MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY

CITY'S CONSOLIDATED PLAN FOR THE RENEWAL OF ONGOING

WHEREAS, on July 30, 2003, the Mayor and City Commission adopted the City of
Miami Beach Consolidated Plan for Fiscal Years 2003/04 through 2007/08; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for
a Certification of Consistency with the Consolidated Plan requires City Commission review
and approval; and
WHEREAS, the Office of Community Services has requested that the City issue the
required Certification of Consistency with the Consolidated Plan for providing supportive
services to homeless persons in Miami Beach through their Homeless Outreach Program; and
WHEREAS, Carrfour Supportive Housing, Inc. has requested that the City issue two
Certifications of Consistency with the Consolidated Plan for two ongoing, successful programs
being administered at their Harding Village building, located at 8540 Harding Avenue, Miami,
which provides supportive services to formerly homeless persons in 74 of the total 92 units
available at the building; one program provides permanent supportive services to 48 formerly
homeless, disabled residents; the second program provides transitional supportive services
to 24 formerly homeless residents of Harding Village, which reserves 20 units for veterans;
and
WHEREAS, Douglas Gardens Community Mental Health Center of Miami Beach, Inc.
(Douglas Gardens) has requested that the City issue five required Certificates of Consistency
in order to continue providing housing to formerly homeless persons with disabilities at the
Mayfair Residence; to continue the Successful Investments Supported Housing Program
which provides rental assistance and case management to victims of domestic violence who
have become homeless; to continue to operate and enhance two Douglas Gardens existing
scattered site housing programs by providing scattered site housing units; and to continue to
provide supportive services to formerly homeless persons with disabilities for a period by
providing case management services and transitional housing to victims of domestic violence
who have become homeless; and
WHEREAS, the Certificates of Consistency, once issued, will be submitted by the
Office of Community Services, Carrfour Supportive Services, and Douglas Gardens
Community Health Center, Inc. to HUD as part of a funding applications for renewal of award
of funds for the proposed Projects;
WHEREAS, the Administration has reviewed the proposed activities and found them to
be consistent with the City's Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue Certifications of Consistency with the City's Consolidated Plan to the
City's Office of Community Services Homeless Assistance Program, Carrfour Supportive
Services, and Douglas Gardens Community Health Center, Inc. to apply for a renewal of
ongoing funding from the U.S. Department of Housing and Urban Development (HUD)
through the Miami-Dade County Homeless Trust (Trust) by continuing to provide supportive
services to homeless persons in Miami Beach.

Based on the 2007 Community Satisfaction Survey, 37% of residents and 44% of businesses ranked the City's ability to address
homelessness as oor.
Issue:
Shall the City approve and authorize the City Manager to issue Certifications of Consistency with City's Consolidated Plan to the
following: a Certification of Consistency to the City of Miami Beach Office of Community Services, two (2) Certifications of
Consistency to Carrfour Supportive Housing; and five (5) Certifications of Consistency to Douglas Gardens, so that these
agencies can apply for renewals of grant funding via the Super Notice of Funding Availability from the Miami-Dade County
Homeless Trust in order to rovide services to homeless and former) homeless ersons?
Item Summary/Recommendation:
On August 13, 2008, Certificates of Consistency with the City's Consolidated Plan to be submitted as part of applications for
funds from HUD via the Miami-Dade County Homeless Trust were requested for the following:
• The City of Miami Beach Office of Community Services: supportive services to homeless persons at the Homeless Outreach
office.
• Carrfour Supportive Housing, two grant applications: 1) To continue to provide permanent supportive services to 48 formerly
homeless disabled residents of Harding Village. Of these 48 persons, 8 are reserved for those living with HIV/AIDS; and 2) To
continue to provide transitional supportive services to 24 formerly homeless residents of Harding Village. Of these 24 persons,
20 are reserved for veterans. Supportive services include case management, referral services, literacy classes, employment
training, and life skills training.
• Douglas Gardens, five grant applications: 1) To continue to offer 22 units of permanent housing forformerly homeless persons
with disabilities at the Mayfair Residence; 2) To continue to provide rental assistance and case management to victims of

