This Letter to the Mayor and City Commission is to provide information on a proposed
program the Miami Beach Police Department is considering implementing. The
STOPPED program would be an additional tool utilized for educating young drivers and
their parents.
Recently the Michigan Sheriffs' Association (MSA) developed a program by the name of
"STOPPED." The STOPPED acronym means "Sheriffs Telling Our Parents and
Promoting Educated Drivers." This program keeps parents informed whenever their
child is pulled over by law enforcement for a traffic infraction. After the law enforcement
officer enters the information into the STOPPED database, the registered owner of the
vehicle receives a notification via email or text message with the details of the traffic
stop. At this time, the Michigan Sheriffs' Association is receiving very positive feedback
from the community about this program. If the City of Miami Beach decides to implement
this program, our agency would be the first in the State of Florida to have it. Below is a
brief synopsis about the program:
STOPPED?
• A parental notification system which was developed for the state by MSA. The
goal of STOPPED is to reduce the number of young drivers who are involved in
motor vehicle crashes each year.
How it works?
• If the vehicle is pulled over by a participating law enforcement agency while a
person under 21 is driving, a notification is sent to the registered owner of the
vehicle. Currently, the registered owner of the vehicle is notified approximately
two weeks after the stop.
Register?
• The Miami Beach Police Department would create a website where an interested
resident will have the ability to register any vehicle that will be operated by any
person under 21 .
Identification?
• An identification decal would be issued by the Miami Beach Police Department
and should be affixed to the outside top left corner of the back window of the
vehicle. Officers would enter the information from the decal into the database.
Notification?
• The notification to the registered owner contains the date and time, the
identification number on the decal, and the reason for the stop.
