Composition:
The Members of the Panel will consist of the following eleven (11) qualified Miami Beach residents:
The Mayor's General Obligation Bond Advisory Panel is created pursuant to the Mayor's authority to establish blue ribbon panels
under Section 2-27(b)(2) of the City Code. The purpose of the Panel is to engage in information gathering and fact-finding
regarding the projects proposed for inclusion as part of any General Obligation Bond ("G.O. Bond") program.
The Panel shall consist of eleven (11) members, all of whom shall be residents of the City of Miami Beach for a minimum of 7
months and whom shall be appointed by the Mayor to serve for a term through and including November 30, 2018.
The Panel shall:
• Report directly to the Mayor; and
• Engage in information gathering and fact-finding regarding the projects proposed for inclusion as part of any General Obligation
Bond ("G.O. Bond") program, utilizing the most recent version of the proposed G.O. Bond project list, updated to reflect the
direction provided by the Mayor and City Commission at its April 5, 2018 General Obligation Bond Workshop; and
• Hold publicly-noticed community meetings with various stakeholders regarding the Panel's information gathering and fact
finding with respect to proposed G.O. Bond projects, including residents and business owners from the South Beach, Mid-Beach,
and North Beach areas, neighborhood associations, homeowners associations, and locally-based groups, including but not
limited to cultural and not-for-profit institutions, senior citizen organizations, LGBTQ groups, public and private schools, and
affordable housing providers; and
• Evaluate projects and make advisory, non-binding recommendations with regard to the prioritization of proposed G.O. Bond
projects on the lists, including adding new projects to the project list or deleting projects from the project list; and
• Provide a final, written report to the Mayor and City Commission (via placement in the City Commission meeting agenda
packet) detailing the Panel's activities and project recommendations; and
• Have authority to meet directly with City Staff, as required.