Adopt the Resolution.
ANALYSIS
The U.S. Department of Housing and Urban Development (HUD) requires that applicants for
renewal of awarded funding obtain and submit a Certification of Consistency with the Consolidated
Plan from the entitlement jurisdiction where the activity is to be located for each application. In
accordance with the Consolidated Plan (Plan) adopted by the City of Miami Beach City Commission
on July 30, 2003, each request for a Certification of Consistency with the Plan requires City
Commission review and approval. This Plan is in effect through September 30, 2008. The Plan is a
five year planning document required by HUD whereby an entitlement community, through a
collaborative process, establishes a unified vision for community development and housing
activities. It offers local jurisdictions the opportunity to shape the various housing and community
development programs into effective, coordinated neighborhood and community development
strategies. The Plan is also the means to meet the application requirements for HUD's CDBG and
HOME programs.
A jurisdiction's certification that an application is consistent with its Consolidated Plan means that
the proposed activities are consistent with the jurisdiction's Plan, and the location of the proposed
activities is consistent with the geographic areas specified in the Plan. The jurisdiction shall provide
the reasons for the denial when it fails to provide a certification of consistency.
On August 13, 2008, Office of Community Services requested a Certification of Consistency with the
City's Consolidated Plan in order to apply for funding from HUD via the Miami-Dade County
Homeless Trust (Trust) through the annual Super Notice of Funding Availability (Super NOFA). This
funding from the Trust is available for homeless providers to competitively apply for eligible projects
that implement projects and services that assist the homeless. The Trust issued the Super NOFA
on August 4, 2008, and closed the application period on August 26, 2008.
The Office of Community Services is applying for a renewal of its Homeless Outreach Program,
which provides street outreach targeting homeless individuals within the City to engage clients in
accepting shelter and related supportive services to enable them to transition from homelessness to
appropriate housing. The goal of the program is to eliminate homelessness by providing outreach
services as a bridge between homeless individuals/families in Miami Beach and available
community resources (including emergency shelter, housing, employment, entitlements, counseling,
medical services, etc.).
The Administration has reviewed the documentation submitted by the Office of Community Services
describing the proposed activities and has concluded that the supportive housing activities are
consistent with the City's Plan. The Plan identifies long term objectives in Chapter 4, "Five Year
Strategy". Under the Homelessness Strategy (Continuum of Care), page 4-15, on page 12, the Plan
states: "...to effectively address the needs of the homeless, and those threatened with
homelessness through a combination of services that are often provided by different agencies in a
coordinated manner to help move a family from homelessness to self-sufficiency." The Plan further
states: "When the underlying problem is economic, a more comprehensive governmental response
that includes social services, job training, and affordable housing is needed in order to move low-
income households from homelessness and governmental dependency to self-sufficiency."
On August 13, 2008, Carrfour Supportive Housing (Carrfour) requested two Certifications of
Consistency with the City's Consolidated Plan in order to apply for renewal funding from HUD via the
Miami-Dade County Homeless Trust (Trust) through the annual Super NOFA. Carrfour's renewals
are for two ongoing, successful programs being administered'at their Harding Village building,
located at 8540 Harding Avenue, Miami Beach, which provides supportive services to formerly
homeless persons in 74 of the total 92 units available at the building.
The first certification of consistency is a grant renewal of permanent supportive services to 48

City's Consolidated Plan in order to apply for renewal funding from HUD via the Miami-Dade County
Homeless Trust through the annual Super NOFA. Douglas Gardens' first application is a renewal
grant to continue to offertwenty-two units of permanent housing for formerly homeless persons with
disabilities at the Mayfair Residence, Miami Beach, for a period of one year. Douglas Gardens'
second renewal application is for a renewal grant for the Successful Investments, Supported
Housing Program (SHP), to provide rental assistance and case management to victims of domestic
violence who have become homeless. Persons in the program may be placed in housing anywhere
in Miami-Dade County. Douglas Gardens is submitting third and fourth renewal grant applications to
continue to operate and enhance their existing scattered site housing program by providing 17 and
25 scattered site housing units, respectively, and supportive services to formerly homeless persons
with disabilities for a period of one year. The fifth renewal grant application is for supportive services
for the above mentioned Scattered Site Shelter Plus Care programs.
The Administration has reviewed the documentation submitted by Douglas Gardens describing the
activities, and has concluded that the continuation of these activities are consistent with the City's
Consolidated Plan. The Consolidated Plan identifies long term objectives in Chapter 4, "Five Year
Strategy." Under the Homelessness Strategy (Continuum of Care), page 4 -15, the Plan specifies
that supportive housing for the formerly homeless will continue to be provided. The Plan also
supports efforts to assist special needs populations in general. On page 12, the Plan states: "... to
effectively address the needs of the homeless, and those threatened with homelessness through a
combination of services that are often provided by different agencies in a coordinated manner to
help move a family from homelessness to self-sufficiency." The Plan further states: "When the
underlying problem is economic, a more comprehensive governmental response that includes social
services, job training, and affordable housing is needed in order to move low-income households
from homelessness and governmental dependency to self-sufficiency."
CONCLUSION
The Administration recommends that the Mayor and the City Commission approve and authorize the
City Manager to issue a Certification of Consistency with the City's Consolidated Plan to apply for
the renewal of ongoing funding from the U.S. Department of Housing and Urban Development
(HUD) through the Miami-Dade County Homeless Trust (Trust) for the following: the City of Miami
Beach Office of Community Services for homeless outreach services; Carrfour Supportive Housing
for two ongoing, successful programs being administered at their Harding Village building, located at
8540 Harding Avenue, Miami Beach, which provides supportive services to formerly homeless
persons in 74 of the total 92 units available at the building (one program provides permanent
