A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE
SALVATION ARMY, INC., IN THE AMOUNT OF $201,521, FOR THE PROVISION
OF THIRTY-ONE (31) EMERGENCY SHELTER BEDS FOR THE CITY'S
HOMELESS POPULATION.
WHEREAS, the City has the necessity for providing emergency shelter beds to Miami Beach
homeless individuals; and

FORM & LANGUAGE
WHEREAS, shelter beds expedite the placement of homeless individuals and reduce the
incidence of homelessness in Miami Beach; and
and
WHEREAS, reducing homelessness is a Key Intended Outcome in the City's budget plan;
WHEREAS, the availability of shelter beds is limited due to demands by providers and other
municipalities and limited stock; and
WHEREAS, The Salvation Army is a private, not-for-profit agency that is in a unique position
to provide emergency housing and services to the homeless; and
WHEREAS, contracting with The Salvation Army will fill the immediate need for shelter for
homeless men, women and children served by the City's Homeless Outreach Program; and
WHEREAS, the City desires to enter into an agreement with The Salvation Army to provide
emergency shelter to homeless persons in the City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approves
and authorizes the City Manager and City Clerk to execute an Agreement with The Salvation Army,
Inc., in the amount of $201,521, to provide emergency shelter beds for the City's homeless
population with funding from the FY 2008/09 General Fund Account # 011-0320-000349.

Item Summary/Recommendation:
The City of Miami Beach, through its Homeless Outreach Program, provides its homeless population with a
variety of services, including emergency shelter placements, family reunification, identification and
transportation assistance, and referral services to help address immigration, entitlement, substance abuse,
medical and mental health needs. Persistent homeless engagement through outreach, in conjunction with the
provision of these services, aids and encourages individuals to end their homelessness. As of August
(FY2007-2008), the City's Homeless Outreach Program has provided 2,240 services and referrals to the city's
homeless, including 869 placements in emergency shelter. Because the number of shelter beds in Miami-
Dade County is finite and its availability is limited because of competition from other municipal outreach
providers throughout the County, the City would like to continue its agreement with The Salvation Army to
provide 31 shelter beds for occupation by homeless men, women, and children in the City of Miami Beach.
The City has been contracting with the Salvation Army for these services since 2001.

$201,521 is available from the FY 2008/09 General Fund Account # 011-0320-000349.
ANALYSIS
The City of Miami Beach has contracted with The Salvation Army for emergency shelter
beds since 2001. In 2003, the Mayor and City Commission approved the waiving of
competitive bid requirements to increase the total number of contracted beds to 31 at The
Salvation Army and 15 at Miami Rescue Mission.
As of August 2008, the Homeless Outreach Program has provided the City's homeless with
2,240 services and referrals, including 142 relocations/family reunifications, 913 clients
assisted with transportation tokens, and 869 placements in emergency shelter. Of the clients
placed in emergency shelter, there were 60 families with children. Having access to these
emergency shelter beds allows the City's outreach staff to directly place homeless
individuals and families in shelter where they are provided with case management services.
Through case management, homeless clients begin identifying and addressing those needs
contributing to their homelessness, such as medical, mental and/or substance abuse
problems, lack of employment and/or entitlements, lack of identification documents, and
immigration/legal issues.
On average, male placements stay in emergency shelter 47 days and females stay 50 days
before they are transitioned to alternate housing. Current bed usage runs at close to 100%
on a daily basis. for the City's contracted beds. Other emergency housing programs
(shelters) experience a similar daily occupancy average. Because the number of shelter
beds in Miami-Dade County is limited as a result of competition from other municipal
homeless outreach providers throughout the County, the City would like to continue its
agreement with The Salvation Army to provide 31 shelter beds for occupation by homeless
men, women and children in the City of Miami Beach referred and placed by our homeless
outreach teams. Often, the ability to have this access to beds and secure immediate
placement is critical in being able to engage and assist homeless persons. Continued
access and use of these emergency shelter beds is central to the City's efforts to reducing
homelessness.
CONCLUSION
In support of the City's Key Intended Outcome to reduce homelessness and to continue to
address a quality of life issue affecting residents and business owners, the continued use of
the 31 emergency shelter beds at The Salvation Army will enable staff to offer shelter to
those who are homeless in our City. The Administration recommends adopting the
Resolution in order to continue addressing homelessness in our City.
