2008-26921 ResoRESOLUTION NO. 2008-26921 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH THE CORRADINO GROUP, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 26-07/08, FOR THE DEVELOPMENT AND UPDATE OF THE TRANSPORTATION ELEMENT OF THE CITY OF MIAMI BEACH COMPREHENSIVE PLAN IN COMPLIANCE WITH THE EVALUATION AND APPRAISAL REPORT, IN THE AMOUNT OF $165,000; AND APPROPRIATING $165,000 IN FY 2007-08 CONCURRENCY MITIGATION (CMF) FUNDS FROM NORTH, MIDDLE AND SOUTH BEACH, RESPECTIVELY. WHEREAS, on April 16, 2008, the Mayor and City Commission approved the issuance of Request for Qualifications (RFQ) No. 26-07/08, for the Development and Update of the Transportation Element of the City of Miami Beach Comprehensive Plan in compliance with the Evaluation and Appraisal Report (the "RFQ"); and WHEREAS, the purpose of the RFQ is to retain a consulting firm to develop, update and provide the necessary data and analysis that are required to amend the Comprehensive Plan to include a Transportation Element as required by Florida law; and WHEREAS, on July 08, 2008, the Evaluation Committee unanimously agreed to recommend The Corradino Group, as the top-ranked firm, and the Planning Renaissance Group as the second- ranked firm; and WHEREAS, Resolution No. 2008-26853, dated July 16, 2008, accepted the ranking of qualifications received and authorized negotiations with the top-ranked firm of The Corradino Group; and WHEREAS, the City Administration was able to reach an agreement with The Corradino Group, who proposes to develop and update the Transportation Element at a cost not to exceed $165,000; and WHEREAS, the City Administration would recommend that the Mayor and City Commission approve and authorize the Mayor and City Clerk to execute a contract with the firm, in the amount of $165,000 for the development and update of the Transportation Element of the City of Miami Beach Comprehensive Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute a Professional Services Agreement with The Corradino Group, pursuant to Request for Qualifications No. 26-07/08, for the development and update of the Transportation Element of the City of Miami Beach Comprehensive Plan in compliance with the Evaluation and Appraisal Report, in the amount of $165,000; and appropriating $165,000 in FY 2007-08 Concurrency Mitigation (CMF) Funds from North, Middle, and South Beach, respectively. Supporting Data (Surveys, Environmental Scan, etc.): Transportation remains one of the most significant areas to address from the survey results (often mentioned as a key quality of life issue). 24% of residents rated traffic flow excellent or good, and 37% as poor. 35% of residents rated the availability of pedestrian trails and bicycle paths/lanes as excellent or good, and 30% as poor. The timeline to meet the deadline imposed by State Statutes is extremely agressive. The entire Plan must receive preliminary approval by the City Commission by January 2009 at which time it would be submitted to the South Florida Regional Planning Council and the Florida Department of Community Affairs (DCA) for their review and approval. The Plan must be finally adopted by July 2009. Planning Department staff recommends that the development and update to the Transportation Element be completed by an experienced and qualified transportation consulting firm that has the resources and capacity to dedicate to this full time effort. As the process of developing the mandated documents and plan elements are complicated and technical in nature, and due to the State's strict deadlines, Planning Department staff urges that this process should begin immediately. ADMINISTRATION RECOMMENDATION Adopt the Resolution. FUNDING From FY 2007-08 Concurrency Mitigation Funds from North, Middle, and South Beach, respectively, in the amount of $165,000. BACKGROUND On April 16, 2008, the Mayor and City Commission approved the issuance of Request for Qualifications (RFQ) No. 26-07/08, for the Development and Update of the Transportation Element of the City of Miami Beach Comprehensive Plan in compliance with the Evaluation and Appraisal Report. The purpose of the RFQ was to select the most qualified firm to develop a plan for a citywide transportation system that places emphasis on multimodal transportation options. Based on the analysis of existing conditions and an assessment of future transportation needs, the Element will provide a list of improvement projects as well as potential funding sources to address those needs. Altogether the Element will generate a 20-year multimodal Capital Improvement Program to satisfy the existing and future demands on the City's transportation system. The Comprehensive Plan currently contains a Traffic Circulation (inclusive of a Pedestrian/Bike Circulation Objective), Mass Transit and a Ports and Related Facilities Elements, which now must be combined in an all-encompassing Transportation Element. The data and analysis used in the Traffic Circulation and Mass Transit Elements were last updated in the year 2000 The Miami Beach Comprehensive Plan must be updated and revised according to the Evaluation and Appraisal Report (EAR) that was found sufficient by the Florida Department of Community Affairs. As part of this update, an updated Transportation Element must be completed, as per Florida Statute (FS) 163-3177 Q) and Florida Administrative Code (FAC) 9J5.019. The traffic data in the Comprehensive Plan is from the mid 1990's and is outdated, and the