2008-26916 ResoRESOLUTION NUMBER 2008-26916 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AN EXTENSION OF THE MOTOROLA MAINTENANCE AND SUPPORT AGREEMENT FOR THE PUBLIC SAFETY COMPUTER AIDED DISPATCH SYSTEM (CAD), FII2E RECORD MANAGEMENT SYSTEM (ERNS), AND LAW RECORDS MANAGER SYSTEM (ERNS), FINDING SUCH EXTENSION TO BE IN THE BEST INTEREST OF THE CITY; SAID EXTENSION FOR A SIX (6) MONTH PERIOD, FROM OCTOBER 1, 2008, THROUGH MARCH 31, 2009, AT A COST OF $126,000; AND ADDITIONAL SIX (6) MONTHS, NOT TO EXCEED $126,000, IF THE IMPLEMENTATION OF THE NEW WORLD PUBLIC SAFETY SOFTWARE SYSTEMS ARE NOT COMPLETE, OR THE SYSTEMS ARE NOT FULLY FUNCTIONAL. WHEREAS, in February 2004, the Mayor and City Commission authorized the City Administration to execute a five year Maintenance and Support Agreement with Motorola Inc, for the Public Safety Computer Aided Dispatch System (CAD) and Fire Record Management System (FRMS) and Law Records Manager System (ERNS), requiring on-going maintenance and support on a 24 hours a day, 7 days a week basis; and WHEREAS, Motorola, Inc. systems are being replaced by the New World Public Safety software for CAD, Police and Fire Records and Mobile Field Based Reporting systems; however the City will not be operational on both systems until the complete implementation, scheduled in July of 2009; and WHEREAS, during the six (6) month overlap of both software systems the City will need to pay for support services; and WHEREAS, it is imperative to allow an extension of the current maintenance and support being provided by Motorola, Inc. (the sole source and proprietary provider of the Printrak and related software) to ensure that the vital and critical equipment associated with the Police and Fire public safety mission is protected; and WHEREAS, the interim agreement with Motorola, Inc., will cover a six (6) month period, from October 1, 2008 through March 31, 2009, at a cost of $126,000 (for maintenance for the CAD, FRMS and LRMS); and WHEREAS, the Administration would also recommend that the City Manager be authorized to extend the agreement for an additional six (6) months, not to exceed $126,000, if the implementation of the New World Systems are not complete or fully functional; and WHEREAS, the City can terminate the agreement (and the extension) without cause, upon 30 days written notice. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, the Mayor and City Commission, hereby. approve and authorize the extension of the Motorola Maintenance and Support Agreement for the Public Safety Computer Aided Dispatch System (CAD), Fire Record Management System (FRMS), and Law Records Manager System (LRMS), finding such extension to be in the best interest of the City; said extension for a six (6) month period, from October 1, 2008, through March 31, 2009, at a cost of $126,000; and authorizing an additional six (6) months, not to exceed $126,000, if the implementation of the New World Public Safety Software Systems are not complete, or the systems are not fully functional.
