipment, and conduct training; and
WHEREAS the Administration has requested funding, in the amount of
$500,000 to fund this Program on Miami Beach; and
WHEREAS, the grant does not require a match and this project supports
the key intended outcome: maintain crime rates at or below the national average;
and
WHEREAS, retroactive approval to submit a grant application to the U.S.
Department of Justice Child Sexual Predator program, in the amount of $500,000
for community oriented policing services; and
WHEREAS, the National Endowment for the Arts (NEA) is a public agency
dedicated to supporting excellence in the arts, both new and established;
bringing the arts to all Americans; and providing leadership in arts education and
it is the nation's largest annual funder of the arts; and
WHEREAS, the City of Miami Beach, in collaboration with every cultural
institution in the city, plans to present the second edition of SLEEPLESS NIGHT,
a sundown-to-sunrise, free, Citywide celebration of the arts inspired by the famed
Nuit Blanche events that began in Paris; and
WHEREAS, the City of Miami Beach has provided seed money for
SLEEPLESS NIGHT, but the majority of funding for the event will come from
other sources, including the Greater Miami Convention and Visitors Bureau, the
Miami Beach Visitor and Convention Authority, Miami Dade County Department
of Cultural Affairs, Miami Dade County Tourist Development Council, Knight
Foundation, and private foundations and corporate sponsors; .and
WHEREAS, the City has request funding, in the amount of $150,000, from
the NEA and the program requires matching funds which will be comprised of
corporate support; and
WHEREAS this project supports the key intended outcome: increase
community rating of cultural activities; and
WHEREAS, retroactive approval is requested to submit a grant application
to the NEA, in an amount not to exceed $150,000, for the City's Sleepless Night
2009 event; and
WHEREAS, the mission of the Barbara Bush Foundation for family literacy
provides funding to establish literacy as a value in every family in America by
supporting the development of family literacy programs; and
WHEREAS, the City has submitted an application to the Barbara Bush
Foundation for the Countdown to Kindergarten Book Club which engages
families with three and four-year-olds in a yearlong adventure of reading together.
to help build literacy as a core value in the home; and
WHEREAS, this grant does not require matching funds and this project
supports the Key Intended Outcome: Increase community satisfaction with City
services; and
WHEREAS, retroactive approval is requested to submit a grant application
to the Barbara Bush Foundation for Family Literacy for an early childhood literacy
program, in an amount not to exceed $65,000.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby retroactively approve
and authorize the City Manager or his designee to submit the following grant
applications: 1) the U.S. Department of State, Cultural Facilities Program, in the
amount of $500,000 for the renovation of the North Shore Band Shell; 2) the
United States Golf Association (USGA), for funding, in an amount not to exceed
$15,000, for a youth clinic at Normandy Shores golf Club; 3) Edward Byrne
Memorial Justice Assistance Program, in an amount not to exceed $38,000, for

the fifth most important area that the city can address with regard to public safety; 2) Recreation was
mentioned as one of the most important areas regarding quality of life in Miami Beach; 3) and 4) 78% of
residents rated overall quality of City Police and 96% of residents rated overall quality of City Fire as
excellent and good; 5) 68% of the City's residents and 72% of the City's businesses stated that the City's
ability to address homelessness is either fair or poor; Homelessness is a broad quality of life issue; 6)
71 % of residents more than 65 years old rated Miami Beach city government as Good or Excellent in
meeting their needs and 62% of households with children rated Miami Beach city government as Good or
Excellent in supporting meeting their needs; 7) Safety (crime, police) was rated as the number one change
that would make Miami Beach a better place to live, work play or visit; 8) 30% of residents rated the
availability of cultural activities on the beach as too few; 78% of residents believe that the tourism industr~r
contributes to their quality of life within the city; 9) Supplementing school programs was rated as the 4
most important area by residents for the city to spend its tax dollars and availability (too few) family friendly

ANALYSIS
1. Retroactive approval to submit a Grant application to the US Department of State,
Cultural Facilities Program in the amount of $500,000 for the renovation of the North
Shore Bandshell
The Cultural Facilities Program of the Florida Department of State, Division of Cultural
Affairs, is one of only a handful of such state programs nationwide. Established by statute in
1988, the purpose of the Cultural Facilities Program is to coordinate and guide the State of
Florida's support and funding of renovation, construction, or acquisition of cultural facilities.
The Administration has requested $500,000 for the restoration and renovation of the North
Shore Bandshell facility, located on Collins Avenue, Miami Beach. This open air performing
arts facility located in a beautiful beachfront park is a unique performance venue in Miami
Beach.
The Bandshell was designed by Norman M. Giller in 1961, and is an excellent example of
the Post War Modern or Miami Modern (MiMo) style of architecture. The project includes the
historic restoration and renovation for the facility and funding, if received will be used for the
construction portion of the project.
The grant requires matching funds in the amount of $1,000,000. The funding is available in
North Beach quality of life funds for the North Shore Bandshell Improvements project. The

2. Retroactive approval to submit a grant application to the United States Golf
Association (USGA) for funding in an amount not to exceed $15,000 for a youth Golf
clinic at Normandy Shores Golf Club.
