A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA, SUPPORTING UNITED STATES HOUSE OF REPRESENTATIVES BILL H.R. 2772, KNOWN AS THE "INVESTING IN OUR COMMUNITIES ACT," AND PROVIDING AN EFFECTIVE DATE. REG/Ic Attachment F:\CLER\$ALL\LILIA\LTC's-Transmittal's\Hallandale Beach\Resolution 2020-008 City of Hallandale.docx 1 RESOLUTION NO. 2020 -008 2 3 A RESOLUTION OF THE MAYOR AND CITY 4 COMMISSION OF THE CITY OF HALLANDALE BEACH, 5 FLORIDA, SUPPORTING UNITED STATES HOUSE OF 6 REPRESENTATIVES BILL H.R. 2772, KNOWN AS THE 7 "INVESTING IN OUR COMMUNITIES ACT", AND 8 PROVIDING AN EFFECTIVE DATE. 9 10 11 WHEREAS, the exclusion from gross income for interest on certain bonds issued 12 to advance refund another bond was repealed for bonds issued after 2017 by the Federal 13 Tax Cuts and Jobs Act of 2017; and 14 15 WHEREAS, municipalities' ability to refinance outstanding bonds to take 16 advantage of lower interest rates was taken away by this action, thus removing their ability 17 to collectively save billions of dollars that could otherwise be used for infrastructure; and 18 19 WHEREAS, U.S Representative Dutch Ruppersberger introduced, and Florida 20 Representatives Ross Spano and Darren Soto have co-sponsored, House Bill H.R. 2772 21 in order to reinstate the exclusion; and 22 23 WHEREAS, the Mayor and City Commission find that both accruing funding for 24 infrastructure as well as the ability to refinance bonds and then potentially issue new bonds 25 are critical matters in the City of Hallandale Beach; 26 27 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY 28 COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA: 29 30 SECTION 1. The foregoing "Whereas" clauses are incorporated herein. 31 32 SECTION 2. Support of. The Mayor and City Commission hereby support and 33 urge the passage of United States House of Representatives Bill H.R. 2772, known as the 34 "Investing in our Communities Act". 35 36 SECTION 3_ Directions to City Manager and City Clerk. The Mayor and City 37 Commission direct the City Manager to take all necessary steps to effectuate this ISR NO. 1 RESO. NO. 2020 - 008 FILE NO. 19-609 38 resolution and direct the Clerk to cause a copy of this resolution to be forwarded to all 39 appropriate parties. 40 41 SECTION 4. Effective Date.
