Morales, City Mana i �'� �' DATE: April 23, 2019 SUBJECT: PRESENTATION OF WORK ORDER TO DEVELOP BLUE-GREEN INFRASTRUCTURE, ROAD ELEVATION STRATEGY AND NEIGHBORHOOD PROJECT PRIORITIES The purpose of this Letter to Commission is to present the attached work order by Jacobs Engineering. This work order is the first step in the City's integrated stormwater management strategy. As part of the work order, Jacobs will develop an integrated blue-green concept plan, evaluate the City's road elevation policy, and prioritize the current neighborhood project list. These deliverables are described in greater detail below. • Blue-Green concept plan: the plan is an initial step toward achieving an integrated stormwater strategy that is consistent with the 2018 recommendations by the Urban Land Institute (ULI) Stormwater Management and Climate Adaptation Review. As part of the plan, Jacobs will analyze various blue-green strategies and provide a list of vetted design approaches that are applicable to Miami Beach. Additionally, Jacobs will provide illustrations of these strategies that will be presented to residents at a community meeting. • Road raising evaluation: Jacobs will assess the City's policy of raising the crown of roadway elevations to 3.7' NAVD. The evaluation will provide an objective analysis and result in a recommended approach to road elevations within the City. The recommendation may include guidance on varying elevations depending on specific site conditions. • Prioritized project list: this list will provide the City and its residents with a defined neighborhood project plan. As part of the task, Jacobs will develop weighted criteria to rank neighborhood projects. These criteria may include objective data, such as the state of water/sewer infrastructure, or subjective analysis, such as the community's desire for the project. In addition to the criteria, Jacobs will evaluate and revise neighborhood boundaries. Overall these deliverables comprise a robust foundation for the City's future stormwater designs. They not only consider neighborhood flood risks, but also highlight ideal strategies that integrate urban planning, landscape architecture, aesthetics, engineering and sustainability elements to increase quality of life for all residents. Additionally, the product will support the prioritization of capital improvement projects by accounting for the condition of city sewers, fire flows in water systems, priority inundation areas and the desire of residents to implement neighborhood improvements. This work order will build on the work done to-date by using the existing information to achieve near-term deliverables for developing a concept plan for blue-green infrastructure, evaluation and recommendation of the roadway elevation strategy, as well as developing a neighborhood/project prioritization matrix. These are critical steps that will support the ultimate Integrated Water Management Strategy for Miami Beach. This Work Order includes the following Tasks: WO #1 Task 1 Blue Green Stormwater Concept Plan Task 2 Road Elevation Strategy Task 3 Neighborhood Project Prioritization Task 1: Blue-Green Stormwater Concept Plan This Task to develop a Blue-Green Storm water Infrastructure Concept Plan is being prepared under the Jacobs contract with the City of Miami Beach (City) for a Master Design Consultant for Integrated Water Management. Building off the recommendations in the 2018 Urban Land Institute (ULI) Storm water Management and Climate Adaptation Review for Miami Beach, the goal of this Task is to identify blue and green infrastructure (B-GSI) strategies to live with water in Miami Beach. This will involve identification of B-GSI strategies applicable to Miami Beach that integrate urban planning, landscape architecture, aesthetics, engineering, and sustainability elements to increase the quality of life. The plan will provide input to the development of a dynamic, long- term, multidisciplinary, and integrated sea-level rise and stormwater mitigation strategy and will coordinate with the City street tree master plan. This effort will be guided by stakeholder and community input and coordinated closely with the other concurrent tasks and will ultimately inform the Integrated Water Management Strategy. Document Tracking Number(JETT) JACOBS 1.1 Kickoff Meeting with Interdisciplinary City Team CMB desires to kickstart the continued resilience approach by leveraging existing science and focusing on immediate priorities regarding: • Blue-green stormwater infrastructure • Roadway elevation policy • Neighborhood Project prioritization This task will kick off all the above priority tasks simultaneously. Establishing clear policy, guidelines, planning requirements and tools for these topic areas will improve near-term decision making. Specifically, in terms of B-GSI, the kickoff meeting will focus on goals, definitions, levels of service, concerns, community outreach/education opportunities, and the types of renderings desired. 