Morales, City Manager DATE: April 10, 2020 SUBJECT: CONSTRUCTION SITE COVID-19 The purpose of this Letter to Commission is to provide the Mayor and City Commission with specific information on the monitoring of construction sites during this health emergency. In order to ensure public safety, an e-mail was sent on March 16% to all contacts on active projects in Miami Beach, informing them of social distancing requirements based on the CDC recommendations. Updates to the recommendations were sent on March 24% regarding social distancing, with additional guidance for Lunch Trucks. An e-mail was sent on March 24" specific to concrete restoration projects. The following rules are currently in effect: 1. Safety logs are required for a for all construction sites with 8 or more workers. a. All employees are to be screened daily prior to entering the site. b. The log is to be kept on site and available for Building Department inspection. 2. Use of a protective mask is mandatory. 3. Inspectors will verify that social distancing is being maintained. 4. Hand washing stations are required at construction sites. 5. No more than 10 workers in a room or area at any time. Failure to pass the Building Department inspection due to any one of these items will result in a Notice of Violation/Stop Work Order. Once the Stop Work Order is issued the contractor is given time to secure the site. The site cannot be re-opened to construction for a period of 14 days from the date of securing the property. We have been monitoring sites starting March 17" performing over 1400 inspections to date to verify that construction sites comply with the latest guidelines of the CDC to maintain worker health and health of the community as a whole. To date there have been 3 Stop Work Orders issued: 5775 Collins Avenue, 1775 James Avenue and 6070 N. Bay Road. All these sites have failed a safety inspection despite the multiple reminders. We will continue sending this message weekly to all contractors with active permits in the City and will continue to have it posted on the Building Department website.
