Below are a few updates related to the November presidential election.
. Attached is a memo signed by County Manager George Burgess that provides good detail about
the preparations for this election. I hope you take the time to review each section, as we have
included important information about polling place changes, results reporting, etc. Some of you
have contacted me with questions about common rumors, so I urge you to review this section of
the memo which provides clarification that you can pass on to voters.
. Absentee ballots - we have mailed over 125.000 absentee ballots to voters so far. You can view
the Absentee Ballot Statistics spreadsheet which is linked to the front page of our website and
updated each day. Also, voters can track the status of their absentee ballot on our website at

. Sample ballots -all sample ballots have been mailed to voters' homes and are being distributed
countywide. We have distributed sample ballots to your City Halls as usual; we typically provide
approximately 200 so if you are interested in receiving more please let me know. You can also

Polling Place Changes -there are only 12 polling place changes for this election; many are the
same as they were in August with a few exceptions. Attached is a list of the 3 temporary and 9
permanent polling place changes with the municipality notated in the first column. The following
municipalities have changes and should review this list:

Early Voting -the department continues to encourage as many voters as possible to get out and
vote early; you may have seen our Election Ready ads on N, trains, buses, and movie theaters

pushing Early Voting which starts Monday. The County Manager has asked every County
employee to vote early, and recently sent an email message to employees (see attached). We
encourage your municipalities to do something similar and help us get the word out to vote early.
The statistics for Early Voting will also be posted on the front page of our website starting
Monday, and will be updated each day to reflect the number of early voters.
. Poll Watchers -Tuesday October 21 is the deadline for Election Day Poll Watchers to submit
their lists to our department for approval. It is safe to say that every polling place will have poll
watchers from each party so I will not be sending you an individual list for your municipality.
. Logic & Accuracy -thank you for attending the L&A test this week for those of you who have a
question on this ballot. This was the last of many thorough tests of the voting equipment and was
very successful, with all results as expected.
. Access Badges - I have received a small number of requests for access badges to your polling
places in this election; they were mailed this week. Please let me know right away if you have not
submitted your request. especially if your municipality has questions on this ballot, as we will not
be able to consider additional requests after Monday.

Today, the November 4, 2008 General Election is just 28 days away. With that sa(d, the Elections
Department (the Department) continues to move forward with the logistical preparations necessary to
condud a countywide election wfth an unprecedented high voter turnout. I am pleased to report that we
have made tremendous progress and preparations are ahead of schedule. In addition, the Department
put particular emphasis on voter education. The Department (s adiJely registering those residents who
submitted registration applications by the state deadline; and focusing on providing Miami-Dade voters
wRh the information they need to vote in th(s h(storlc eledbn. The distribution of sample ballots,
promotion of Early and Absentee Voting, notification of polling place changes, and equipment
demonstrations are just a few of the ways the Department is ensuring that voters are °Election Ready."
The following information is provided as an update regarding the November 4, 2008 General Election.
Voter Registration
As stated above, October 6, 2008 was "bock dosing" In the State of Florida. As long as a resident
dropped off their application to Elections Headquarters by 11:59pm on October 6 ' or a mailed
application had a postmark of October 6°1, it is accepted by the Elections Department. As of today, there
are 1,212,855 registered voters in Miami-Dade County. Please keep In mind that these numbers are
subject to change as staff continues to enter and verify applications as noted above.
The breakdown is as follows:
Democrats 536,832
Republicans 377,363
No PartyAffillatlon 240,175
Other Minor Parties 58,285
"No Match/No Vote" Law and Other Rumors
The Departmer,< has been receiving many inquiries In relation to a rash of recent voting rumors. In
some instances, voters reported receiving emails and text messages indicating that if the addross on
their drivers license did not match the address on their Voter's Registration Card, they would not be
pennltted to vote. This misinformation spread rapidly across the state, thereby prompting the Division
of Eledions to issue a memorandum to all Supervisors of Elections and a press release by Secretary of
State Kurt Browning, Garifying the Issue.
Simply put, the address that the voter submitted to the Supervisor of Elections Is what is used to
determine the voter's precinct and ballot. Identification at the polls is used solely to confirm the voter's
identdy not to verify the voter's address. The two are not compared against one another. The
Departrnent has addressed this inaccuracy with local media in hopes of further debunking the myth.
We have received several calls regarding rumors that the Department had run out of Voter Registration
Applications. This is incorred information. At book closing, the Department had approximately 100,000
applications In stock; in addition, voters are able to print an application from the website at any time.
We have also received calls regarding tha misperception that there is a large backlog in entering
registrations, whereby we would not be able to complete data entry in time for the election. This too is
incorred. While the state continually forwarded thousands of applications to the Department for data

