BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER,
PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 36-07/08, FOR
PLANNING, ARCHITECTURAL, ENGINEERING AND LANDSCAPE ARCHITECTURAL
SERVICES IN CONNECTION WITH THE PLANNING, DESIGN, BID AND AWARD, AND
CONSTRUCTION ADMINISTRATION SERVICES AT A COST NOT TO EXCEED 5125,000
FOR CERTAIN LANDSCAPE IMPROVEMENTS TO THE MIAMI BEACH BOTANICAL

RANKED FIRM, SAVINO 8~ MILLER; AND SHOULD THE ADMINISTRATION NOT BE
ABLE TO NEGOTIATE AN AGREEMENT WITH THE SECOND-RANKED FIRM,
AUTHORIZING THE ADMINISTRATION TO NEGOTIATE AN AGREEMENT WITH THE
THIRD-RANKED FIRM, ARQUITECTONICA; AND FURTHER AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT, UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS.
WHEREAS, on June 25, 2008, the Mayor and City Commission approved the
issuance of Request for Qualifications (RFQ) No. 36-07/08, for the Planning, Architectural,
Engineering and Landscape Architectural Services in connection with the Planning, Design,
Bid and Award, and Construction Administration Services at a cost not to exceed $125,000
for Certain Landscape Improvements to the Miami Beach Botanical Garden Project, with
funding provided from the previous appropriated series 2000 General Obligation Bond Fund
383 (the "RFQ"); and
WHEREAS, the purpose of the Project is to study how to provide free public access
to the Miami Beach Botanical Garden (the "Garden Center"); promote environmental
stewardship and green lifestyle; present environmental and ecological education programs
for children and adults; preserve urban green space and tree canopy; have the Garden serve
as a venue for visual and performing arts, and as a community resource for weddings,
parties and events, and tourist destinations ;and
WHEREAS, the RFQ was issued on July 14, 2008, with an opening date of August
14, 2008; and
WHEREAS, apre-proposal meeting to provide information to prospective proposers
was held on July 29, 2008; consequently, a site visit to the Garden Center was scheduled
and held on August 5, 2008; and
WHEREAS, BidNet sent notices to 62 prospective Proposers; RFP Depot sent
notices to 1179 prospective Proposers of which 52 viewed the documentation; additionally,
the Procurement staff performed an outreach on 194 architectural and engineering firms;
which all resulted in the receipt of nine (9) proposals from RNGA, IBI Group, Raymond
Jungles, Arquitectonica, Design Studio of Boca, Sklarchitecture, DNA Design, Keith 8~
Schnars, Savino & Miller; and
WHEREAS, The City Manager, via a Letter to Commission (LTC) No. 195-
2008, appointed the following Evaluation Committee ("the Committee°):
• Richard Toledo, President, Miami Beach Garden Conservancy;
• Donna O'Higgins, Secretary, Miami Beach Garden Conservancy ;
• Laura Jamieson, Executive Director, Miami Beach Garden Conservancy;
• Ray Breslin, Miami Beach Resident;
• Mario Gonzalez-Pola, Senior Capital Projects Coordinator;
• Robert Reboso, Asst. Asset Manager, Asset Management Division;
• Chris Latt, Chief Arborist, Parks & Recreation;
• Ricardo Guzman, Senior Planner, Planning Department; and
WHEREAS, on August 25, 2008, the Committee proceeded to shortlist the firms for
presentations based on criteria set forth in the RFQ, scored and ranked the Proposers, and
unanimously agreed to bring back the following top-ranked Proposers: Arquitectonica,
Raymond Jungles, and Savino & Miller; and
WHEREAS, on September 2, 2008, the Committee reconvened for presentations,
deliberations and recommendations; based on the scores and rankings, Raymond Jungles
was unanimously selected as the top-ranked firm, Savino & Miller as the second-ranked firm,
and Arquitectonica as the third-ranked firm; and
WHEREAS, the City Manager has reviewed and concurs with the Evaluation
Committee's recommendation.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request
for Request for Qualifications (RFQ) No. 36-07/08, for the Planning, Architectural,
Engineering and Landscape Architectural Services in connection with the Planning, Design,
Bid and Award, and Construction Administration Services at a Cost Not to Exceed $125,000
for Certain Landscape Improvements to the Miami Beach Botanical Garden Project with
funding provided from the previously appropriated Series 2000 General Obligation Bond
Fund 383; and authorizing the Administration to enter into negotiations with the top-ranked
firm, Raymond Jungles; should the Administration not be able to successfully negotiate an
agreement with top-ranked firm, authorizing the Administration to negotiate with the second-
ranked firm, Savino & Miller; and should the Administration not be able to negotiate an
agreement with the second-ranked firm, authorizing the Administration to negotiate an

