A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO
REQUEST FOR QUALIFICATIONS (RFQ) N0.31-07/08, FOR THE DESIGN OF A MIAMI BEACH
CONVENTION CENTER CAMPUS MASTER PLAN; AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS WITH THE TOP-RANKED FIRM OF ARQUITECTONICA, AND
SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT WITH THE
TOP-RANKED FIRM, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH THE
SECOND-RANKED FIRM OF SPILLIS CANDELA 8 PARTNERS INC. D.B.A. SPILLIS CANDELA
DMJM; AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT
WITH THE SECOND-RANKED FIRM, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE
AN AGREEMENT WITH THE THIRD-RANKED FIRM OF TVS FLORIDA, INC., ARCHITECTURE,
FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT,
UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS.
WHEREAS, on May 14, 2008, the Mayor and City Commission approved the issuance of a
Request for Qualifications (RFQ) for the design of a Miami Beach Convention Center campus
master plan; and
WHEREAS, RFQ No. 31-07/08 was issued on May 22, 2008, with an opening date of June
20, 2008; and
WHEREAS, BidNet and RFP Depot issued bid notices to 72 and 2,477 prospective firms,
respectively, while at least 55 prospective firms viewed the RFQ documents, which resulted in the
receipt of eight (8) proposals; and
WHEREAS, the City Manager, via Letter to Commission (LTC) No.175-2008, appointed an
Evaluation Committee (the "Committee") which convened on August 11, 2008, the Committee
convened to evaluate and shortlist proposals in accordance with the criteria set forth in the RFQ;
and
WHEREAS, on August 25, 2008, the Committee convened to evaluate, score and rank the
shortlisted proposals in accordance with the criteria set forth in the RFQ; and
WHEREAS, the Committee recommended that the City Manager negotiate an Agreement
with the top-ranked firm of Arquitectonica; and should the Administration not be able to negotiate an
agreement with the top-ranked firm, authorizing the Administration to negotiate an agreement with
the second-ranked firm of Spillis Candela & Partners Inc. D.B.A. Spillis Candela DMJM; and should
the Administration not be able to negotiate an agreement with the second-ranked firm, authorizing
the Administration to negotiate an agreement with the third-ranked firm of TVS Florida, Inc.,
Architecture, further authorizing the Mayor and City Clerk to execute an agreement, upon conclusion
of successful negotiations; and
WHEREAS, the City Manager has reviewed and performed his own due diligence relative to
the RFQ and proposals and recommends that, based on the shortlisted Proposers selected by the
Evaluation Committee, that the Administration be authorized to negotiate an agreement

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept
the recommendation of the City Manager, pursuant to Request for Qualifications (RFQ) No. 31-
07/08, for the design of a Miami Beach Convention Center campus master plan, and authorize the
Administration to enter into negotiations with the top-ranked firm of Arquitectonica; and should the
Administration not be able to negotiate an agreement with the top-ranked firm, authorizing the
Administration to negotiate an agreement with the second-ranked firm of Spillis Candela & Partners
Inc. D.B.A. Spillis Candela DMJM; and should the Administration not be able to negotiate an
agreement with the second-ranked firm, authorizing the Administration to negotiate an agreement
with the third-ranked firm of NS Florida, Inc., Architecture, further authorizing the Mayor and City
Clerk to execute an agreement, upon conclusion of successful negotiations.

According to the City's 2008 Environmental Scan, the Miami Beach Convention Center and Jackie Gleason Theater
had 707,133 and 96,087 visitors res ectivel in 2007.

