A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ENDORSING THE CONCEPT OF THE "AMBER ALERT"
PROGRAM WHICH REQUIRES TIMELY PUBLIC NOTICE OF CHILD ABDUCTIONS
AND ENCOURAGING THE LAW ENFORCEMENT AGENCIES OF MIAMI-DADE
COUNTY AND ITS INCORPORATED MUNICIPALITIES TO REVIEW THE PROGRAM
AND OTHER SIMILAR PROGRAMS FOR POTENTIAL IMPLEMENT A TIONj FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO
THE OFFICIALS DESIGNATED HEREINj PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Mayor and City Commission of the City of Miami Beach, Florida are
dedicated to the protection of the children of the community and the abduction of children is a
problem of national and local concern; and
WHEREAS, many jurisdictions are implementing programs such as the "Amber Alert"
program, to provide widespread and timely public notice that the abduction of a child has taken
place, as an effective tool to assist in the recovery of the child before serious harm occurs that could
be vital tools to help protect children; and
WHEREAS, the Miami-Dade County League of Cities, Inc., pursuant to Resolution
No.2001-2, adopted January 4, 2001, endorsed the "Amber Alert" Program and encouraged the law
enforcement agencies of Miami-Dade County and its incorporated municipalities to review the
Program and other similar programs for implementation; and
WHEREAS, the Miami Beach Police Department has been participating in the Florida
Emergency Missing Child Alert (FEMCA) Program that was initiated by the Florida Department of
Law Enforcement, the Florida Department of Community Affairs and the Florida Association of
Broadcasters. This program is similar to "Amber Alert".
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that:
Section 1.
The recitals and findings contained in the Preamble of this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2.
The concept of the "Amber Alert" Program which requires timely public notice of
child abductions is endorsed and the law enforcement agencies of Miami-Dade
County and all its incorporated municipalities are encouraged to review the program
and other similar programs for potential implementation.
Section 3.
The City Clerk is hereby directed to transmit a copy of this Resolution to Miami-
Dade Mayor Alex Penelas, all members of the Board of County Commissioners of
Miami-Dade County Manager Steve Shiver, the Mayors of each the municipalities
of Miami-Dade County, and the Miami-Dade League of Cities, Inc.
Section 4.
This Resolution shall become effective immediately upon adoption.

Adopt the Resolution.
ANALYSIS
The City is dedicated to the protection of children, and child abduction is a problem of national and
local concern. Many jurisdictions, including the City, are implementing programs such as the
"Amber Alert" Program to provide widespread and timely public notice that an abduction of a child
has occurred. This is an effective tool in assisting with the recovery of a child before serious harm
occurs.
The Miami Beach Police Department has been participating in the Florida Emergency Missing Child
Alert (FEMCA) Program that was initiated by the Florida Department of Law Enforcement, the
Florida Department of Community Affairs and the Florida Association of Broadcasters. This
program is similar to "Amber Alert" and provides for the widespread and timely public notice that
an abduction of child has occurred.
The Miami-Dade County League of Cities, Inc., pursuant to Resolution No.2001-2, adopted January
4,2001, endorsed the "Amber Alert" Program. This Resolution encouraged the law enforcement
agencies of Miami-Dade County and its incorporated municipalities to review the "Amber Alert"
Program and other similar programs for implementation. Lastly, they are requesting the support of
the City of Miami Beach in this endeavor.
The Administration recommends that the Mayor and City Commission adopt the Resolution and
encourage other law enforcement agencies to follow the lead of our Police Department and
implement the "Amber Alert" or other similar program.
