This Letter to the City Commission is to provide information regarding a complaint made by Mr.
Stefan Ferentz at the October 7, 2008 Commission meeting. In response to this complaint,
Captain Jim Hyde of the Internal Affairs Unit responded to the City Commission Chambers to
interview Mr. Ferentz. The following is a synopsis of his findings.
Mr. Ferentz expressed to Captain Hyde his ideas about a perceived conspiracy theory to keep
crime statistics low in the City of Miami Beach, which he believed had been perpetuated by the
City and its Police Department. Mr. Ferentz went on to claim that he had attempted to report
crimes to the Police Department and officers have refused to take his reports. In addition, Mr.
Ferentz also discussed another perceived conspiracy by the Miami Beach City Commission to
violate the rights of street performers. He stated he is frustrated with the City Commission and
advised that he is planning to sue the Cily for violating his first amendment rights; by not allowing
him to speak before the City Commission regarding alleged violations against street performers.
Captain Hyde researched the claims made by Mr. Ferentz regarding the Police Department's
ongoing refusal to take reports of crime from him. Captain Hyde discovered that In the last
eighteen years, Mr. Ferentz has generated thirty police reports. He has also initiated two Internal
Affairs complaints but has not followed upon either complaint. During that same period, he was
field interviewed three times and arrested four times by the Miami Beach Police Department. He
was also arrested once by the Miami-Dade Police Department (see attached documentation).
At the time of this interview, Mr. Ferentr claimed to be living on Euclid Avenue al an unknown
address. He was carrying only personal toiletries and did not have a door key to his residence.
Captain Hyde spoke with Mr. Ferentz for approximately one and a half hours. During their
dialogue, Captain Hyde described Mr. Ferentr' behavior as being erratic and his conversation
was neither lucid nor logical.