On July 14, 2008, the RFQ was issued with an opening date of August 14, 2008. APre-proposal meeting

issued. Resulting in the receipt of nine (9) proposals: RNGA, IBI Group, Raymond Jungles,
Arquitectonica, Design Studio of Boca, Sklarchitecture, DNA Design, Keith & Schnars, Savino & Miller.
The City Manager, via a Letter to Commission (LTC) No. 195-2008, appointed an Evaluation Committee
("the Committee") that convened on August 25, 2008, to evaluate, shortlist, score and rank. On
September 2, 2008, the Committee reconvened for presentations, deliberations and recommendations.
Based on the scores and rankings of the Committee members, Raymond Jungles was unanimously
selected as the top-ranked firm. A motion was therefore made by Robert Reboso, and seconded by Ray
Breslin, to recommend to the City Manager to negotiate an Agreement with the top-ranked firm, Raymond
Jungles, in the effect that negotiations with the top-ranked firm deem unsuccessful, to negotiate with the
second-ranked firm, Savino & Miller; and to negotiate with the third-ranked firm, Arquitectonica, should
negotiations with the first or second-ranked firms be unsuccessful.

ANALYSIS
On June 25, 2008, the Mayor and City Commission approved the issuance of Request
for Qualifications (RFQ) No. 36-07/08, for the Planning, Architectural, Engineering and
Landscape Architectural Services in connection with the Planning, Design, Bid and
Award, and Construction Administration Services at a cost not to exceed $125,000 for
Certain Landscape Improvements to the Miami Beach Botanical Garden Project with
Funding Provided from the previous appropriated series 2000 General Obligation Bond
Fund 383 (the "RFQ").
The purpose of the Project is to study how to provide free public access to an attractive
Botanical Garden (the "Garden"); promote environmental stewardship and green
lifestyle; present environmental and ecological education programs for children and

adults; preserve urban green space and tree canopy; serve as a venue for visual and
performing arts; and serve as a community resource for weddings, parties and events,
and tourist destinations. The work shall include, but not be limited to, conceptual
drawing(s), survey, geotechnical analysis, environmental analysis, planning, design
development, estimate(s) probable construction cost, construction document
preparation, bidding/award, and construction administration services for the Project.
The Garden improvements currently envisioned may include, but will not be limited to,
create curbside appeal and visibility, maximize the use of space to create areas of
dynamic energy, and offer a sense of hidden treasure and pockets of serenity. In
general, the idea is to foster an impression that the garden is more than the 2.6 acres,
creating °rooms" that invite exploration by visitors, meandering pathways that invite
guests to find the rooms, each room would be a delight to see and smell. Significant
garden revenue is generated by rentals for weddings, parties, and corporate events, the
Boat Show, etc; other events, such as Art Basel, create exceptional visibility and high
volume of traffic. Landscape planning must incorporate functionality, traffic patterns, and
plant selection for high-used areas, while seeking to promote the peace and quite of the
gardens amid an urban environment.
The integration of existing garden areas, such as the Japanese garden and the Native
garden on the south side of the property, envisions that they can be enhanced and
integrated into the new design, but remain in the existing locations, along with the pump
house and its storage capacity. New landscape should reinforce Japanese design
principles, i.e., the existing Norfolk pines are in bad shape and should be replaced with
plantings that give height and scale on the east side. Gardens on the south suffer noise
and fumes impacts from the County transit buses that idle in the street during the shift
work. In addition, with respect to the horticulture, the Garden Conservancy Board
desires a Garden that is an outstanding example of the beauty and sustainable
landscape principles and practices that residents can incorporate in their own landscape.
Orchids and bromeliads are two mayor plant collections at the garden.
Goals include a design that builds on a variety of native plants, flowering trees, ground
cover and lawn substitutes, as well as improving the gardens Great lawn areas.
Xeriscaping, additional water features, permanent and temporary outdoor art
installations, landscape lighting, and a combination of sun and shade, butterflies and
birds along with beautifying the Gardens service driveways are all desired concepts the
Conservancy wishes to have explored.
The Garden also seeks a leadership position with respect to Green Goals; to foster this
position on Green Goals, the Garden will seek a leadership position with respect to
ecological good sense, and design that demonstrates "green living" with composting,
recycling, water and energy conservation, and choice of plant materials. The landscape
design must frame the Garden's mid-century American building.
The purpose of this Task is to develop a concept plan that meets the City's functional
requirements, incorporates community input, and stays within the established schedule
and cost parameters.
The City has previously met with neighborhood representatives to review improvements
and has identified certain items that are to be considered. The descriptions provided
therein are not considered all encompassing, but are only intended to provide the
consultant with a starting point from which to base its conceptual master plan upon.