The USGA provides grants through its Good for the Game program to organizations that
introduce the game to people who would otherwise not have the opportunity to play,
specifically children and youth from economically disadvantaged backgrounds and
individuals with disabilities. Grant awards are directed to instructional programs, caddie or
other work-based curriculums that make the game both more affordable and accessible as
well as teach individuals the life values inherent to the game.
The City of Miami Beach has submitted an application requesting funding for a youth golf
clinic at Normandy Shores Golf Course, scheduled to begin in February 2009 and end July
2009. The program will be provided by the Parks and Recreation Department, with PGA
(Professional Golf Association) certified instructors from Professional Course Management
(PCM), the City's golf courses management company. The program will include three six-
weeksessions. Participants will meet once per week during each of the six week sessions.
The progressively structured sessions will include the following: 1) Introduction to golf; 2)
Practice of fundamentals; 3) On the Course Management: rules etiquette and tournament
play. The program will be open to 20 youth from low-income backgrounds.
The USGA places great emphasis on providing affordable golf course access to program
participants, both during scheduled programming and after programming is concluded.
Additionally, the City is considering offering substantially reduced or no cost access to the
Normandy Shores Golf Club for youth who successfully complete the Youth Golf Clinic
Program based on availability and within established guidelines.
The grant does not require a cash match. This project supports the Key Intended
Outcomes: Improve the lives of elderly residents and enhance learning opportunities for
youth.
3. Retroactive approval to submit a grant application to the Edward Byrne Memorial
Justice Assistance program in an amount not to exceed $38,000 for the City's
technology needs.
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary
provider of federal criminal justice funding to state and local jurisdictions. JAG funds support
all components of the criminal justice system, from multijurisdictional drug and gang task
forces to crime prevention and domestic violence programs, courts, corrections, treatment,
technology improvement programs and justice information sharing initiatives. The City has
submitted an application for funding of infrastructure associated with hardware and software
acquisitions, and continued automation of processes within the police department. The
specific target of this funding will be the computer aided dispatch record management
system for use of the Police Department.
This grant does not require matching funds. This project supports the Key Intended
Outcome: Increase resident ratings of public safety services and maintain crime rates at or
below national trends.
4. Approval to submit a grant application to the State of Florida E911 grant program
in an amount not to exceed $1,000,000 for 911 equipment.
The State of Florida's E911 State Grant Program provides funding to assist counties with the
installation of Enhanced 911 (E911) systems and to provide "seamless" Enhanced 911
throughout the State of Florida. Eligible applicants include the Board of County
Commissioners in any county in the State of Florida. The City has requested that the County
apply on our behalf for funding for our E911 system.
The State of Florida E911 County Grant Program will make funding awards on a priority
basis. Applicants with E911 Phase I I systems that require immediate system replacement to
maintain enhanced 911 status or when the expected life of the system is less than 1 year are
Priority 1 applicants. The city has the oldest primary and backup public safety answering
point within Miami-Dade County. The system will be used at our primary 911 site, which is
located at 1100 Washington Avenue. As such, the City has applied for grant funding in an
amount not to exceed $1,000,000 to replace the primary site public safety answering point
(PSAP). This grant will provide funding for a E911 phone switch, recording equipment and a
telephone answering system to equip the City's 911 center.
The grant does not require matching funds. This project supports the Key Intended
Outcome: Increase resident ratings of public safety services
5. Retroactive approval to submit a grant application to Miami-Dade County Homeless
Trust for funding in an amount not to exceed $64,000 for the City's Supportive
Housing Grant program
Miami-Dade County is a recipient of federal funding under Title IV of the Stewart McKinney
Homeless Assistance Act through the U.S. Department of Housing and Urban Development.
The City has applied for funding, in an amount not to exceed $64,000, from Miami-Dade
County Homeless Trust to provide supportive services, including homes outreach and
shelter placement. The City will use the funds for the following homeless activities: 1)
outreach and to inform persons about the program; 2) assess and confront problems; and,
3) for shelter placements.
A match of at least 25% is required. Matching funds are available form the Neighborhood
Services Department operating budget. This project supports the Key Intended Outcome:
Reduce the number of homeless.
6. Retroactive approval to submit a grant application to the Burger King Corporation
Foundation for funding in an amount not to exceed $14 000 for food assistance
for families elder residents and youth in our community
The Burger King HAVE IT YOUR WAY® Foundation is a global effort aimed at supporting
organizations that alleviate hunger, prevent disease and support youth programs.
The Miami Beach Service Partnership is a collaborative effort among a variety of community-
based providers and organizations to better serve youth and families of the City of Miami
Beach. Collectively, the partners have seen an increase in the demand for food assistance
among residents and seek this funding to increase access and quantities of healthy food
available to our community's most vulnerable and susceptible residents.