1.2 Develop Preliminary B-GSI Concept Plan This task will involve the primary information review, analyses, and production to develop the preliminary B-GSI concept plan. This plan will be a synthesis of the above tasks to concisely document the evaluated B-GSI strategies, the pros/cons of each strategy, where/when the strategies can be applied, and provide a final list of strategies that are applicable to Miami Beach. The following activities will be undertaken within this task: • Review of land use/cover and ownership patterns (public, residential, commercial) • Develop relevant B-GSI planning categories (such as residential, commercial, transportation, education, recreational and similar) • Review of current policies, standards, and procedures related to construction projects, with a focus on potential improvements to remove barriers and facilitate B-GSI. • B-GSI practices evaluations: after initial screening to identify applicable options for Miami Beach, approximately 10 viable options will be evaluated for advantages and disadvantages of B-GSI practices/technologies, including maintenance considerations and application to meet the topography, subsurface and dynamic tidal conditions of City of Miami Beach that will include plan and section views of the alternatives under consideration. • Review of existing CIP and other planned projects, categorization of projects into B-GSI scenarios with possible B-GSI practices o Incorporate Neighborhood Project Prioritization results as applicable and as they becomes available • Living with Water concept renderings (may include bioswales, repurposing golf courses, water detention/retention, integration with road raising). The renderings can use one neighborhood to serve as a model for Miami Beach Living with Water or utilize a mix of neighborhoods across the City to illustrate specific blue/green strategies (as discussed at the kickoff meeting). BI0213191348DCA JACOBS • Synthesis of the above tasks to concisely document the evaluated B-GSI strategies, the pros/cons of each strategy, where/when the strategies can be applied, and provide a final list of strategies that are applicable to Miami Beach. • Identify near-term DCPs/projects that can incorporate these concepts. Assumptions • This activity includesonly compiling and analyzing existing data. Data are available in electronic format; no transcription of hard copy data is assumed. • The City will provide applicable geographic information system (GIS) data, CIP projects, and water quality data from the ground water monitoring wells and topography based on the most current LIDAR information. • Concept renderings by landscape architects may include artistic hand drawings, photo collage overlaid on existing photography to convey a proposed condition, as well as vector diagram elements overlaid on drawings to explain function, etc. Engineered section drawings maybe combined with these elements to show how proposed improvements will function and look above the surface. These renderings will not involve complex 3D modeling software or rendering engines/software and thus will not be photorealistic or to an exact scale. • This task does not include Hydrologic & Hydraulic (H&H) modeling. • Sophistication level and number of renderings will be adapted to the limits of available time and budget. Nonetheless, Jacobs represents these renderings will be sufficient to demonstrate blue/green strategies to the public. 1.3 Present Preliminary Concept Plan at public meeting and review public input A dynamic public meeting will be held in Commission Chambers to provide education on types of B-GSI technologies, pros/cons, and potential applicability in the City as laid out in the Preliminary B-GSI Concept Plan. Input from the public and how to address it will be reviewed with the City Team. 1.4 Finalize plan and discuss with City Team Applicable input received from the public, the City and other stakeholders will be incorporated to produce a final B-GSI concept plan. The final plan will be reviewed with the interdisciplinary City team and next steps will be discussed. 1.5 Present Concept plan to City Commissioners/Officials The final concept plan will be presented to City Commissioners/Officials at a meeting and next steps will be discussed. This plan will be a synthesis of the above tasks to concisely document the evaluated B-GSI strategies, the pros/cons of each strategy, where/when the strategies can be applied, and provide a final list of strategies that are applicable to Miami Beach. Task 2: Road Elevation Strategy Task Order Objectives This task validates and develops consensus around the City minimum road crown elevation standard of 3.7 feet North American Vertical Datum of 1988 (NAVD) or other applicable elevation and criteria, as a minimum design standard for road raising in the City of Miami Beach (CMB). This task order involves reviewing the current CMB policy and road design standards, specifically the minimum road crown elevation and related design elements against the latest flood risk information (for example, extreme tidal event observations and updated Sea Level Rise (SLR) projections) to validate this standard. Other design information to be reviewed may include the stormwater masterplan (including design storms and level of service (LOS) and H&H models of the stormwater management system). These flood risk data will serve as the current and future boundary conditions that inform the minimum elevations