Middle Beach Recreational Corri r Phase 3- Project Update
The purpose of this Letter to Commission is to provide information to the Mayor and City
Commission regarding the status of the Middle Beach Recreational Corridor Phase 3 project. As
of the date of this L TC, the wooden boardwalk has been removed, the earthwork and grading
work has been completed from the 24 Street to 29 Street segment and is on-going between 30
Street to 32 Street and 36 Street to 46 Street. Concrete bands and borders are being poured.
As a result of the earthwork and grading tasks, an additional 3,800 cubic yards (cy) of beach sand
fill material was generated. The additional fill has been attributed to accumulation of sand within
the project site as a result of storm effects and natural windborne migration of sand. State
permitting conditions require that beach sand excavated during the construction of this project
must remain seaward of the Coastal Construction Control Line (CCCL) and within this project's
construction limits. A permit modification has been submitted by the City to the Florida
Department of Environmental Protection (FDEP) to request approval to locate the excess fill on
the beach dunes, outside the limits of the Middle Beach Recreational Corridor Phase 3 project.
During the permit modification process, the City's Department of Environment and Sustainability,
Property Management and CIP have identified receptor sites which could use the excess beach
sand. The two sites identified were at Lummus Park from 10 Street to 12 Street, and at Indian
Beach Park (46 Street & Collins Avenue). Once it was determined that the excess fill was needed
and could be used at both locations, the City's Department of Environment and Sustainability
applied for a FDEP field permit to allow the transport and stockpiling at the two receptor locations.
The field permit has been issued by the State. Two thousand (2,000) cy of excess fill will be
transported to Lummus Park and eighteen hundred (1,800) cy of excess fill will be transported to
Indian Beach Park.
A permit modification for the Middle Beach Recreational Corridor Phase 3 project is still required
by the State, identifying the final location and spread of the material at each of the sites. The
process of revising the permit modification is currently ongoing.
Dump trucks will be transporting the sand material from the Middle Beach Recreational Corridor
Phase 3 project to each of the receptor sites and will cross pedestrian areas at Ocean Drive and
10 Street and Indian Beach Park. Transporting the sand material will take approximately 3 weeks
and is scheduled to commence the week of June 22, 2020. The transportation of the sand material
to Lummus Park has been coordinated with the Miami Beach Police Department.
