Morales, City Manage �.01' DATE: February 24, 2020 SUBJECT: Substance Use Treatment, Oureach and Prevention Program (STOPP) We are pleased to announce that the Office of Housing and Community Services is collaborating with Borinquen Medical Center to deliver the Substance Use Treatment, Outreach and Prevention Program (STOPP) to our community's homeless residents. STOPP is a new, enhanced outpatient substance abuse and prevention program that offers evidence-based outreach, counseling and additional services to reduce substance use and high- risk behaviors. The City's Homeless Outreach Team works with STOPP staff to target our community's homeless through street engagement that links the client to a variety of services including: • Intensive outpatient services • Individual and group counseling (including prevention/risk reduction education) • HIV and Hepatitis testing • Referrals to residential treatment and/or detox • Ryan White HIV/AIDS Program case management services • Access to Borinquen Medical Center psychiatric and specialty services This is the latest voluntary addiction treatment resource added to the City's growing homeless services programming. The Mayor and Commission approved a collaboration with Miami Beach Community Health Center to provide Vivitrol treatment through an outpatient treatment model that is complimented by shelter and support services. In addition to these latest treatment efforts, Career Source South Florida approved funding on February 20th that will enable the City to offer in-house employment training and job placement simultaneously as clients are processed for shelter placement. Homeless clients can now be processed for the following services in-house as they accept shelter services: • Identification document replacement (including birth/death/marriage certificates) • Supplemental Nutrition Assistance Program (food stamps) • Records expungement, child support enforcement and wage theft enforcement • Temporary employment (including work and interview outfits and shoes) • Permanent job placement • Down payment and first month rent assistance and utility deposits If you have any additional questions, please feel free to see me or Maria Ruiz, Department Director, Office of Housing and Community Services.