Transportation Concurrency Management Areas (TCMAs) data in the Comprehensive Plan is from the year 2000, and is also outdated. This data must be updated in the revised Comprehensive Plan. The timeline to meet the deadline imposed by State Statutes is extremely aggressive. The entire Plan must receive preliminary approval by the City Commission by January 2009 at which time it would be submitted to the South Florida Regional Planning Council and the Florida Department of Community Affairs (DCA) for their review and approval. Within sixty (60) days thereafter, DCA will issue the Objections, Recommendations and Comments Report (ORC) and the Plan amended in accordance with the recommendations of the report. The Plan must be finally adopted by July 2009. In order to meet this deadline, the first draft of the Element should be completed by December 2008, and public meetings would occur thirty (30) and sixty (60) days after the notice to proceed (NTP) is issued. Because of this aggressive timeline, and because of the requirements for several hearings, citizen participation, workshops, etc., Planning Department staff has determined that the proposed Transportation Element must be reviewed by the Planning Board in December 2008, and, as stated above, by the City Commission in January 2009, before being transmitted to the South Florida Regional Planning Council (SFRPC) and Department of Community Affairs (DCA). Planning Department staff recommends that the development and update to the Transportation Element be completed by an experienced and qualified transportation consulting firm that has the resources and capacity to dedicate to this full time effort. The technical nature of the work is beyond the scope of staff's abilities given current staffing levels and expertise. As the process of developing the mandated documents and plan elements are complicated and technical in nature, and due to the State's strict deadlines, Planning Department staff urges that this process should begin immediately. On April 28, 2008, the RFQ was issued with an opening date of June 9, 2008. APre-proposal meeting to provide information to prospective proposers was held on May 12, 2008. BidNet issued notices to 53 prospective proposers and RFP Depot issued notices to 48 prospective proposers, and the Procurement staff did an outreach to 153 Architectural and Engineering firms which resulted in the receipt of the following two (2) proposals: Renaissance Planning Group; and The Corradino Group. The City Manager, via a Letter to Commission (LTC) No. 166-2008, appointed the following individuals as committee members: • Xavier Falconi, PE Transportation Manager, Transportation Division; • Mercedes Lamazares, Principal Planner, Planning Department; • Jeff Bechdel, New Business Specialist, Miami-Dade County Transit Department; • David Henderson, Bicycle Pedestrian Coordinator, Metropolitan Planning Organization, Miami-Dade County; • Gabrielle Redfern, Resident and member of Bikeways Committee; • Jack Ruiz, Resident and member of Bikeways Committee; and • Frank Kruszewski, Resident and Chair of the Planning Board. On July 8, 2008 the Evaluation Committee unanimously agreed to recommend The Corradino Group as the top-ranked firm and the Planning Renaissance Group as the second-ranked firm. Resolution No. 2008-26853, dated July 16, 2008, accepted the ranking of qualifications received and authorized negotiations with the top-ranked firm of The Corradino Group. ANALYSIS The City has successfully negotiated a contract price with The Corradino Group for the development and update of the Transportation Element in the amount of $165,000. Funding is available from FY 2007-08 Concurrency Mitigation Funds from North, Middle, and South Beach, respectively. The Transportation Element will build from information and data contained in existing multimodal plans; such as the Municipal Mobility Plan, the Coastal Communities Transportation Master Plan and Transit Study, and the Atlantic Greenway Network Master Plan. The scope of work will consist of the following components: • TASK 1: PUBLIC INVOLVEMENT AND AGENCY COORDINATION • TASK 2: REVIEW EXISTING STATE, COUNTY AND CITY PLANS AND POLICIES • TASK 3: INVENTORY OF EXISTING TRANSPORTATION FACILITIES • TASK 4: FORECAST FUTURE TRAVEL DEMAND WITHIN MIAMI BEACH • TASK 5: DEVELOP TRANSPORTATION SYSTEM ALTERNATIVES • TASK 6: DEVELOP TRANSPORTATION SYSTEM PLAN AND LEVEL OF SERVICE THRESHOLDS • TASK 7: DEVELOP TRANSPORTATION FINANCING PROGRAM • TASK 8: PREPARE FINAL REPORT AND IMPLEMENTATION PLAN In general, the project objectives are in compliance with Florida Administrative Code (FAC) Rule 9J-5.019; Development of a Transportation Element, including roadway, freight, pedestrian and bicycle plans, planned improvements including local street extensions and connections, needed sidewalks, pedestrian crossings, and bicycle facility improvements; local street connectivity plan, street design standards, functional classification, access management standards, financing strategies, and amendments to implementing ordinances; analysis of growth scenarios for transportation impacts, and development of recommended mitigation measures. CONCLUSION: The Administration recommends that the Mayor and City Commission adopt the attached resolution which requests to award a contract in the amount of $165,000 to The Corradino Group for the development and update of the Transportation Element of the City of Miami Beach Comprehensive Plan.
