A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT,
ACCEPTABLE TO THE CITY MANAGER AND CITY
ATTORNEY, WITH ANY AND ALL NECESSARY PARTIES, TO
ENHANCE THE SUBSTANCE ABUSE PREVENTION PARENT
WORKSHOP SESSIONS, TO BE CONDUCTED BY THE
SCHOOL BOARD'S PARENT ACADEMY IN SUPPORT OF THE
MIAMI BEACH PARENT ACADEMY, WHICH ENHANCED
WORKSHOP SESSIONS SHALL COMMENCE AT THE START
OF THE 2017-18 SCHOOL YEAR AT A SEPARATE TIME AND
LOCATION FROM THE SCHOOL BOARD WORKSHOPS, AND
AUTHORIZING THE RENEWAL OF SUCH AGREEMENT FOR
UP TO 4 ADDITIONAL ONE-YEAR TERMS THEREAFTER
(SUBJECT TO ANNUAL BUDGETARY APPROVAL BY THE
CITY COMMISSION), AT A COST TO THE CITY NOT TO
EXCEED $3,000 ANNUALLY.
WHEREAS, the Education Compact ("Education Compact") with Miami-Dade County
Public Schools (M-DCPS), established on January 16, 2008, includes the outcome to increase
health and well-being; and
WHEREAS, the Education Compact reflects the desire of the Miami Beach community
to support excellence in the City's public schools to improve educational opportunities for youth;
and
WHEREAS, Resolution No. 2014-28525 supports the KIO to Achieve (K-12) Educational
Excellence and Induce Public School Accountability Mainly at Middle School; and
WHEREAS, at the May 17, 2017 Commission meeting, item R9AD provided for a
discussion regarding students from Miami Beach Senior High School smoking marijuana
outside the school in the morning by the Collins Canal; and
WHEREAS, the issue was discussed at May 24, 2017, Neighborhood and Community
Affairs Committee and referred to the August 22, 2017, Committee for Quality Education
meeting, where the current status of drug and education programming was reviewed, as well as
parental workshops requested by the City; and
WHEREAS, M-DCPS currently has drug and alcohol education as part of the health
education curriculum that is integrated into physical education classes and all middle schools
have a textbook to use when implementing the curriculum; and
WHEREAS, M-DCPS implements a Red Ribbon Month in October and Informed
Families Campaigns throughout the district and Student Services has programs that address
substance abuse through their Trust office; and
WHEREAS, following discussion with M-DCPS, the district will develop a Substance
Abuse Prevention Parent Workshop, through The Parent Academy, for delivery during the 2017-
18 School Year and the curriculum will match that which is currently presented to students
across the district and will include information on consequences for students as part of the
materials; and
WHEREAS, the Substance Abuse Prevention Parent Workshops will be delivered at
Miami Beach Senior High School, Nautilus Middle School and Feinberg-Fisher K-8 Center
within the first two months of the 2017-18 School Year; and
WHEREAS, the City Administration will work with M-DCPS to support current student
program implementation, and to identify youth drug prevention and intervention specialists to
provide enhanced parental workshop offerings through The Parent Academy through a series of
drug prevention and intervention parental and student workshops, to be offered on a separate
date and location by a contracted drug prevention specialist, at a cost not to exceed $3,000 for
the 2017-18 School Year, and to encourage parental and student participation in upcoming
workshops; and
WHEREAS, the City of Miami Beach proposes an agreement with any and all necessary
parties to provide a series of enhanced drug prevention and intervention workshops for the
2017-18 School Year; and
WHEREAS, the City of Miami Beach will partner with any and all necessary parties to
provide for drug prevention and intervention specialists to implement the enhanced parental
workshops, in an amount not to exceed $3,000 annually for the 2017-18 School Year, and for
up to 4 additional one-year terms in subsequent School Years, subject to annual budgetary
approval by the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby authorize the City Manager to execute an agreement, acceptable to the
City Manager and the City Attorney, with any and all necessary parties, to provide enhanced
substance abuse prevention parent workshop sessions as set forth herein.

RECOMMENDATION
City administration will work with Miami Dade County Public Schools to support current student
program implementation, and to identify youth drug prevention and intervention specialists to
enhance parental workshop offerings through The Parent Academy at a cost not to exceed $3,000
for the 2017-18 school year to encourage parental and student participation in upcoming workshops.
ANALYSIS
At the May 17, 2017 Commission meeting, item R9 AD provided for a discussion regarding students
from Miami Beach Senior High School smoking marijuana outside the school in the morning by the
Collins Canal. The item was referred to the May 24, 2017, Neighborhood and Community Affairs
Committee meeting for further discussion. A referral was made to the Committee for Quality
Education August 22, 2017 meeting, where the current status of drug and education programming
was reviewed, as well as parental workshops requested by the City.
At the September 26, 2017, Committee for Quality Education meeting, the following motion was
made:
The Committee for Quality Education requests the Miami Beach Mayor and Commission
support a partnership with a drug intervention and prevention specialist(s) to enhance Miami-Dade
County Public Schools' Parent Academy upcoming parental workshops. The enhancement can
occur at a separate time/location than parent academy workshops, and to request Miami-Dade
County Public Schools incentivize to increase parent/student participation. The Committee for

Quality Education urges the Mayor and Commission to support the above request.
Miami-Dade County Public Schools (MDCPS) currently has drug and alcohol education as part of
the health education curriculum that is integrated into physical education classes. All middle schools

Additionally, MDCPS implements a Red Ribbon Month in October and Informed Families
Campaigns throughout the district. Student Services has programs that address substance abuse

Current programs by grade level, although not all offered at public schools in Miami Beach, are as
follows:
Elementary School
• Drug Abuse Resistance Education (DARE)—5th grade curriculum Middle School
• Drug and alcohol education is part of our health education curriculum that is integrated into
physical education. All middle schools have a textbook to use when implementing the

Following discussion with MDCPS, the district will develop a Substance Abuse Prevention Parent
Workshop, through The Parent Academy, for delivery during the 2017-18 school year. The
curriculum will match that which is currently presented to students across the district and will include
information on consequences for students as part of the materials.
The Substance Abuse Prevention Parent Workshops will be delivered at Miami Beach Senior,
Nautilus Middle and Feinberg-Fisher K-8 within the first two months of the 2017-18 school year.
CONCLUSION
City administration will work with Miami Dade County Public Schools to support current student
program implementation, and to promote the MDCPS drug prevention and intervention program to be
presented by The Parent Academy. Additionally, the City will identify a youth drug prevention and
intervention specialist(s) separate from the parental workshop offerings through the MDCPS Parent
Academy to provide a series of community workshops on drug prevention and intervention at a cost
not to exceed $3,000 during the 2017-18 school year.