Item Summary/Kecommenaation:
In October 2001, the Greater Miami Convention & Visitors Bureau, with input from the City of Miami Beach, accepted
a report from Convention Sports & Leisure (CSL) analyzing the status of convention and meeting facilities in Miami-
Dade County, to include the Miami Beach Convention Center. The analysis evaluated the competitive standing of the
convention facilities in the County. CSL recommended that given the MBCC's geographic draw, no newfacility should
be planned elsewhere in Miami-Dade County, but instead improvements to the MBCC, including amulti-purpose
general assembly/banquet hall, should be made to increase the marketability of the MBCC and the region.
At the April 11, 2007 Commission meeting, the Commission approved a resolution that supported the proposed
expansion of the MBCC (to include a ballroom, retrofit of space to accommodate new meeting rooms, and
renovations to the northwest ballroom to create a "junior ballroom"), subject to the County funding all costs
associated with the project, and the County managing the renovations/construction process. The initial expansion
necessary to accommodate the ballroom at the size requested by the industry would require abuild-out of the MBCC
beyond the current building footprint. Subsequently, discussions between the City and the County have included the
overall needs of the facility beyond this initial scope. This requires the development of a master plan.
The master plan's intention is to consider possibilities to make the MBCC facility competitive in today's convention
and meeting business climate. This would include reviewing existing and potential site amenities, physical
renovations to the interior and exterior, expansion of exhibit space (to include necessary multi-purpose/ballroom
space), technology upgrades, parking, and other aspects.
The following details the proposed scope of services for the subject RFQ:
• Review current Miami Beach Convention Center facilities and develop future Master Plan for the campus
• Review of current facility with regard to functionality and suggested phased improvements
• Review of current facility with regard to finish and design
• Review of facility with green initiatives contemplated
• Review of capital improvement needs, both with existing and proposed structure
• General funding estimates for presented options
Based on the Committee's scores and rankings, Arquitectonica was unanimously selected the top-ranked firm.

CONTRACT FUNDING
Funding will be provided from the City's FY 2007/08 Resort Tax Contingency Account to be
reimbursed from the County General Obligation Bonds for Convention Center Enhancements.
ANALYSIS
Originally built in 1957, the Miami Beach Convention Center (MBCC) encompassed 108,000 square
feet. In 1968 an additional 130,500 square feet of exhibit space was added with additional support
facilities subsequently constructed in 1974. In 1986, as the demand for exhibition space increased,
the facility underwent a $92 million renovation and doubled in size to its current footprint size of 1.1
million square feet with 502,000 square feet of exhibit space. The expanded Convention Center
opened in 1989. At that time, a master plan was also developed for the convention center complex
area, which included potential future expansion. Since that time, the facility has also received over
$50 million in continuing upgrades, including complete renovations of all restrooms, full carpet
replacement, and installation of astate-of-the-art telecommunications and networking infrastructure.

of Miami Beach, accepted a report from Convention Sports & Leisure (CSL) analyzing the status of
convention and meeting facilities in Miami-Dade County, to include the MBCC. The analysis
evaluated the competitive standing of the convention facilities in the County. CSL is a firm that
specializes in market research associated with convention centers, arenas, theaters and other
meeting and performance facilities, as well as trade show and convention business trends and
analysis. CSL recommended that, given the Miami Beach Convention Center's geographic draw, no
new facility should be planned elsewhere in Miami-Dade County but, instead, improvements to the
Miami Beach Convention Center, including amulti-purpose general assembly/banquet hall, should
be made to increase the marketability of the Convention Center and the region.
Subsequent to that report, the City contracted with Thompson, Ventulett, Stainback & Associates,
Inc., who was responsible for the 1989 expansion of the Center, to update the 1989 master plan and
develop a number of preliminary designs, focused principally on the development of a multi-
purpose/ballroom space in the MBCC. At the April 11, 2007, Commission meeting, the Commission
approved a resolution that supported the proposed expansion of the Convention Center (to include a
ballroom, retrofit of space to accommodate new meeting rooms, and renovations to the northwest
ballroom to create a "junior ballroom"), subject to the County funding all costs associated with the
project, and the County managing the renovations/construction process. The initial expansion
necessary to accommodate the ballroom at the size that was being requested by the industry would
require abuild-out of the MBCC beyond the current building footprint. This, in turn, has a sizeable
impact on the costs.
Subsequent to the April 2007 Commission meeting, there were several attempts to meet with the
County to discuss the funding availability and the scope of the project. An April 2008 meeting
between the City and County resulted in a new plan of action moving forward relating to the future of
the MBCC. Specifically, it was requested that the City and County, in conjunction with interested
stakeholders, reconvene todevelop along-term vision and master plan for this regional convention
facility. This master plan is intended to look "outside of the box" at possibilities to make the facility
competitive in today's convention and meeting business climate. This would involve looking at
existing and potential site amenities, physical renovations to the interior and exterior, expansion of
exhibit space (to include necessary multi-purpose/ballroom space), technology upgrades, parking,
etc.
Concurrently, the GMCVB contracted Convention, Sports and Leisure, Inc. (CSL) to conduct a new
study focused on, among other things, identifying current industry trends, competitive/comparable
facility analysis, existing and projected utilization at the convention center, and a market demand
analysis. CSL would work jointly with the selected architectural firm, and with the stakeholders, in
developing a proposed master plan that would incorporate research-driven improvements focused
on making the convention center competitive and marketable. At the June 25, 2008, City
Commission meeting, Resolution No. 2008-26829 was adopted which approved and authorized the
City to execute Amendment No. 1 to the Management Agreement between the City and the GMCVB
for additional services related to the preparation of a market research and convention center space
analysis for the Miami Beach Convention Center.
SCOPE OF SERVICES
The following details the proposed scope of services for the subject RFQ:

