BEACH, FLORIDA, URGING ALL MEMBERS OF THE FLORIDA LEGISLATURE
TO OPPOSE HOUSE BILL 3; DIRECTING THE CITY CLERK TO TRANSMIT A
COPY OF THIS RESOLUTION TO THE FLORIDA LEAGUE OF CITIES, THE
MEMBERS OF THE BROWARD COUNTY LEGISLATIVE DELEGATION, AND
OTHER INTERESTED PARTIES; PROVIDING AN EFFECTIVE DATE.

the Miami Beach Mayor and Commissioners.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF POMPANO BEACH, FLORIDA, URGING ALL
MEMBERS OF THE FLORIDA LEGISLATURE TO
OPPOSE HOUSE BILL 3; DIRECTING THE CITY CLERK
TO TRANSMIT A COPY OF THIS RESOLUTION TO THE
FLORIDA LEAGUE OF CITIES, THE MEMBERS OF THE
BROWARD COUNTY LEGISLATIVE DELEGATION, AND
OTHER INTERESTED PARTIES; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of Pompano Beach supports Home Rule and right of local
governments to impose reasonable regulations within their respective jurisdictions;and
WHEREAS, House Bill 3 ("HB3") seeks to preempt the regulation and licensing of
occupations and professions to the state and prohibits the enforcement of any regulation of a
business unless the regulation is expressly authorized by general law;and
WHEREAS, HB3 encroaches on municipalities'Home Rule authority, as established by
Ch. 166, F.S.; and
WHEREAS,the passage and adoption of HB3 will have a significant adverse effect on
the ability of municipalities to generate business-related revenue and will have a detrimental
impact on municipal budgets; and
WHEREAS, HB3 invades the province of local governments to inspect businesses for
purposes of health,safety and general welfare to the public;and
WHEREAS,the City of Pompano Beach believes that the opposition to HB3 is in the best
interests of the, citizens, residents and businesses of Pompano Beach, Broward County and the
State ofFlorida;now,therefore,

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF POMPANO
BEACH, FLORIDA:
$ECTIOY I, The foregoing "WHEREAS"clauses are hereby ratified and confirmed as
being true and correct and are incorporated herein by this reference.
SECTION 2. The City Commission of the City of Pompano Beach urges all members of
the Florida Legislature to oppose the passage and adoption of House Bill 3.
SECTION 3. The City Clerk is hereby directed to transmit a copy of this Resolution to
the Florida League of Cities,the Broward County Legislative Delegation and any other interested parties.
SECTION 4. This Resolution shall become effective upon passage.