The City has submitted an application forfunding to the Burger King HAVE IT YOUR WAY®
Foundation for funding for basic food packages. If awarded, the program will provide
funding for free basic food packages for several populations within our City. The food
packages will include fresh meat, produce and other foods. The target populations are:
families, elder residents living alone and youth.
This grant does not require matching funds. This project supports the Key Intended
Outcome: Improve the lives of elderly residents and enhance learning opportunities for youth
7. Retroactive approval to submit a grant application to the US Department of Justice
Child Sexual Predator program in the amount of $500 000 for community oriented
policing services
The US Department of Justice, Office of Community Oriented Policing Services (COPS) has
launched a new funding program that aims to reduce child endangerment in America's
communities. COPS will award $10 million in grants to local governments to help locate,
arrest, and prosecute child sexual predators and exploiters.
The Child Sexual Predator Program (CSPP) will support the use of community policing in
protecting children from harm, placing a special emphasis on partnership-based results. The
COPS Office has invited agencies to apply and compete for 2-year awards, which will be
used to hire personnel, purchase technology or equipment, and conduct training. The
Administration has requested funding in the amount of $500,000 to fund this program on
Miami Beach.
The grant does not require a match. This project supports the Key Intended Outcome:
Maintain crime rates at or below the national average.
8. Retroactive approval to submit a grant application to the National Endowment for
the Arts in an amount not to exceed $150 000 for the City's Sleepless Nights
2009 event.
The National Endowment for the Arts (NEA) is a public agency dedicated to supporting
excellence in the arts, both new and established; bringing the arts to all Americans; and
providing leadership in arts education. Established by Congress in 1965 as an independent
agency of the federal government, the Endowment is the nation's largest annual funder of
the arts.
The City of Miami Beach, in collaboration with every cultural institution in the city, plans to
present the second edition of SLEEPLESS NIGHT, asundown-to-sunrise, free, citywide
celebration of the arts inspired by the famed Nuit Blanche events that began in Paris in
2002. SLEEPLESS NIGHT offers free museum admissions, indoor and outdoor art
installations and performances, architectural tours, dance (and dancing,) theater, music,
slam poetry, fashion, acrobatics, comedy and other cultural offerings -over 150 free events
at more than 80 different venues spread throughout the city and the 13-hour night that marks
the end of Daylight Savings Time.
The City of Miami Beach has provided seed money for SLEEPLESSNlGHT, butthe majority
of funding for the event will come from other sources, including the Greater Miami
Convention and Visitors Bureau, the Miami Beach Visitor and Convention Authority, Miami
Dade County Department of Cultural Affairs, Miami Dade County Tourist Development
Council, Knight Foundation and private foundations and corporate sponsors.
The City has request funding in the amount of $150,000 from the NEA. The program
requires matching funds which will be comprised of corporate support. This project supports
the Key Intended Outcome: Increase community rating of cultural activities.
9. Retroactive approval to submit a grant application to the Barbara Bush Foundation
for Family Literacy for an early childhood literacy program in an amount not to
exceed $65,000;
The mission of the Barbara Bush Foundation forfamily literacy provides funding to establish
literacy as a value in every family in America by helping every family to understand that the
home is the child's first school, that the parent is the child's first teacher and that reading is
the child's first subject, and to break the intergenerational cycle of illiteracy by supporting the
development of a family literacy program.
The City has submitted an application to the Barbara Bush Foundation for the Countdown to
Kindergarten Book Club. The Countdown to Kindergarten Book Club engages families with
three and four-year-olds in a yearlong adventure of reading together. The goal of the project
is to help build literacy as a core value in the home. The project also provides
parents/guardians with school registration and school readiness materials to be used at
home to enhance learning skills. Health and wellness information and screenings are also
provided and encouraged for participants and their families.
This grant does not require matching funds. This project supports the Key Intended
Outcome: Increase community satisfaction with City services.
CONCLUSION
The Administration requests retroactive approval to authorize the City Manager or his
designee to submit the following grant applications: 1) the US Department of State, Cultural
Facilities Program in the amount of $500,000 for the renovation of the North Shore Band
Shell; 2) the United States Golf Association (USGA) for funding in an amount not to exceed
$15,000 for a youth clinic at Normandy Shores golf Club; 3) Edward Byrne Memorial Justice
Assistance program in an amount not to exceed $38,000 for the City's technology needs; 4)
the State of Florida E911 grant program in an amount not to exceed $1,000,000 for 911
equipment; 5) Miami-Dade County Homeless Trust, for funding, in an amount not to exceed
$64,000 for the City's Supportive Housing Grant program; 6) Burger King Corporation
foundation for funding in an amount not to exceed $14,000 for food assistance for families,
elder residents and youth in our community; 7) the US Department of Justice Child Sexual
Predator program in the amount of $500,000 for community oriented policing services; 8) the
National Endowment for the Arts in an amount not to exceed $150,000 for the City's
Sleepless Nights 2009 event; and, 9) Barbara Bush Foundation for Family Literacy for an
early childhood literacy program in an amount not to exceed $65,000.