o Current City of Miami Beach 5C metered parking lot, bounded by 18th St. on the
north, 17th St. on the south, Convention Center Dr. on the west, and Fillmore Miami
Beach at the Jackie Gleason Theater loading dock lot to the east
o Current City Preferred Parking Lot (P-Lot), bounded by 18th St. on the south, 19th St.
on the north, Convention Center Dr. on the east, and Meridian Ave. on the west
o Opportunities for reuse of current Convention Center Dr., in part or in full, between

RFQ PROCESS
RFQ No. 31-07/08 was issued on May 22, 2008, with an opening date of June 20, 2008. APre-
Proposal Meeting to provide information to firms submitting a proposal was held on June 4, 2008, in
addition to a walkthrough of the Miami Beach Convention Center on June 12, 2008, which resulted
in the issuance of the following three (3) addenda:
Addendum 1 -May 29, 2008;
Addendum 2 -June 6, 2008;
Addendum 3 -June 17, 2008;

Of the eight firms, two (2) were deemed nonresponsive. Swanke Hayden Connell Architects failed
to respond to the City's request to supply information missing in their proposal. HOK Sport, Inc.,
d.b.a. HOK Venue elected not to provide its financial information.
The City Manager, via Letter to Commission (LTC) No. 175-2008, appointed an Evaluation
Committee (the "Committee") consisting of the following individuals:
• Cristina M. Cuervo, Resident and Developer;
• Randy Heimler, Convention Center Advisory Board Chairman;
• David Crystal; Resident and Graduate of the Leadership Academy;
• Johnny Martinez; Miami-Dade County Office of Capital Improvements Director;
• Thomas Mooney; Planning, Design and Preservation Manager;
• William Talbert; Greater Miami Convention and Visitors Bureau;
• Doug Tober; Miami Beach Convention Center General Manager;
Due to a possible conflict of interest, Johnny Martinez was replaced with George Navarrete, Miami-
Dade County GOB Office and Bond Programs and Construction Division Chief. Christina M. Cuervo
also recused herself from the Committee because of a possible conflict of interest. Doug Tober was
also replaced with Mario Gonzalez-Pola, Senior Capital Projects Coordinator, from the Capital
Improvement Projects Department.
The Committee unanimously nominated Randy Heimler as Committee Chair.
The Committee convened on August 11 and August 25, 2008, to evaluate, shortlist, score, and rank
the proposals based on the evaluation criteria stated in the RFQ. On August 11, the Committee
shortlisted the Proposer list to four (4) firms. The shortlisted Proposers presented their proposals on
August 25 at the Committee's request. The Committee deliberated on August 25 and produced its
recommendation to the City Manager.