and design criteria for roads and stormwater management systems design. The results of this analysis will be presented to the City project team for review, then to Commissioners for consensus building around the need for and benefits of adopting these standards for appropriate application across the City. This information will be shared along with the Blue Green Infrastructure guidance and a broader toolbox of strategies adapted for use in the City, to mitigate impacts from frequent flood events. This task order is a high priority for CMB and will begin as soon as possible in parallel with the other activities as part of this WO, to promote consistent messaging through a one-vision approach to flood mitigation. Activity 2.1: Define Goals and Objectives of Road Raising Program This activity involves collecting and reviewing previous reports, studies, and data to establish a thorough understanding of the issues, challenges, and opportunities of elevating roads in Miami Beach and develop goals and objectives for road elevating as a key strategy for building resilience to flooding in CMB. This goal setting workshop will be conducted as part of the Task 1 of this WO. This Activity will include the following steps: Step 1: Collect and review the following existing related information: • Historical tidal observation data and updated sea-level rise projections BI0213191348DCA JACO BS+ • City policies, land development regulations, zoning and design guides and standards, including Florida Department of Transportation information related to road elevation and supporting drainage facilities • Previous stormwater management master plan, level of service (LOS) criteria, modeling results, and boundary conditions • Previous public communications and engagement efforts • Community concerns and site-specific challenges • Previous project information, including successes, challenges, and issues for each project • List of planned transportation, stormwater, and road-elevating projects (capital improvement plan [CIP]) Step 2: Attend CMB-led site visits to previous road elevation projects in the city with select task leads to visualize challenges experienced from elevating roads and observe the implications of with integrating other CMB projects and neighborhood needs, while providing near-term adaptive flood mitigation. This one-day van and walking tour of key CMB projects will provide the team with a deep understanding of the complexity of the strategy to drive a positive outcome using said strategy. Step 3: Align Task with presentations at the regularly scheduled monthly City Commission of Miami Beach Sustainability and Resiliance Committee meetings. Deliverables • Draft technical memorandum (TM) summarizing data collection review, site visit observations, project goals and objectives. Assumptions • CMB will provide requested data and van and tour guide for site visits. • CMB will identify and invite key CMB staff to accompany team on-site visit. • CMB will review deliverables and provide comments for submittals and requests in timely manner. Activity 2.2: Evaluate Existing Road Standards and Policies This activity will evaluate the intended benefits, co-benefit opportunities, and unintended implications of road raising in various neighborhoods with varying flood vulnerabilities based on lessons learned from previously completed projects in Miami Beach. This task will also look at performance-based specifications such as the use of black base,concrete wear, and other material courses to reduce premature road surface degradation resulting from base saturation and reduced base clearance from elevated groundwater conditions. This evaluation will build on previously completed surface water hydrologic and hydraulic modeling work and consider the evolving boundary conditions and increasing groundwater levels resulting from extreme tidal events and SLR. This task does not involve updates to the H&H models or the development of new models.This activity will involve the following steps: B1021 3191348DCA JACOBS Step 1: Define goals and objectives for road elevation harmonization, including pedestrian, cyclists, and vehicular access, visual barriers, and related stormwater improvements. The goals and objectives of the road elevation will be coordinated with the City's modal hierarchy. Step 2: Evaluate planning horizon and design criteria, standards, and policies, including road classification, cross-sections, design tailwater evaluations, slopes, materials, repair and replacement program, maintenance program, and CMB interdepartmental project review process for road-elevation projects; these projects include streetscaping, stormwater, utilities, and other improvements performed as part of an integrated complete street project. Step 3: Review CMB flood vulnerabilities to varying design storms and flood mechanisms for today and future conditions considering land use, sea walls, impervious cover, existing stormwater management master plan, LOS criteria, asset criticality, and pumped outfalls. Perform flood inundation mapping and geographic information system (GIS)-based spatial analysis of varying flood scenarios to inform level of impact and appropriate LOS analysis. Step 4: Review and