entry, due to their inability to keep up with the (rtfiux of applications, my staff has and continues to work
over time and on weekends to stay on top of the workload. I assure you there is no backbg. All eligible
voters who submitted a completed form by the deadline will be entered and eligible to vote.
There has been information circulating that voters who arrive at their polling place wearing poRical-
themed attire promoting issues or candidates will be refused entry and the ability to cast their vote. That
is not true. A voter will not be turned away from the potis for any reason. While state statute requires
individuals who are campaigning for candidates or questions to remain 100 feet from polling place
entrances, voters may enter the polling place, vote and then leave. Voters are asked to refrain from
speaking about candidates or issues while inside the polling place. The Department Is committed to
having polling places be operated In a fafr, effident and comfortable manner for all candidates and
voters.
Sample Ballot
As you know, sample ballots are sent prior to every countywide election. The sample ballot for this
election includes instructions on how to properly vote a ballot, introduction to the optical scan voting
equipment, the early voting schedule, how to request and return an absentee ballot, and the axeptable
forms of Identification at the polls. The attached proof is an advanced copy of the Sample Ballot, which
is currently being printed by GSA and will be sent to the homes of all registered voters beginning on
October 141°. Sample Ballots will also be available in public libraries, County Offices, City Halts, F_arly
Voting locations and Commission Offices.
Early Voting
As in all countywide elections, twenty (20) Early Vcting sites will be located throughout Miami-Dade
County with hours of operation intended to accommodate ail voters. Sites open as earty as 7:00 am
and Gose as late as 7:00 pm. Please refer to the Early Voting schedule attached. All locations will have
the ballot-on-demand equipment utilized during the August 26'^ Primary Election; where avoter-specific
ballot will be printed upon check in. Badc-up paper ballots will also be provided at each location. Since
25 percent or more of voters are expected to vote early, we will deploy more optical scanners than we
had in August - a minimum of three end a maximum of twelve (based on room capacity and historic
turnout). The SPCC will have twelve optical scanners. Beginning on October 20~, the daily Early Voting
statistics can be found on the Elections Departrrrent homepage at www miamidade.aov/elections.
Absentee Ballots
There continues to be a high demand for absentee ballots. The Department attributes this, in part, to
voters' awareness that any person may vote via absentee regardless of the reason. A component of the
"Election Ready" marketing campaign is to iMorm voters that Florida is a "no excuse needed" state.
Voters are leam(ng how convenient and economical it is to vote from the comfort of their own home.
There are currently more that 111,000 absentee ballot requests on file.
Absentee ballots were mailed to all overseas voters beginning on September 20'^, as required by
state law.
Absentee ballots will be mailed to domestic voters beginning on October 8°i.
The last day to request an absentee ballot is October 29"'.
Absentee Ballots must be received by our office by 7:00 pm on November 4'^ to be accepted as
valid.
Absentee ballot statistics will also be posted on the Elections Department homepage.
Marketing and Outreach
The Department continues to work closely with the Government IMOrmation Center and the Courriy's
Communications Office promoting the "Election Ready" marketing campaign. This campaign is intended
to raise public awareness of the new voting system and the three convenient ways to vote. Advertising

dollars are being directed towards television and radio since post-August 26'" surveys determined that
this is the best method for communicating wfth voters. In addition, the Election Ready website contains
everything a voter needs to know, including a video demonstration of the new voting equipment. The
Department has also launched a MySpace page to better reach our youth and engage them in the
electoral process.
The Department continues to make outreach a priority. The Outreach team participates in events
throughout the community seven days a week, promoting voter registration, offering voting equipment
demonstrations and conducting mock elections, I am pleased to report that by the time Election Day is
here, we will have participated in approximately 1600 outreach events since the beginning of the year.
In addition, I have met several times with organizations such as the Democratic Party of Miami-Dade,
Republign Party of Miami-Dade, the NAACP, League of Women Voters, and various third party groups
to discuss election preparations and procedures, and promote transparency. I have also had many
communicat(ons with the Miami-Dade Election Reform Coalftion and other election reform groups to
discuss our elections preparations.
Polling Place Changes
As with every election, a small number of polling places utilized in past elections throughout the County
will not be available for use during this election. In such cases, the Department utilizes alternative sftes
that ere equally convenient and accessible to the voters in those areas. All residents who will be
affected by a polling place change on Election Day are noted in a number of ways.
If a voter is assigned to a temporary polling place, one that will only be utilized for this election, they will
rece(ve an official notice by mail. if a voter Is assigned to a new permanent polling place, one that will
continue to be utilized for ell future elections, they will receive a letter indicating the new voting ;ovation
and a new Voter Information Card with the new polling place name and address. Please refer to the
attached polling place change table for affected precincts. This table also indicates the corresponding
commission district. Signage will continue to be placed outside of the facility in areas that can be seen
before voters depart their vehicles to further minimize the inconvenience.
Poll Workers
Since poll workers are the face of the Department on Election Day, we continually review the training
curriculum to ensure that poll workers are properly prepared and ready to serve. Assisting voters and

