SUBJECT International. Baccalaureate (IB) Implementation Update
The purpose of this Letter to Commission (LTC) is to update the Mayor and
Commissioner on the status of the International Baccalaureate (IB) Program at all Miami
Beach Public Schools, including program descriptions, expenditures to date and
estimated ongoing costs, per a request from Commissioner Tobin.
The Education Compact with Miami -Dade County Public Schools (MDCPS), established
on January 16, 2008, includes the development of a citywide International Baccalaureate
Program, accessible to every child attending a Miami Beach public school at every level
from Kindergarten through 12 grade. Please find attached a breakdown of all City
costs incurred as of September 2011, to implement the IB program at City public
schools, As of 2011, approximately 4,729 youth are participating in the IB program as
follows:
Primary Year Program — Grades K -5
• South Point 385 students
Biscayne 720 students
• North' Beach 1050 students'
• Fienberg Fisher 670 students
Middle Year Program - Grades 6 -10
• Nautilus 1200 students
• Fienberg Fisher 309 students
• Beach High (linked to Scholars Academy- modified) 300 students
Diploma Program — Grades 11 -12
Beach High 100 students
Total students = 4,729
The Primary Years Program (PYP) for pupils aged 3 to 12 focuses on the development
of the whole child in the classroom and in the world outside. The most significant and
distinctive feature of the IB Primary Years Program is the six transdisciplinary themes.
These themes are about issues that have meaning for, and are important to, all of us.
The program offers a balance between learning about or through the subject areas,, and
learning beyond them. The six themes of global significance below create a
transdisciplinary framework that allows students to "step up" beyond the confines of
learning within subject areas:

• Where we are in place and time
. How we express ourselves
• How the world works
*'How we organize ourselves
• Sharing the planet
The Middle Years Program (MYP) for students aged 11 to 16 provides a framework of
academic challenge and life skills through embracing and transcending traditionaf school
subjects. The program consists of eight subject groups integrated through five areas of
interaction that provide a framework for learning within and - across the subjects.
Students are required to study their mother tongue, a second language, humanities,
sciences, mathematics, arts, physical education and technology. In the final year of the
program, students also engage in a personal project, which allows them to demonstrate
the understandings and skills they have developed throughout the program.
The Diploma Program for students aged 16' to 19 is a demanding two -year curriculum
that meets the needs of highly motivated students, and leads to a qualification r that is
recognized by leading universities around the world. IB Diploma Program students
study six courses at higher level or standard level. Students must choose five subjects
thus ensuring breadth of experience in languages, social studies, the experimental
sciences and mathematics. The sixth subject may be an arts subject. There is also an
' .. extended essay requirement for students to engage in- independent research through an
N in -depth study of a question relating to one of the subjects they are studying.
Attachment 1 shows the estimated ongoing costs of the IB program for Miami
Schools as provided by MDCPS. However, major components of these costs have been
offset by Miami Beach in prior years.. A summary of costs incurred to date by the City of
Miami Beach as well as available funds as of September 30, 2011 is provided in
Attachment 2.
The City. of Miami Beach has made a significant impact throughout the entire county as
the Compact between the City and the School Board is a model of how a City can
strengthen the relationship between schools and community. As a result of our
compact, the recent 2012 . Community Satisfaction Survey indicated that 91% of
residents are very satisfied or satisfied with Miami Beach public schools.

for IB as of September 30, 2011
As of FYI 1, all Miami Beach Public School are IB authorized schools. The total expenditures as of 9/30/11 is
$354,318, which includes IB professional development (teacher training in specific IB required curriculum) and
all application fees for each school. Anticipated support on a go forward basis would be ongoing professional
" development for new teachers, subject specific development for middle and high school staff, and annual fees.
The City will continue to reach out to the community to assist with supporting this City initiative, similar to our
relationship with the MB Chamber. Potential support may also be obtained through contract negotiations
similar to the waste hauler agreements.