The cost and terms for the agreement will be negotiated after the Mayor and City
Commission authorizes the Administration to enter into negotiations.

The Committee unanimously agreed through a motion presented by Mario Gonzalez-
Pola and seconded by Chairperson Richard Toledo to bring back for presentations the
top-ranked Proposers: Arquitectonica, Raymond Jungles, and Savino & Miller.
On September 2, 2008, the Committee reconvened for presentations, deliberations and
recommendations. Committee member Mario Gonzalez-Pola, was not able to attend the
presentations due to prior scheduled commitments; however, a quorum was reached.

THE FIRM'S PROPOSAL
Raymond Jungles, Inc. (RJ) has maintained exclusive practice of landscape architecture
since 1981, undertaking a variety of award-winning projects in its twenty-seven years.
The firm is composed of twelve landscape architects, with a combined experience of
over one hundred years in design, production, management and observation of a range
of landscape architectural endeavors, including recreational, commercial, institutional,
and residential projects. The two most senior landscape architects have a combined
experience of fifty years, and more then fifty local, state, and national awards for design
excellence.
RJ's objective for the Miami Beach Botanical Garden is to provide a green refuge and an
educational beacon both for residents and the variegated throngs of South Beach
visitors. RJ has projected to achieve the following goals for the project:
• Meeting the programmatic needs of the Garden, including education programs
and venues for the arts and community gatherings;
• Reflecting the quality and diversity of subtropical horticulture;
• Creating dynamic, unique, vibrant, and memorable spaces;
• Establishing thoughtful, sensible design that will insure manageable and cost-
efficient maintenance of the project's components over time;
• Reconceptualizing site edges to attract visitors;
• Employing hardscape and landscape materials as both aesthetic and learning
elements;
• Judicious selection of appropriate °green" components, including LEED
construction methods, composting, and xeriscaping; and
• Insuring that the project functions safely, securely and efficiently.
RJ understands the value and vital role of delivering an award-winning project on time
and within the defined budget.
CONCLUSION
The Administration recommends approval of the attached Resolution accepting the
recommendation of the City Manager pursuant to Request for Qualifications (RFQ) No.
36-07/08, for Planning, Architectural, Engineering and Landscape Architectural Services
in connection with the Planning, Design, Bid and Award, and Construction Administration
Services at a Cost Not to Exceed $125,000 for Certain Landscape Improvements to the
Miami Beach Botanical Garden Project with funding provided from the previous
appropriated Series 2000 General Obligation Bond Fund 383; and authorizing the
Administration to enter into negotiations with the top-ranked firm, Raymond Jungles;
should the Administration not be able to successfully negotiate an agreement with the
top-ranked firm, authorizing the Administration to negotiate with the second-ranked firm,
Savino & Miller; and should the Administration not be able to negotiate an agreement