Anew poll worker position, Quality Assurance Specialist, was added in Augustin order to ensure
the accuracy of the certification forms and provisional ballots in every polling location. This
worked well, and we will be continuing the use of this position in November.
Over 2,000 County employees are being scheduled for election support training.
Implementing Change
The August 26, 2008 Primary Election posed a new challenge for the Department in Tight of new voting
technologies and procedures. The participation of county staff greatly strengthened our Infrastructure at
the polling locations. i am very grateful for the willingness and eagerness of my fellow county employees
to assist us in the conversion to the new equipment. To evaluate the transition, a postelection survey

was sent to all Election Specialists -the position held by most county employees -with questions about
their experience. The feedback that was provided is invaluable. Generally, Electon Specialists had a
positive experience wkh the equipment, but had a desire for additional hands-on training. In addition,
there were suggestions on ways to streamline the process at different stages of the process. Each
survey was carefully evaluated by senior staff and these suggestions were promptly (ncorporeted to
enhance ourtraining program and Election Dey procedures.
Logfe and Accuracy Test
The Logic and Accuracy (L&A) Test of the DS200 optical scan voting equipment and the ADA
~/otronics will be held on October 18~'. As with all elections, the Department will conduct a thorough
examination of the equipment tfirough rigorous testing that simulates Eledion Day conditions, from
opening the equipment to transmitting and tabulating results. The Department will once again exceed
the State's testing requirements. This is just one of the three levels of equipment testing performed
prior to deployment.
Voting Equipment
The Department purchased 1,650 optical scan units from Eledion Systems & Software (ES&S) earlier
this year. This is the largest number procured by any county in the state. In comparison, Broward
County purchased 900 units. In addition, we have leased an addtional 200 unts. All 1850 units will be
deployed on Election Day. The additional 200 units will be used as back ups, should they be needed.
The allocation of units is based on the number of voters assigned to each precinct at a ratio of one unit
per 1,100 voters. In addition, all 6,500 privacy booths that we have will be deployed. I am confident that
the equipment we deploy for Eledion Day is adequate. However, as a safeguard, 80 supply trucks will
traverse the County and deploy additional equipment and/or supplies es needed. I want to be dear that
while we are deploying every piece of equipment available to the County, it is very important that voters
come prepared to cast their ballots and be patient as the high voter turnout may cause some lines
during certain times. This is normal during presidential elections antl we will manage the process to
ensure that the voters have a pleasant experience while voting.
Reporting Results
The Elections Department webs(te continues to be the best and most up to the minute source for
election night results. Long gone are the days when people had to be present at Elections
Headquarters or call the Department throughout the night. There is a link on the homepage that takes
viewers directly to the results. A new feature allows the viewer to filter the races that appear on the
screen to only those races of interest to the viewer. Please note that while we want to provide timely
results, our focus is on accuracy. We are expecting to release resuts as follows:
• Absentee Ballot Results (except those received on Eledion Day and in Head of Canvassing
Board Review) - 7:15-7:30 pm
Early Voting Results - 7:30-7:45 pm
Election Day Results will be released in intervals of approximately 15 to 20 minutes. The
number of releases will vary based on polls closing.
Any voter in line by 7:00 pm is entitled to vote, regardless of how long the line is.
Conclusion
Staff has been working towards this election since the law requiring paper ballots passed in May 2007;
and in short, we are ready. Eledion Day preparations are ahead of schedule, absentee ballots will be
going out later this week, poll workers are undergoing extensive training deify, and voters are being re-
educated in various mediums. We are °Eledion Ready."

again on November 4s' I assure you, the Department is taking every precaution to ensure Miami-Dade
voters that this important election is conducted with Integrity and equality. I would like to pay special
acknowledgement to General Services Administration, Enterprise Technology Services Department,
Miami-Dade Police Department, Department of Procurement Management, Miami-Dade Fire and
Rescue, Miami-Dade Public Library, County Attorney's Office, Government Information Center and all of
the other County departments for their continued support and dedication in this very important effort.
Their commitment does not go unnoticed or unappreciated.