validate the boundary conditions for road elevation design, considering asset life span and future flood risk. Deliverables • Draft and final technical memorandum (TM) summarizing assumptions, analysis and findings including recommendations on the road raising policy with interim application guidance (via an application criteria matrix) for CMB's review and comment. • Final TM with road raising policy and application guidance; and presentation to City officials and Commission. Assumptions • CMB will provide requested data as needed and facilitate in-person meetings with key CMB staff and departments regarding current policies, design standards, previous projects, and the CIP. • This task does not include the H&H and groundwater modeling required to validate new assumptions, existing and future boundary conditions, and surface and groundwater interactions. Task 3: Neighborhood Project Prioritization Task Objectives This task will develop an objective evaluation system to prioritize City of Miami Beach capital improvement projects based on critical needs of various City infrastructure systems. The project definitions will be provided by City staff and will be evaluated to identify immediate, short and mid-term needs to maintain the City services and idsystem LOS. Activity 3.1: Develop Neighborhood Project Evaluation and Prioritization Process This activity will involve developing a neighborhood project prioritization framework (matrix) based on key metrics related to flood vulnerability and facility criticality, along with other important criteria which may include (information from select internal stakeholders (e.g. City BI0213191348DCA JACO BS" staff and officials), adjacent projects, etc.) This task will also evaluate neighborhood project boundaries and resize as necessary. Recognizing the extent of road and neighborhood/project flood vulnerability in Miami Beach, the analysis will result in a ranked list of neighborhood projects and roads grouped together by overall flood risk experienced today in relationship to existing water and sewer infrastructure. This prioritization will also consider increased flood risk over time as conditions evolve to inform applicable adaptation strategies and implementation timeframes to be examined for subsequent project phases as well as consider the ongoing CIP and utilities listed below. This work will be based on the data and information in coordination with the stormwater modeling and the water and wastewater masterplan. The activity will result in a decision-making process that will be communicated to CMB leadership in preparation for a decision point (toll gate) regarding continued flood mitigation investment in Miami Beach. This activity will involve the following steps: Step 1: Facilitate coordination meeting with ongoing Business Case Analysis for Flood Mitigation project team members to review preliminary findings on the design storm scenarios including the storm surge modelling, the ICPR4 modeling and the property value economic analysis. This will allow the Jacobs team to build on the information obtained and analysis performed as they relate to CMB economics and other key investment drivers. Step 2: Develop and/or review list of projects and key roads categorized and delineated based on geographic boundaries, land use, topography, flood vulnerability, and criticality. Step 3: Develop evaluation criteria and weighting (prioritization matrix), and perform initial prioritization of projects. Considerations for evaluation may include the following: • Co-benefit opportunities and physical site constraints; • Flood vulnerability (impact frequency and severity), including exposure to tidal and sea level rise inundation; • Maximum flooding depth on roadways and adjacent private property; • Parcel and road ownership (private, city, county, and/or state); • Land use and number of structures; • Coordination with water and wastewater infrastructure and other asset renewal needs; • Coordination with ongoing and planned CIP and neighborhood improvement projects and private development and redevelopment projects, where available and applicable; • Coordination with utility and multimodal transportation projects (FDOT/MDC); • Stormwater management system needs. Step 4: Review meeting with CMB project team and key department leads to review findings and fine tune metrics. Assumptions • CMB will facilitate coordination meeting with business case analysis team and provide meeting space for this and internal CMB staff meeting to discuss findings. • This activity will not include updates to flood, groundwater, or surface water management modeling but will review these activities and related summary reports and model output. • This activity will not include a cost-benefit analysis or develop a funding strategy, but it will review reports and findings of related activities, where available. • This activity will not quantify co-benefits including economic, environmental or social. Work Order Schedule: These tasks are anticipated to be completed within 5 months of NTP and will include presentations to Sustainability Committee at key points early in the process to obtain input to build consensus and support for the work order deliverables.