Based on the scores and rankings of the Committee members, Arquitectonica was unanimously
selected as the top-ranked firm. Therefore, a motion was made by George Navarrete, and
seconded by Randy Heimler, to recommend to the City Manager to negotiate an Agreement with the
top-ranked firm of Arquitectonica, and to negotiate with the second-ranked firm of Spillis Candela &
Partners, Inc., d.b.a. Spillis Candela DMJM should negotiations with the top-ranked firm be
unsuccessful, and to negotiate with the third-ranked firm of TVS Florida, Inc., Architecture should
negotiations with the first or second-ranked firms be unsuccessful.
The City Managerwas briefed on the Committee's recommendation and concurred with the ranking
of firms.
ARQUITECTONICA
Arquitectonica is afull-service architecture, interior design, and planning firm that was founded in
Miami in 1977. The firm's designs have earned top awards worldwide for projects consisting of
resorts and casinos, universities, hotels, retail centers, and office buildings. For a list of
Arquitectonica's previous similar projects, please see Attachment A.
Arquitectonica will be the Prime Firm, responsible for leading the Master Planning and, if needed,
the Conceptual Architectural Design. Arquitectonica has also assembled afull-service team of
consultants which includes firms that are industry leaders in their respective disciplines, have

specialized experience in convention centers and/ormulti-purpose ballrooms, and each of the firms
has previously worked with this firm on several projects. The consultant team includes:

The Project Manager is Sergio Bakas, AIA, CSI. Mr. Bakas has extensive experience in master
planning, architectural design, production, construction administration and management. For more
information on the Project Manager's experience, please see Attachment B.
CONCLUSION
The Administration recommends that the Mayor and City Commission accept the recommendation
of the City Manager pursuant to Request for Proposals (RFQ) No. 31-07/08, for the design of a
Miami Beach Convention Center campus master plan, and authorize the Administration to enter into
negotiations with the top-ranked firm of Arquitectonica, and should the Administration not be able to
negotiate an agreement with the top-ranked firm, to authorize the Administration to enter into
negotiations with the second-ranked firm of Spillis Candela & Partners, Inc., d.b.a. Spillis Candela
DMJM, and should the Administration not be able to negotiate an agreement with the first orsecond-
ranked firm, to authorize the Administration to enter into negotiations with the third-ranked firm of
TVS Florida, Inc., Architecture.

Mr. Bakas has extensive experience in master planning, architectural design, pro-
duction, construction administration and management. He earned both a Master
of Architecture degree and a Master of Business Administration degree from Tulane
University. Mr. Bakas joined Arquitectonica in 1980 and serves as Senior Vice Presi-
dent of the firm. He is licensed as a Registered Architect in Florida and several other
states, as well as NCARB-certified. He is a member of the American Institute of
Architects (AIA) and Construction Specifications Institute (CSI). He is in the procress
of becoming a LEED Accredited Professional.
Sergio has worked on many convention and conference centers with ballrooms, and
numerous convention hotels and resort hotels with ballrooms, as well as the master
planning forthese centers. Sergio has managed major master planning projects from
early in his career. Some of this early experience included the 35-acre United States
Coast Guard Campus in San Juan, the 300-acre Disney All-Star Resorts in Orlando,
the 200-acre Sawgrass Miils Mall in Sunrise, the 20-acre United States Embassy
Compound in Lima, Peru; and the 30-acre Convention Center District Master Plan in
Dijon, France. Sergio was also Arquitectonica's Project Manager for the 100-acre
Puerto Rico Convention Center District Master Plan and the Downtown Jackson Con-
vention Center District Master Plan in Mississippi. Sergio also managed both the
master planning of hundreds of acres and the architecture for the Choctaw Com-
munity in Mississippi which also included a major convention hotel and ballroom.
Recently Sergio worked on the City of Irving, Texas' Convention & Visitor's Bureau
Convention Center Feasibility Study. and Master Plan.
Sergio's recent experience includes working on the convention center expansion in
Corpus Christi, Texas; the new convention center under construction in Jackson,
Mississippi and the recently opened Mississippi TelCom Center which also includes
a ballroom. Sergio also managed several of the firm's major convention hotels all
of which included two or more ballrooms. These projects include the Hilton Ameri-
cas Convention Center Hotel in Houston, the Sheraton Convention Cerrter Hotel in
Phoenix, the Grand Hyatt Convention Center Hotel in San Antonio, the Grand Hyatt
Cosmopolitan in Las Vegas, the Parque Fundidora Convention Hotel in Monterrey,
Mexico and the upcoming Hilton Fort Lauderdale Convention Center Hotel. Other
convention hotels with ballrooms that Sergio was heavily involved with include the
Royal Palm Resort in Miami Beach, the Westin New York at Times Square, the Four
Seasons Caracas, and the J.W. Marriott in Lima.
